BUFFALO NORTH BREAKWATER DIKE REPAIR

Pre-Bid Teleconference Meeting Notes May 6, 2019

Buffalo North Breakwater Repair Pre-Bid Teleconference, 6 MAY 2019

MEETING OBJECTIVE

Answer questions posed by the contractors about the Buffalo North Breakwater repair P&S package.

ATTENDEES

US Army Corps of Engineers: Ryan Lenihan (Contracting Officers Representative), Geoffrey Hintz (PM), Weston Cross (Coastal Engr), Paul Farrell (Cost Engr), Kenneth MacKay (Contracting), Michael Voorhees (Environmental Assessment), and Kelly Maccarone (Specifications Engr).

Kokosing Industrial\Durocher Marine: David Vogelheim, David Nordquist

QUESTIONS

1. It was read on the FBO that the government was changing the bid due date. Please confirm.

ANSWER: The bid due date was stated in three different places. One was stated incorrectly, so we corrected that for all bid due dates to read 24 MAY 2019 at 3:00PM EST.

2. Is there a disposal area for the excavated material?

ANSWER: The excavated material is intended to be side-casted.

3. The spec said that all the tern habitat was to be handled by others. What is that contingent upon?

ANSWER: The earliest the contractor can mobilize at the site is Monday, 5 AUG 2019. Prior to that date the NYSDEC will remove their equipment and materials and any nesting birds. Anything left at the site by the NYSDEC on 5 AUG is to be disposed of by the contractor. Pea gravel will be left at the site. It is expected to be lost when the concrete cap is removed and is the contractor’s responsibility for re-installation as stated in the plans and specifications.

4. The timber cribbing to be repaired, will it be exposed once the concrete cap and concrete precast blocks are removed? Or is there more still buried under concrete that is not going to be removed?

ANSWER: Once the concrete cap and concrete precast blocks are removed all timber cribbing is exposed. There is no more concrete structure.

5. The line item quantity for the timber crib repair is cubic feet?

ANSWER: Yes

6. How is the cubic feet measured?

ANSWER: It should be the cubic feet of actual wood used in the repair.

7. Is there a performance period for the year 1 work?

ANSWER: This advertisement mechanism is a Single Award Task Order Contract and will use Indefinite Delivery, Indefinite Quantity Task Orders over a three year period. The performance duration will be given when a task order is issued.

POINTED OUT BY THE GOVERNMENT: In the Specifications, Special Project Procedures Section there is typically optional no work period and mandatory no in-water work period. However, this project is different. There are two no on-site work periods, meaning above and below water, and they are listed in 0135 13. Pay attention to that when calculating the work plan durations.
