About this file

This document is a Contracting Officer's Determination for a follow-on requirement with the U.S. Army Corps of Engineers (USACE) Nashville District. Jacobs Engineering Group, Inc. will provide Architect-Engineer (A-E) services for the Mountain Home National Cemetery (MHNC) Expansion construction project, supporting the final stages of construction. The contract is a fixed-price order against a Multiple Award IDIQ Contract (#W912QR23D0045), with a period of performance from the date of award through 20 February 2026. The services include reviewing construction contractor submittals, providing timely design-related reviews, assisting USACE in resolving construction issues, and participating in virtual coordination meetings. USACE selected Jacobs as the sole source due to their existing role as the original designer of record and their unique capability to complete the required engineering reviews during the project's final construction phases.

7. Market Research:

The USACE LRN conducted an evaluation of available contract vehicles within the Great Lakes and Ohio River Division (LRD), including active MATOC contracts that had the same scope of services that are currently being rendered by Jacobs. The Regional A-E Design (Unrestricted) MATOC already had available capacity for LRN and Jacobs was in the pool. Due to Jacobs being the only vendor that can complete these services, it was determined that this was the best path forward in order to complete the engineering reviews during the final phases of construction on this MHNC project.

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price analysis (comparison of the contractor’s price with an informal government and cost estimate.)

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition based on urgency while working towards District small business socio-economic goals.
