General

1. Would the Government consider providing answers to questions earlier than December 21st in order to allow adequate time to incorporate changes into our response.

Answer: No. Proposal due date has been extended. See BETA.SAM.GOV for details.

2. Question/Comment: Please provide the Attachment A, PPQ form as it was not included in the announcement.

Answer: PPQ posted to BETA.SAM.GOV on 07 Dec 2020.

3. Question: Will a TOC and acronyms list count against the page limit?

Answer: No

4. Are text headings restricted to Times New Roman?

Answer: Yes

5. In the “Submission Requirements” it states that “the page limit does not include SF330 Part II, Individual Subcontracting Reports (ISR), certificates, Joint Venture documentation …..” We do not see where you are requesting ISRs. Please confirm that ISRs are not required with our submittal.

Answer: Individual Subcontracting Reports are not required

6. There does not appear to be evaluation criteria associated with Section D. How will the organization chart be evaluated?

Answer: Criterion 2 revised to account for the SF-330 Section D/Organizational Chart

7. May we include a table of contents and acronym list with our proposal submittal? If so, will the table of contents and acronym list be counted against the page count?

Answer: Yes. A TOC and acronym list will not be counted against the page count.

8. The contract term is defined as 5 years and total contract value of the term is provided as $35M.

The annual estimated is listed as $5M. Is the total value provided for the 5-year term or is it over the 10-year duration?

Answer: The maximum ordering amount over the ten-year ordering period is $35M.

Criterion/SF-330

1. Because of the unique nature of work is it acceptable for projects and resume experience to be completed with last 10 years?

Answer: There is no time limit

2. Will the government evaluate additional personnel resumes for disciplines not shown in the announcement?

Answer: Yes. Additional resumes will count against the total page limit.

3. If a document requires a PE or geological stamp, will the PE or Geologist be required to be registered in NY?

Answer: No

4. Referencing Criterion 1 and 2 (12/10/20) - What does the Government expect to see in the required introduction to Sections E and F?

Answer: Introduction for Sections E&F is not required and has been deleted from the synopsis.

5. Referencing Criterion 3- Past Performance (12/10/20) - Please confirm that a PPQ (if current

CPARS not available) is required for every project provided including non-federal clients.

Answer: Yes. Please reference criterion 3 for submittal instructions.

6. Referencing Criterion 1 Specialized Experience and Technical Competence (12/10/20) - How are projects scored if a minimum of four (4) up to a maximum of ten (10)? Are they scored individually or as a group for Criterion 1?

Answer: Firms will be evaluated based on the demonstration of specialized experience in the type of work expected. Projects will be evaluated individually, but the final evaluation will take the collective of projects into account.

7. Regarding instructions for Criterion 3 - Past Performance (12/10/20) - "Information shall not exceed two double-sided pages (or four single-sided pages) in total." - Does that apply to all of the information presented in response to Criterion 3 or adverse past performance issues only?

Please confirm that the four pages are for the adverse past performance issues only.

Answer: Correct. The four pages are for adverse past performance issues only.

8. Referencing Criterion 2 - Professional Qualifications (12/10/20) - Is there a restriction on the type of licensed Architect required? Would the Government accept a licensed Landscape Architect to fulfill the role?

Answer: Yes. There is a restriction on the type of licensed architect since an architect designs structures, which is a component of this remedial project, while a landscape architect designs outdoor spaces, which is not a component of this remedial project.

9. Is Criterion 7 - Volume of Work to be provided by the prime contractor only or do we include team members as well?

Answer: The volume of work should include team members that will perform critical elements of the work under this contract.

10. We are unaware of a license, certification, or registration for a Chemist. Is one required for a chemist? If so, please provide the name for the appropriate license, certification, and/or registration.

Answer: A license, certification, or registration is not required for a Chemist.

11. Does the government only want resumes submitted for the 8 key personnel listed under Criterion 2 – Professional Qualifications?

Answer: Resumes shall be provided for key personnel identified in Criterion 2. The Government will evaluate additional Key Personnel resumes if submitted. Additional resumes will count against the total page limit.

12. Will Project Descriptions from teaming subcontractors be evaluated and rated the same as prime project descriptions?

Answer: Yes

13. Referencing Criteria 1 Specialized Experience and Technical Competence - Is there a page maximum per each Section-F PD?

Answer: There is no limit on the number of pages allowed under Section F. The total number of pages allowed for SF330 Part I shall not exceed 100 single-sided 8.5 by 11 inch pages.

14. Referencing Criterion 2- Professional Qualifications - SF330 Part I Section E: One (1) page resumes are required for eight (8) key personnel only with a maximum of 8 resumes submitted?

Or will you accept, and score resumes for multiple personnel under each key personnel category?

Answer: Submit at least one resume per discipline identified in Criterion 2.

The Government will evaluate additional Key Personnel resumes if submitted. Additional resumes will count against the total page limit.

15. Referencing Criterion 2- Professional Qualifications - SF330 Part I Section E: Will you accept resumes for staff under additional categories other than key personnel and will they be scored?

Answer: Resumes shall be provided for key personnel identified in Criterion 2. The Government will evaluate additional Key Personnel resumes if submitted. Additional resumes will count against the total page limit.

16. Referencing Criterion 2- Professional Qualifications - SF330 Part I Section E: Is Program/Project Manager one position (i.e., 1 dual hatted person/resume) or two positions (i.e., Program Manager and Project Managers with multiple resumes? Is the Program Manager intended to manage at the contract level for multiple project managers or is this a single project-based structure only?

Answer: The synopsis has been amended to delete the program manager from Criterion 2. The Government’s assumption is that the program manager would not be an active, daily member of the project. Therefore, that discipline is not required for purposes of this synopsis.

17. Referencing Criterion 2- Professional Qualifications: All listed discipline leads must be licensed, certified, and/or registered. Is there a specific certification required for Chemist?

Answer: A license, certification, or registration is not required for a Chemist.

18. Referencing Criterion 3- Past Performance: Is there a page limitation for the CPARS reports? Are CPARS included in the total page count of 100 pages? Clarify that CPARS are (or are not) part of the page count.

Answer: The 100-page limitation does not include CPARS documentation.

19. Referencing Criterion 3- Past Performance: Is Past Performance scored exclusively based on CPARS and PPQs?

Answer: Per Criterion 3, evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or Contractor Performance Assessment Reporting System (CPARS) for Criterion 1 projects that demonstrate recent relevant specialized experience in areas as detailed in Criterion 1 and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria.

20. Referencing Criterion 7- Volume of Work: For firms with multiple existing DoD contracts, can the list be provided as an attachment and not included in the page count?

Answer: Responses to Criterion 7 are included in the page count. It can be provided as an attachment.

21. If the government requires resumes only for the 8 key personnel to be submitted under Section E of the SF-330, would the government accept additional non-resumed personnel to be included in Section G in order to demonstrate ties of personnel in highly relevant disciplines to the projects?

Answer: Resumes shall be provided for key personnel identified in Criterion 2. The Government will evaluate additional Key Personnel if submitted. Additional resumes will count against the total page limit.
