(End of Summary of Changes)

Question 1:

If we weld these intercostals (L 3.5 x 3.5 x ½ ) to the skin plate panels before assembling, we cannot install them because the angles are longer than the distance between vertical beams.

If we weld them after assembling all the paint will be destroyed.

Even if we manage to insert the intercostals between the vertical beams, the weld between angle edge and the vertical beam will damage the paint.

We cannot paint after assembly because we are assembling outdoors but even if we do paint after assembly the contact surfaces between the components will remain unpainted.

Answer:

The ends of the intercostals are to be welded to the inside edges of the vertical girder flanges, as well as the skin plate of the gate. These welds would by necessity have to be performed during assembly and as such it was expected that these sections would be painted either in the field or during final touch-up of paint. The locations of where these welds on the vertical beams/ girders and the skin plates can be taped off during the initial blast and painting weld locations are shown on the plans.

Question from 2:

Who is responsible for offloading from the Barge?

Answer:

USACE floating plant is responsible for offloading the barges once they are delivered to the lock

Question from 3:

We have no idea what option E & F is in the bid schedule?

Answer:

The anchorage links are shown on sheet S-565.The sheet title is mislabeled as “Details Sill Bearing Assembly” rather than “Details anchorage links”. The “left” and “right” hand side is indication of the anchorage openings being mirrored.

Question from 4:

Also following items are part of the supply Per 2.3.7, but there is no information about them:

- Cathodic protection

- Grease lines

- Operation struts

Answer:

The operating strut is part of the gate shown on sheet S-560. The reference to cathartic protection is incorrect and should be removed. The grease lines for the pintle and gudgeon are to be field routed by the contractor.

Question from 5:

Can we request that the 3D model of the pintle casting

Answer:

No 3D models will be given out at this time.. 3D models may be available for any of the gate components after award of the contract. A component weight can be provided for the purpose of determining a cost for the casting.

Question from 6:

I took a look at the drawings but did not see a weight. Can you advise?

Answer:

Current gate weight estimate is approximately 173,920 lbs.

Questions 7 Is there a Bid Bond Required on top of the Performance and Payment Bond?

Yes, a bid bond is required. The amendment will reflect this.

Can the gates ship laying down on the barge? – Yes, the gates can be shipped laying down on a barge but will need to be laid down to avoid any damage to the gates. This is explained in section 01 35 13 in the project specifications.

Will the government handle the unloading of the barges once the gates arrive? -Yes, Government floating plant will be performing the unloading of the barges containing the gates once they have been delivered.

Drawing S-561 states details A9 and D1 are to be A709 Gr50. However, the thickness limitation for A709 Gr50 is 4”. Can you please clarify the equivalent material? – These material callouts are part of amendment to be sent out. Gudgeon pin is to be made from AISI 4140 HT while bushings are to be made from ASTM B148 Copper alloy.

Drawing S-521 states details E5 are to be A709 Gr50. However, the thickness limitation for A709 Gr50 is 4”. Can you please clarify the equivalent material? – Material is to be ASTM A572, Gr 42 steel. This will be changed in an upcoming amendment.

Is the material called out on S-521-A1 to be A709 GR50 as noted? -Cotter pin material can be ASTM A36 steel

Can you please clarify the thickness of item S-521-E3? -Plate thickness is 1” Is the material called out on S-561-D3 & D1-Bushings to be A709 GR50 as noted? -Bushings are to be made from ASTM B148 Copper alloy. This change will be made in the amendment.

Item S-520-A9 calls our A709 GR50 for the material, but the thickness limitations are 4”.

Typically the welded end section of these diagonals is a forging. The drawing also calls out the weld to be at the end of the threaded bar, but typically the weld is at the end of the flat bar. Can you please clarify the welding location? – The top of the diagonal will be changed to be ASTM A36 steel, the weld location is changed in the most recent amendment.

Questions from 8

I noticed on this project the AISC qualification required to have Fracture critical ,Major Bridge ,and or Hydraulic certifications for a period of 5 years to be considered for award ,other projects we have bid such as sector gates require to prove the company does have these certification and has performed like type fabrications and does not require the 5 year certification requirement Why is the qualifications different from the sector gates and Miter gates ? Is the Corp willing to waive the 5 years certification requirement for this project?

Due to the complex fabrication and tight tolerances for the project the 5-year requirements will not be waived.

Questions 9

1. Drawing S-535 calls for the pintle ball to be A668 Class K while spec section 35 20 16.33 subsection 2.3.6.4 calls for the ball to be A668 Class D. Please clarify material requirement. – The pintle ball is to be fabricated from A668 Class D.

2. Drawing S-537 calls for the pintle base to be a casting A148 Gr. 90-60 while spec section 35 20 16.33 subsection 2.3.6.4 calls for the base to be A668 Gr. 90-60 (A668 is a forging spec). Please clarify material requirement. -Pintle Base is to be fabricated from A148 Gr. 90-60

3. Drawing S-548 calls for the contact blocks to be A668 Class D material while spec section 35 20 16.33 subsection 2.3.6.3 calls for the blocks to be of A276 or A564. Please clarify material requirement. -The plans are correct and the contact blocks are to be fabricated from A668 Class D steel.

4. Please verify bushings S-561-D1 & D3 are to be A709-50 Material. Note, A709-50 spec max thickness is 4”. - These material callouts are part of amendment to be sent out. Gudgeon pin is to be made from AISI 4140 HT while bushings are to be made from ASTM B148 Copper alloy No C95400.

5. Please supply alloy group for pintle bushing S-535-A4 (ASTM B148). -Aluminum bronze is to meet ASTM B148 Copper alloy No C95400

6. Section 2.1 states “Valves shall be rated for an operating pressure differential of up to 10 psi due to the difference in upper and lower lock pool elevations.” Section 2.1.2 states “1. Valves shall be designed so that, when subjected to a maximum head of 15 feet, a stress safety factor of 3 on the material yield strength or 5 on the material ultimate strength (whichever is lower) is not exceeded.” The pressure due to 15’ head difference is 15 ft * 62.4 pcf = 936 psf = 6.5 psi. The 10psi noted in 2.1 and the head difference of 15ft (6.5 psi) don’t seem to match. Is the system to be designed for 10 psi or 6.5 psi?

The rated operating pressure and the design parameters are different things. In this case, the valve must be rated for at least 10 psi. It must also be designed so that when loaded at 15 ft of head, calculated stresses stay below the material yield strength/3 or material ultimate strength/5 (whichever is lower).
