Statement of Work

PART 1

GENERAL INFORMATION

C.1.0. General Information:

This document is to serve as the Corpus Christi Army Depot (CCAD) Statement of Work (SOW) for the following procurement utilizing Army Working Capital Funds, FY21 contract.

C.1.1. Description/Introduction:

This SOW describes the Government’s minimum and general requirements for the procurement of pretreatment media filtration system to pretreat city water for use on the dual reverse osmosis (RO) system used at the water treatment plant at building 340.

The requirements include the design, manufacture, shipment and delivery of equipment and parts, and installation, as well as all required documentation, as specified herein. The contractor shall provide a new, fully functional, four-tank pretreatment media filtration system to include all necessary piping and pipe supports, control ports, valves, and any other devices or components, necessary to effectively pretreat city water and use as feed-water for reverse osmosis equipment. The system shall consist of one carbon filter tank; one multi-media tank; and a two-tank, alternating water softener duplex. All tanks must be loaded with the necessary, high quality media.

The four-tank system shall be able to effectively reduce or remove chlorine, chloroamines, total organic carbon (TOC) and other organics; reduce hardness, total dissolved solids (TDS) and total suspended solids (TSS) and the resulting water be suitable to feed a state of the art reverse osmosis (RO) system.

C.1.2. Background:

C.1.2.1. The water treatment plant located in the Advanced Metal Finishing Facility (AMFF) at Building 340 utilizes a reverse osmosis (RO) system to support CCAD’s plating processes. This can be a 24/7 operation, running an average of about 150,000 gallons per 24-hour work day. The water fed into the RO system must be pre-treated city water, free of suspended solids, dissolved minerals, chemicals, and other impurities. Non-treated city water would form hard water scaling and foul up the RO system’s membranes resulting in poor water quality, reduced productivity, and eventual RO system failure.

C.1.3. Objective:

C.1.3.1. The pretreatment media filtration system and all components described in this

SOW must work well together to continuously provide high quality feed water to a state-of-the-art, dual reverse osmosis system to meet the stringent needs of the plating processes at the AMFF.

C.1.4. Scope: A Water Softener Tanks and Media System shall serve as a pretreatment system to remove hardness and other impurities from city water, as described in the paragraph above. The contractor shall provide a new, fully functional, four-tank pretreatment media filtration system to include all necessary piping and pipe supports, control ports, valves, and any other devices or components, necessary to effectively pretreat city water and use as feedwater for reverse osmosis equipment. The system shall consist of one carbon filter tank; one multi-media tank; and a two-tank, alternating water softener duplex to include a brine tank. All tanks must be loaded with the necessary, high-quality media. The duplex softener tanks shall be on one skid; the multi-media filter tank shall be on another skid; and the carbon filter tank shall be on another skid.

The system must be designed to interlock with other interconnected systems or devices (pumps, dual RO units, storage tanks, etc.), such that each operating element is mutually dependent on the others, including this system. So, if a problem is detected anywhere in the interlocked system, such as an issue with the backflush, reconditioning operation, excessive downstream water conductivity level, or if a failsafe mode is detected or activated, all elements must immediately transition to a non-operating mode safely and dependably and be able to also safely and dependably restart once the problem is eliminated. So, when other equipment interlocked to the system described in this SOW stops, this system must be able to automatically stop and vice versa.

The objective of this project is to replace the current pretreatment system with the same system, or a drop-in replacement, to ensure compatibility and interoperability with other existing equipment at the water treatment plant. The existing set up is comprised of a multimedia filter tank, duplex water softener tanks (to include the brine tank), and a carbon media tank. The multimedia tank receives incoming feedwater from our municipal source via a three-inch (3”) inlet pipe. The valves that regulate incoming and outgoing feedwater in the multimedia tank are controlled by an Aquamatic control model # ST48-01 microprocessor. The multimedia tank then connects to the duplex water softener tanks via a three-inch (3”) pipe. The brine tank connects to the dual softener tanks through a one-inch (1") pipe, which feeds brine water between the two softener tanks during regeneration. The regeneration process is monitored and controlled by a Pentair water model # E958 microprocessor. The water softener tanks duplex then connects to the carbon filter tank through a three-inch (3”) pipe. The process is controlled by an Aquamatic Control Model # A148-0111-S006B microprocessor.

Finally, the carbon filter tank connects to a Vantage Reverse Osmosis (RO) M83 Series system. (The lead-lag reverse osmosis system is comprised of two RO Units.) The process between the carbon filter tank and the RO systems is monitored and controlled by a Micro Logix 1400 Programmable Logic Controller (PLC) system made by Allen-Bradley.

The current system is surrounded by other wastewater treatment equipment, such as tanks and hanging pipes, which limits the available space. For this reason, the system described in this SOW shall be equal or similar in size. Accordingly, the column shell diameter in the current system is 54 inches (54") and the column shell straight side is 72 inches (72"), so any new equipment shall not deviate too much from those dimensions.

The tanks shall be made of carbon steel or reinforced fiberglass construction and the components shall be made of corrosion resistant materials, suitable against environmental exposure in a humid, salty-air climate. The pressure rating of the fiberglass tanks in this system shall be 150 psig or better. All tanks shall be self-standing.

The area where the tanks are to be installed is the same area where the current system of tanks is at. This area is somewhat restricted by other tanks and hanging pipes

All tanks must include all necessary media at standard depth to include under-bedding. The multi-media tank shall include multiple layers of media to include graded sand layers, graded garnet layers, and a layer of anthracite, with all layers adding up to approximately 37 cubic feet of graded media and layered in such a manner that a maximum filtration efficiency is achieved. The carbon filter tank shall include all necessary media consisting of approximately 42 cubic feet of carbon and 6.5 cubic feet of sand. The water softener tank shall include all necessary media consisting of approximately 37 cubic feet of resin and 7 cubic feet of sand. Each cubic foot of resin shall provide a hardness recovery capacity of 30,000 grains for every 15 lbs. of salt used.

The system shall be able to effectively reduce or remove chlorine, chloroamines, total organic carbon (TOC) and other organics; reduce hardness, total dissolved solids (TDS) and total suspended solids (TSS) and the resulting treated water be clean enough and suitable to feed a state-of-the-art reverse osmosis (RO) system.

All tanks in the system must include all control, instrumentation, programmable logic controllers (PLCs), etc. in an easy to view/reach location. The PLCs shall be specifically Allen Bradley-brand controls to ensure proper interoperability and full integration with existing automated systems, which are set up to communicate with CCAD’s SCADA (Supervisory Control And Data Acquisition) system. All operating controls, indicators, and warning lights shall be conveniently located to the operator when operating in the normal and established operating positions.

The pretreatment media filtration system shall be designed for running fully automated processes, but also be able to run manually, when needed. The water softener duplex skid shall be configured to run on an alternating mode. This alternating duplex skid shall be able to effectively remove hardness via a cation exchange resin. A brine tank of sufficient size must also be provided by the vendor to enable the regeneration of the cation exchange resin system as needed, automatically.

Dial pressure gauges sized 3-inch or greater with isolation valves shall be located on unit piping at three points: (1) after city water feed pump (2) after multi-media tank (3) after carbon tank unit, but before water softener units. They shall be positioned for ease of reading.

The controllers for all tanks, including the multimedia, duplex water softeners, and carbon filter tanks must run on available 120V electrical power.

The equipment must be able to run on available compressed air pressure of 80

PSI.

It must be designed to work with a feed water flow of 100-120 gallons per minute.

The plumbing material shall be of PVC, schedule 80 construction.

Because all processes are monitored at CCAD using a Citect 7.4 SCADA industrial control system, as mentioned previously, the individual controllers in the pretreatment tanks provided by the awarded contractor must be capable of fully interfacing with it.
