CCAD’s Machine (EB Welder), B/C: G9458
1.0 GENERAL: This is a non-personal services contract Electron Beam Welder (EB Welder), B/C: G9458. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Scope: The Contractor shall provide all personnel, equipment, supplies, transportation, tools, parts and materials, supervision, quality control, and other items and non-personal services necessary to perform Preventative Maintenance and On-Site Repair Service to include parts and material support for CCAD’s Electron Beam Welder as defined in this PWS, except for those items specified as government furnished. The Contractor shall perform to the standards of this contract.
1.2 Background: The Electron Beam Welder, B/C: G9458 was manufactured by Precision
Technologies, Inc. 120 Post Road, Enfield, CT. 06082. MFR Date: 2011, Serial No. 916, Model
EBW(15)646262/CNC and is located at the Corpus Christi Army Depot (CCAD), Bldg 8, Directorate of Engine Production, Engine Welding shop, Work Center P62D2. The engine welding shop uses this equipment to precision weld US Navy T401C PTM engine exhaust frames, US Army T-700 engine mid-frames, US Army T710D engine seal compressor discharge stationary air parts, Swirl Plates, and a-sump IGV support. The aforementioned parts processed by this equipment are “necessary” for successful aircraft engine production and is considered critical equipment.
1.3 Description of Services: This performance work statement (PWS) describes requirements that are broken into three general categories: Preventative Maintenance, On-Site Repair services, and Parts and Materials required in maintaining the Electron Beam Welder. The purpose of this acquisition is to provide the required scheduled annual preventative maintenance to this system, and on-site repair requirement to include all parts and materials support in maintaining and keeping this system fully operational. This equipment is considered critical and unique to
CCAD’s engine production and is the prime source for precise welding of T-700 engine mid-frames, compressor discharge stationary air parts, swirl plates, and A-sump IGV support on a daily basis. Any down-time needs to be minimized with this Electron Beam Welding System.
This welder was manufactured and purchased in 2011 and has surpassed its MFR warranty period. Cost for in house maintenance support on this equipment has tripled in the last three years due to minor repairs but is at a point in its life cycle that a major breakdown is eminent and will require OEM repair to support.
1.4 On-site contractor personnel will consist of Field Service Technician(s) with proper skill sets and in adequate numbers to complete the requirements of this PWS and to provide technical assistance to CCAD personnel with the overall goal of maximizing the full operational capability/capacity of the Electron Beam Welding system.
1.5 Period of Performance (POP): The POP shall be one (1) Base Year of 12 Months and two
(2) 12-month option years to be funded and exercised at the government’s discretion.
1.6 Quality Control (QC): The Contractor shall develop and maintain an effective QC Program
(QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the Contractor shall develop QC procedures that address the areas identified in the Performance Requirements Summary.
1.7 Quality Assurance (QA): The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.9 Hours of Operation: The Contractor shall provide services between the hours of 6:00 AM to
2:30 PM, Monday through Friday except on US Holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Normal hours of operation are 40 hours per week. The hours of required support shall parallel with those hours that the regular
CCAD maintenance teams are available to provide assistance. The exact hours and days may change in instances of government furloughs or shift changes. No overtime is authorized without prior approval from the Contracting Officer. For other than firm fixed price contracts, the Contractor shall not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed.
1.10 Place of Performance: Performance for work under this contract shall be at Corpus Christ
Army Depot, 308 Crecy St., Corpus Christi, TX. Bldg. 8.

DBIDS and Base Passes: Defense Biometric Identification System (DBIDS): DBIDS is a program in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to one year, or the length of the contract, whichever is less. The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards. Under the
DBIDS program, no commercial vehicle inspection is required, although vehicles may be subject to random inspection. There is no cost to obtain DBIDS credentials.
Base Passes: Participation in the DBIDS is not mandatory. However, if the Contractor chooses to not participate, the Contractor's personnel will have to obtain a 30-day pass, be subject to daily mandatory vehicle inspection, and may have limited access to the installation. There is a four day lead time required to obtain a 30-day pass. Only three 30-day passes may be granted in any 12-month period for any one individual. After the three 30-day passes have expired, the individual will not be granted base access unless they participate in the DBIDS program. ALL occupants of a vehicle must have either a base pass or a DBIDS pass. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.
