Accident Prevention Plans in accordance with specification Section 01 35 29, SAFETY AND
OCCUPATIONAL HEALTH REQUIREMENTS and USACE Engineer Manual 385‐1‐1 Appendix A shall be prepared and submitted within 14 days of award of the contract. No work on the vessels will be permitted until the Contracting Officer has reviewed and found the plan acceptable. Portions of the plan that are disapproved shall be promptly corrected and re‐submitted. If additional work items are added to the contract work the Accident Prevention Plan shall be amended as necessary and approved prior to the start of the additional work items. A combined safety plan may be prepared for all of the vessels as long as sufficient detail is provided to address all unique conditions and work for each vessel.
There is no known lead‐based paint on the TUG DONLON. However, the interior of the BC‐6472 was originally primed with lead paint, and this paint is still present on the interior of the vessel. No lead paint exists on the exterior surfaces in way of the work of Item CLEAN AND RECOAT HULL, BARGE BC‐
6472. However, it is possible that lead paint will be present in way of repair work awarded under the
Optional Items for ELECTRIC WELDING and/or CROP AND RENEW STEEL, BARGE BC‐6472. Because of this risk, a Lead Compliance Plan as described in specification Section 02 83 00 LEAD REMEDIATION and
USACE Engineer Manual 385‐1‐1 must be submitted for this Item. The Lead Compliance Plan must include a discussion of the measures that will be put in place to prevent dispersal of lead and protect the safety of workers during construction, to remove hazardous material, to transport hazardous waste, and to dispose of hazardous waste. The Lead Compliance Plan must also include a discussion of the elevated risk of dealing with hazardous wastes and the measures implemented in order to mitigate those risks.
The price offered for this item shall include the costs for preparing and revising the Plan as required, and reporting to the government. All other costs associated with performance of the work of the Contract in accordance with the Lead Compliance Plan, including containment, personal protective equipment, ventilation, cleanup, handling, transport, disposal, environmental and regulatory compliance, etc., shall be included in the prices offered for the associated items of work. The contractor shall be the responsible party for the testing, generation, documentation and disposal of the lead‐based paint related debris. ITEM 18.ITEM 17. CLEAN AND MUCK OUT INTERIOR SPACES, BARGE BC‐6472 (OPTIONAL)
Under this item, the contractor shall cut one hole in the bottom of the barge, in each compartment of the hull. The contractor shall then thoroughly clean the interior of the barge compartment using a high‐ pressure water hose, including the underdeck, all framing, interior bulkheads, and interior hull surfaces.
All dirt and water shall be removed from the compartment through the hole cut for that purpose. There is a significant accumulation of sludge on the bottom of the barge, all of which is to be removed by this cleaning and mucking out process.
The contractor is advised that the interior of the barge was originally coated with lead‐based paint. This paint is now peeling, and some of it will likely be removed during the cleaning process. It is presumed that there is lead paint debris mixed into the muck on the bottom of the barge. The contractor will perform this work in accordance with the Lead Compliance Plan, including waste disposal.
The locations and sizes of the holes to be cut in the barge shall be determined by a registered Naval
Architect or Marine Engineer. Once the cleaning and mucking out work is accepted by the government as complete, the contractor shall fully repair all of the holes cut into the barge compartments by welding in new steel plate to match that which was removed. In lieu of cutting out and repairing holes in each barge compartment, the contractor may elect to install a ships bottom plug, bottom drain, docking plug or similar device at the low point of each barge compartment, of sufficient size to allow for removal of the water, sludge, and debris from the mucking out. The device and manner of installation shall be ABS approved, and product and construction details shall be submitted to the government for review and approval prior to installation. The contractor shall securely close the plug upon completion of the work of this item. Lead‐based paint will be in the way of the cutting and repair welding work required for this item. The cost of all work required to accomplish this item, including lead‐based paint remediation, disposal, cutting the holes, and the welding and steel to repair the holes, shall be included in the price offered for this item.
ITEM 19.ITEM 18. LEAK TESTING, BARGE BC‐6472 (OPTIONAL)
After performance of the ITEM CLEAN AND MUCK OUT INTERIOR SPACES, the contractor shall perform an initial leak test of each compartment. It is known that the vessel hull has slow leaks, which are believed to be occurring at hull plate seams. The contractor shall perform the initial leak tests for a sufficient period of time to allow the leaks to be detected (minimum 24 hours). The contractor shall mark the locations of all leaks found and shall provide a report to the government documenting the leaks and providing details of work recommended to repair them. Any necessary work to repair the leaks shall be the subject of a contract modification once the extent of repairs to be made is known.
