Subject: Bidder Questions for the Harpersfield Lamprey barrier Project
* ...the scope as defined rasies serious concerns on its biddability. Especially, the mussel survey item is not able to be bid as a lump sum item due to the undefined scope and unforeseen extent of work that may or may not be required. We request that in the best interest of all parties, this item be changed to a Predetermined Amount and be performed on a cost plus basis. This is due to the variables related to the performance of the suitable habitat survey, mussel survey, and mussel relocation task to an unknown location that is not presently defined. Considering the limited numbers of potential bidders attending the site visit, it may be necessary to extend the bid date after and clarify scope of other lump sum bid items as well such as Grouting.
Answer ‐ Amendment is forthcoming adding payment item for mussel survey with unit price per day (DA) and mussel relocation unit price is changed to per day. Suitable habitat for relocation is available in the Grand River reasonably close to the project location. USACE will confer with Ohio Department of Natural Resources and US Fish and Wildlife to identify a location for mussel relocation if this becomes necessary. Grouting unit price to be changed by amendment from job to cubic yard (CY).
* Will the contractor be allowed to use whatever means and methods are necessary to divert grand river flows to establish a “dry work zone” and perform the necessary work under the current permit, or are there imposed restrictions under the current permit.
Answer ‐ 401 water quality permit will be provided for information, see amendment. The permit does not specifically address dewatering activities, but best management practices shall be used in all situations. Broken asphalt is specifically excluded for use as fill or bank protection. Temporary fill materials must be removed from the stream.
* Work is not to be performed between December‐ June in any given season. If the work is not fully complete will river diversion devices be allowed to remain installed until work can be completed?
Answer – Diversion structures are not to remain within the River during work shut down periods.
* Will a variance be allowed to continue working during designated “no work” timeframes if requested by the contractor.
Answer – The allowable construction window without a wavier is 1 July to 15 September. USACE has requested a waiver from the Ohio Department of Natural Resources (ODNR) to allow work to occur from 1 July to 31 December in 2018, 2019, and 2020. (ODNR expressed a willingness to open the allowable construction period in January of 2019 and 2020, wavier would need to be requested.) Work in the spring timeframe prior to 1 July would occur when the sea lamprey are their most active in the River seeking spawning habitat. USACE believes it is an unacceptable risk to allow a break in the current barrier during this time period.
* What is going to be required of the contractor to handle and dispose of sediments build up behind the existing dam wall?
Answer ‐ Disposal of the sediments is the contractor's responsibility. One option available is to place the material at the disposal area shown in the specifications. Material meeting the requirements of impervious or random fill may be used as backfill behind the new abutment walls.
* Would the Army Corps consider a bid date extension given the complexity of the project
Answer ‐ Bid date will be extended from 25 June to 29 June 2018. See amendment.
* On page C‐104, the drawings call out for a new valve and box and endcap for existing raceway pipe. Could you verify what size that existing raceway pipe is?
Answer – Unknown as we have not found a record of the pipe size and haven’t opened the intake structure. Anticipate that the pipe size is between 24 and 48 inches.
* Also on page C‐105, it calls to install flap gate or rubber check valve on end of existing pipe.
Could you verify what size of existing pipe is there?
Answer – 18 inch pipe.
* can you please provide additional information on the JIB crane that is to be provided and installed.
Is it to be a hand crank or mechanically operated.
Answer - Jib crane can be mechanical or hand operated. See specification section 41 22 15.00 10 JIB CRANE added by amendment.
* Also in order to provide the best price for, would the department consider changing the unit of measure on reference #’s 15, 18 and 20 grout from JB unit of measure to a CY unit of measure, and change reference #’s 9 & 10 cleaning from a JB unit of measure to a SY unit of measure for payment
Answer - Units of measure for grouting will be changed by amendment to CY. No change will be made to units of measure for cleaning.
* Will the work limits of the of project be able to extend further upstream if necessary to build and install water diversion structures?
Answer - The work limits shown contain all the area acquired by USACE for construction of the project.
See specifications section 01 10 10 REAL ESTATE. Additional real estate can be obtained by the contractor. This area within the River would fall within the purview of Ashtabula Metro Parks (Harpersfield Covered Bridge Metro Park) and as the future owner of the barrier they would be very likely to work with you in regards to use of additional real estate.

GPR Data, Inc. was elected to perform the following tasks in support of Tetra Tech’s task order with the USACE– Buffalo District. Each contracted task is listed in order below and a detailed breakdown of that task’s data with analysis is presented on the following pages.
Task 1– GPR Data, Inc. will use ground penetrating radar to determine if the hollow area shown in available drawings actually exists. If there is a hollow area within the dam, GPR Data, Inc. will determine its extent with respect to both the longitudinal length of the dam and cross section of the dam.
Task 2‐ GPR Data, Inc. will determine the location and geometry of all voids within the concrete dam including distance of the voids to the dam face and also any voids that may exist along the concrete‐bedrock interface. Three to four full length dam profiles will be collected spaced 2’ apart.
Task 3– GPR Data, Inc. will determine the locations and approximate sizes of embedded metals, including reinforcing steel, within the concrete and also any metals that may ex‐ tend for the dam concrete into the rock foundation. Any metal that exists will be identified through the data collected in Tasks 1 and 2.3. The size of the material will need to be estimated.
Task 4– GPR Data, Inc. will map the concrete‐bedrock interface evaluation. Bedrock interface along the dam length can be evaluated only on the longitude profiles.
Task 5– GPR Data, Inc. will identify cracks, delamination, and other deterioration of the dam concrete and also rock just below the dam. Estimates will be provided of ongoing deterioration of concrete including type of deterioration, cause of deterioration and extent with respect to distance from the dam face. The compressive strength of the dam concrete will be estimated based on the GPR data collected and an overall assessment of the dam’s condition will be provided. Tetra Tech geotechnical personnel will assist with assessing the overall condition of the dam.
Task 6– GPR Data, Inc. will determine if the dam has moved or been forced downstream based on the results of the previous tasks.
Task 7– GPR Data, Inc. will attempt to determine if there is scour at the downstream end of the dam. It is understood that the downstream side of the dam is the most difficult area to collect data as the turbulence of the water from the falloff the dam creates an air induced surface that impacts the signal return. A smooth surface or standing pool type condition must exist to enable data collection on the downstream side. GPR Data, Inc.
