Memorandum for Record Limiting Competition at or below the Simplified Acquisition Threshold

2. Description of Action: Preventative Maintenance and Calibration for the Laser Wire and Cable Marking machines.

3. Description of Services or Supplies: This is a new requirement for preventative maintenance and calibration for the laser wire and cable marking machines (SN:NB0135, SN:NA0035). The laser wire and cable marking machines are located at the Corpus Christi Army Depot (CCAD), HGR 8 and HGR 43, Directorate of Aircraft Production. The Spectrum Technologies Laser Wire and Cable marking machines are used to support the UH 60 Recap program in the AVIMS as well as OCM platforms including the AH64, Pave-hawk UH60G and crash damage overhaul. The period of performance will be a base year plus two (2) 12 month option periods.
4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: CCAD has identified a need to obtain PM/calibration services for two (2) Spectrum Technologies Wire Marking Machines located at CCAD.
These services will include a service technician(s) knowledgeable with the maintenance, mechanical, electrical/electronic and software design, plus calibration of the test systems. The contractor will provide support services for the annual PM/calibration for the Spectrum Technologies Wire Marking Machines. Typical support issues include maintenance methodology, fault isolation, troubleshooting, network/test systems software, and preventative maintenance procedures.
Spectrum Technologies is the Original Equipment Manufacturer (OEM), holding proprietary rights to the products in question, possessing all the technical knowledge certifications, and training necessary to successfully execute preventive maintenance requirements. Their familiarity with the equipment gives them an insurmountable advantage to troubleshoot and make accurate adjustments. The specialized nature of the work, which requires these certified skills, prevent local CCAD maintenance teams from meeting the quality and efficiency of their technical approach.
For the reasons stated above, it has been determined that the best interests of the Government are best served by procuring the specific preventative maintenance services from Spectrum Technologies Limited, as they are the only vendor that can meet the Gov
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed
7. Market Research: Market research has been conducted in accordance with FAR Part 10 by Victor Moreno, Industrial Specialist (January 2025) and Harold Russell Jr, Contract Specialist (March 2025). The following market research techniques were used.
Mr. Victor Moreno, CCAD Industrial Specialist, discussed with knowledgeable persons in Government and industry regarding the commercial nature of this requirement and standard industry practice in this area of supplies/services. These requirements were discussed with the CCAD General Engineer, Mr. Austin Sterling in early December 2024.
Shortly following his meeting with Mr. Sterling, Mr. Moreno then reviewed SAM.gov for relevant service providers.
The contract specialist published SAM.gov Sources Sought on 27 February 2025 with a response date of 12 March 2025. Two vendors responded, BHPE and RV Global.
When asked to confirm their ability to execute the work, the two vendors responded differently. RV Global submitted multiple documents to affirm their capability to perform the requirements. In their role as Government technical representatives, Mr. Moreno and Mr. Sterling reviewed the submitted documentation and found that RV Global may be capable of performing calibration activities; however, they found nothing in the submitted documentation that indicated RV Global possessed the necessary proprietary equipment. Despite an additional request, BHPE did not submit a response.
