3. Description of Services or Supplies: To procure services for Annual Calibration and Maintenance in support of the 5K Volt Electric Motor Analyzer. The motor analyzer is used to test AC and DC motors to ensure that they meet operational requirements. It is also used to develop a trend analysis to help identify potential electric motor Failures.
The period of performance for the service is one (1) base year plus two (2) one (1) year options or 36 months if all options are exercised.
The base is estimated at $7,800.00 and both options years are estimated at the same amount of $7,800.00 for each option year. The total estimated amount is $23,400.00 to include the options.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: PDMA Corporation, 5909 – C Hampton Oaks Parkway, Tampa, FL 33610 is the Original Equipment Manufacturer (OEM) and has all proprietary rights to their designs, drawings and specifications for this equipment that is needed to provide the required services. All repairs, replacements parts, updates and calibrations are only performed by the PDMA Corporation. It is in the best interest of the Government to protect the operational capabilities of this equipment through PDMA Corporation support services in order to maintain the equipment to the OEM standards.
There are no other known sources or authorized distributor with capability to perform the services required.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.
7. Market Research: Market research was conducted on May 10, 2020 by James Spurgeon, Equipment Specialist who has personal knowledge in procuring services of this type and by contacting knowledgeable persons in the Government and industry regarding the commercial nature of this requirement and standard industry practices.

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price analysis, market research, and price history.
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
