Appendix A – IT Requirements Information Technology – Industrial System Requirements
1.0 CCAD INFORMATION TECHNOLOGY (IT) INDUSTRIAL SYSTEM REQUIREMENTS.
The requirements identified below are required for all computer systems connected to or controlling industrial machinery. In the event, they cannot be met, the vendor shall coordinate with the Corpus Christi Army Depot to determine the path forward.
1.1 Physical Environment Specifications. All equipment provided by the Contractor shall operate normally within its intended environment. Temperature, humidity, and the use of harsh chemicals within designated installation areas may dictate the use of appropriate National Electrical
Manufacturers Association (NEMA) rated enclosures and other certified equipment. Cabinets containing industrial computer systems shall maintain temperature and humidity that meets the operating parameters of the system placed in the enclosure.
1.2 Hardware Specifications. CCAD will provide standard desktop computers. If the vendor provided solution requires a computer other than a standard desktop computer, they shall be provided by the Contractor. Examples of non-standard computers are rack mounted, integrated systems or any system which requires components specified by the Contractor and not stocked by CCAD. Any computer provided by the Contractor must meet or exceed the following minimum requirements:
1.2.1 Intel Core i5 10th Gen 10500(6 Cores, 12M Cache, up to 4.50 GHz) or better.
1.2.2 System clock speed up to 4.50 GHz.
1.2.3 Random Access Memory of 16GB DDR5.
1.2.4 Intel HD Graphics 630. If video card is required, video card with 8GB of dedicated memory.
1.2.5 500Gb NVM M2 internal SSD.
1.2.6 DVD-RW/CD-RW
1.2.7 RJ-45 capable Network Interface card (NIC)
1.2.8 6 USB ports (USB 3.0 compatible)
1.2.9 HDMI or Display Port
1.2.10 Trusted Platform Module (TPM) 2.0
1.2.11 Compatible with the Microsoft Windows 11 desktop Operating System (OS), Red Hat Linux version 8, or Server OS Microsoft Server 2019/2022. 3
1.2.12 If an Ethernet connection is used to interconnect a dedicated PC to peripheral equipment, the Contractor shall supply an extra Network Interface Card (NIC). The NIC must have a RJ-45 port to allow an ANSI Standard 802.3, 100Base-T, or an IEEE 802.3ah, 1000Base-T Ethernet connection which supports the full TCP/IP stack implemented by firmware.
1.3 Programmable Logic Controllers (PLCs): Allen Bradley is the security and configuration approved standard for CCAD. If applicable, contractor shall provide an Ethernet adapter to allow for connection to the CCAD Industrial Local Area Network (ILAN). If an Ethernet connection is used to interconnect the PLC to peripheral equipment, an additional Ethernet port must be available for ILAN connectivity.
1.4 Operating System (OS) Specifications: Desktop systems shall be Microsoft Windows 11, Servers shall be Microsoft Server 2022 or Red Hat Linux Release 8 or 9.
1.5 Active Directory. All systems shall be connected to the CCAD Industrial Local Area Network and integrated with Microsoft Active Directory for user authentication and permissions.
1.6 Networking Requirements. CCAD will provide one port to connect PCs to the CCAD ILAN. For complex systems that require multiple connections the network switches must be Cisco and be on the Defense Information System Agency’s Approved Product List.
1.7 Security Technical Implementation Guide (STIG):
1.7.1 STIGs are configuration standards for the Department of Defense and contain technical guidance to secure information systems and software applications that might otherwise be vulnerable to malicious attacks. The contractor shall provide a proposed solution to the Corpus Christi Army Depot. The USG shall evaluate the proposed solution and identify all applicable Security Technical Implementation Guides (STIGs) required based on the solution. The Contractor shall be responsible for ensuring all applicable STIGs are implemented and their system works acceptably within these standards. Applicable STIGs include the system’s OS, software applications and any technology included within the Information Assurance Support Environment (IASE) STIG framework. The Contractor shall provide the Government with adequate system detail so that CCAD IT can associate the system with all applicable STIGs. The Contractor shall complete a STIG checklist provided to them by the Government. CCAD recommends the configuration settings specified within the STIGs be evaluated in contractor test environment before implementation in CCAD’s production environment. For reference, all Non-For Official Use Only STIGs can be retrieved individually or as a collection from the following website: https://public.cyber.mil/stigs/downloads/
1.7.2 If applying STIGs would render the system inoperable, the Contractor shall not apply them.
The Contractor shall denote the non-compliance of individual STIGs within the STIG checklist and shall provide a description of issues experienced while attempting to apply them.
1.8 System Software Specifications:
1.8.1 Any application code installed by the Contractor shall be installed within a standard container (E.g., Program Files), located within a volume separate from the standard System Files. All interactive applications are required to run as services and daemons. Any time WEB services are used, file types (E.g., XML and HTML) must be separated.
1.8.2 If software has been customized for CCAD’s use or is not Commercial-off-the-Shelf (COTS);
the Contractor shall provide copies of all source code, firmware and software used within the system.
For all systems, the contractor shall also provide one set of backup and configuration software for PLC’s, control and communication computers, and data acquisition systems. All programs shall be tested and fully operational before acceptance.
1.8.3 Upon system acceptance, all listed items shall become property of the Government and shall be registered to Commander, Corpus Christi Army Depot; Corpus Christi, Texas 78419. The Contractor shall surrender these items to the COR who will provide them to the CCAD IT Configuration Manager.
1.8.3.1 Software licensing for computers, control units and all other IT systems
1.8.3.2 Special programming software or programming software interface devices such as hardware "keys", dongles, or "PIC" modules, which are required to access software.
1.8.3.3 Custom application software compilers and licensing
1.8.4 The Contactor shall disable/ remove any and all software not required for operation/maintenance of the system. If it can’t be removed/disabled, then the contractor shall supply documents explaining why the software cannot be removed and mitigating actions. The contractor shall provide documentation of what has been removed.
1.8.5 The Contractor shall provide documentation of all installed software/firmware to include a list of ports, protocols, and services.
1.8.6 The Contractor shall disclose any and all backdoors that exist, including those created by the vendor.
1.8.7 The Contractor shall ensure any provided software components do not contain any critical or high vulnerabilities as identified in NVD - Home (nist.gov), CVE security vulnerability database.

Shared accounts shall not be used, and users shall only be authorized the minimum-security rights to operate the application software. Users will not have access to system or software configuration items (e.g., Control Panel, software, and hardware installation). Under no circumstances will the intended end user log in using the Administrator or Root account for routine operation of the equipment. The use of these accounts will be restricted to only administrative activities which will be carried out by CCAD Information Technology personnel.
All software products shall employ a minimum of three permission-based levels of access.
1.9.1.1 Administrator - Full control at root level, restricted to CCAD IT personnel and when required, the Contractor. This access will allow configuration changes at the OS and system levels without providing access to application control.
1.9.1.2 Maintenance - Mid-level control required to perform maintenance and alter control parameters as needed. This access will allow parameters within the application to be changed to meet CCAD engineering requirements and specifications.
1.9.1.3 Operator - Minimum control necessary to perform the routine operation of software. The Operator shall not be able to alter the programming of software, make changes to executable files, or modify control parameters.
