STATEMENT OF WORK
STATEMENT of WORK For
Automated Storage and Retrieval System (ASRS) SRM Rail, Wheels and Rollers replacement
PART 1
GENERAL INFORMATION
C.1.0 General:
This project is to provide replacement of worn floor rails, wheels and rollers for Stacker #2 unit-load crane and bring it to current standards so they are no longer obsolete and be maintained. The project is to take place at Corpus Christi Army Depot (CCAD) in Corpus Christi, TX. The contractor shall provide equipment, engineering, and installation services necessary to make the system operational.
C.1.1 Description/Introduction:
The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to replace the worn out floor rail and grout/clip system, this includes the design, manufacture, assembly, delivery, installation, documentation, and any required acceptance testing. The Contractor shall modernize the rails to current standards and perform all setup and testing to provide a reliable smooth operating system.
C.1.2 Background:
The ASRS system was installed in 1989 and has been in continuous use for the storage and retrieval of parts and supplies used for CCADs helicopter repair and many of its components are in need of replacement. Stacker #2 rail system is pitted and warped far beyond safe and functional limits, only running by changing clearances on the crane and limping along at low speeds. CCAD has been having recurring problems with ASRS equipment that have reached a point of age, disrepair, obsolescence, and unsustainability that are posing a threat to daily operations, a failure is imminent at any given time and will severely impact production across the depot, with spares virtually non-existent and lengthy turnaround times to send components out for repair.
C.1.3 Objectives:
The objective is to replace damaged, failure prone and/or obsolete components with new parts to modernize the rail system to the current industry standard. Components to be replaced include rails, wheels, and rollers. Replacing this items will significantly reduce downtime for the ASRS system at CCAD.
C.1.4 Scope:
Contractor shall provide all material, equipment and installation services to modernize Stacker #2 with a new floor rail system including grout, base/shim supports, anchor bolts, rail clips and all new hardware Contractor shall provide any utilities needed that are not readily available for use at CCAD.
C.1.5 Period of Performance:
The period of performance shall be from contract award date thru delivery, installation and acceptance.
C.1.6 General Information
C.1.6.1 Quality Control:
The Contractor shall develop and maintain an effective quality control program to ensure work is performed in accordance with this specification. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective work. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. A Quality Control Plan (QCP) shall be delivered to the Contracting Officer’s Representative (COR) within 30 days of contract award. (Microsoft (MS) Word Format or PDF) After review of the QCP the contractor will be notified of any proposed changes or acceptance of the plan by the COR.

Be advised that most personnel required for support from CCAD are present Monday through Friday from 0600 to 1430 hours unless otherwise informed of an individual’s schedule. For other than firm fixed price contracts, the Contractor shall not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all items defined within this specification when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. Any different hours or days are at the discretion and approval of the COR.
