About this file

This document contains responses to questions regarding a solicitation notice for the Cleveland Reservation Building Demo and Renovation project. The scope of work involves demolishing four walls forming a store room and plan room, removing drywall ceilings, relocating lights, switches and a thermostat, and installing 12" x 12" vinyl composition flooring. The response clarifies that only one person is needed on site, all furniture will be removed by the government, walls are constructed of concrete masonry or wood framing, and the bid due date is extended to June 12, 2020. The related federal contract opportunity notice seeks quotes for the demolition and renovation work between $25,000 to $100,000, and requires performance and payment bonds. The soliciting agency is the Department of the Army Corps of Engineers Buffalo District.

RESPONSES IN BLUE:

1. In reading the General Requirements it states that two employees are needed on site throughout the duration of the project. IE Superintendent and an SSHO/QCM. Are two people needed on site to manage this project, or due to its size and nature can all of the positions listed above be performed under one hat?

Response: Scope of Work item 1(v) allows for the SSHO to have a collateral duty (eg. QA, QC, supervisor). A single person on-site can perform and have collateral roles

2. The SOW indicates that all of the existing furniture and equipment will be moved by USACE personnel.

Will the entire area be vacated at one time, or will the work need to be done in phases?

Response: All furniture and equipment will be moved by the government to another building

3. The SOW shows the requirement for wall demo. Is their any clarification as to what the walls are constructed of? It appears to be block in some of the pictures, and wire reinforced stud framing in others.

Response: There are four (4) walls to be removed that form the “store room” and “plan room”. The two “exterior” walls that front the “open office” area are CMU with a smooth mortar finish. The two walls that divide the “store” and “plan” rooms and contain their respective doors are standard 2x4, wood frame construction with sheetrock/drywall.

4. There appears to be a drywalled ceiling in the photo shown on number 9. Is the drywall and attached framing to be demoed?

Response: Yes. The “store room” ceiling is to be removed as part of the wall demolition. See additional response below addressing the ceiling light, smoke detector and ventilation duct.

5. The common area and breakrooms appear to have acoustical ceilings, however, the area within the demoed walls do not. Is their any more clarification as to what is to be done in that area? Is the intent to install a new ceiling in that area, no ceiling at all in that area, or replace all ceilings withing the ”green hashed” area including the office area and breakroom?

Response: The existing acoustical drop ceiling will remain. There are no plans to install a new ceiling over the “store” or “plan” room area

1. Refer to attached marked up "Walls to be removed".

a. The hard ceiling in the store room will need to be removed. Is the heat detector to moved to the bottom of the upper deck? Is the light to be chain hung at the same height or moved to the bottom of the upper deck? What is required for the existing air device in the room?

Response: light to be removed. Smoke (heat) detector to be moved to upper deck (original ceiling height as seen in the "Plan Room" pictures #6 & #7). Existing air duct may be capped or suspended from the upper deck

b. The existing clouded wall that is to be removed is painted CMU on the store/plan room side and finished on the open office side. Is the finished side a layer of drywall laminated to the CMU or a built up wall?

Response: built up wall. Smooth mortar finish over the CMU

c. Is the intent in b3 of the SOW to leave the edges of the existing suspended ceiling open?

Response: yes, leave open

d. There are light switches, which are assumed to control the ceiling lights for the areas where flooring to be replaced, and a thermostat located on the wall to be removed. What is the intent to control the lights once switches are removed? Is the thermostat to be relocated and where?

Response: Switches are to be relocated to "exterior wall(s)" of the "Open Office" area

e. Is the intent to cut/grind any wall ties flush with the adjacent walls, patch and paint the area to match adjacent walls?

Response: cut and grind flush, yes. Patch and paint, no

f. Is the CMU wall constructed on top of the poured floor up to the bottom of the upper deck?

Response: yes

1. Will there be an opportunity to do a site visit?

Response: No

2. Can you clarify the requirement for bonds? The description of the project in beta.sam.gov states that bonding will be required for this project. In line item 12.A of the first page of the solicitation package neither box is checked off to indicate if payment and performance bonds are required or not.

Response: Yes, Performance and Payment Bonds are required.

3. Was an asbestos survey performed for the project? There did not seem to be one as part of the package. For instance, in section 02 82 00, Article 1.3., Para. 1.3.1.1 it states that samples of the wallboard and joint compound were taken and tested, and the results are attached. I could not find the results. Can you provide those results? In the statement of work, it states that there was 1250 square feet of asbestos tile but I did not see an asbestos survey provided for this determination.

Response: No. The 02 82 00 is incorrect. No samples were taken or tested, and no results are available. Square footage is accurate

4. In the statement of work, it states that all furniture and equipment will be removed prior to the start of work. However, in section 02 82 00, Article 3.2, Para. 3.2.3, Furnishings, it states the furniture and equipment will remain in the building and shall be covered and sealed with plastic or removed from the work area to a location designated by the KO. Can you clarify the requirements about the furniture and equipment in the work area?

Response: All furniture and equipment will be moved by the government to another building

5. Do you have a more specific specification for the vinyl flooring? There is a wide variety in pricing for 12” x 12”, 1/8” thick vinyl composition flooring.

Response: Industry standard 12” x 12” VCT conforms to ASTM F1066 Class 1, (solid color tile), or Class 2, (through pattern tile), Composition 1, asbestos-free, 12 inch square and [1/8] inch thick. Provide color and pattern uniformly distributed throughout the thickness of the tile.

6. Will any consideration be given to extending the bid due date? Normally, most USACE projects will give 30 days for a solicitation but this solicitation only gives the bidders 14 days.

Response: Yes, the due date will be extended to 12 June 2020.
