STATEMENT OF WORK (SOW)

FOR

Digital Radiography Inspection System (DRIS) Upgrade

PART 1

GENERAL INFORMATION

1.0 GENERAL: This is an SOW to procure an upgrade for the Marietta Digital Radiography Inspection System (DRIS) used by Corpus Christi Army Depot (CCAD) Materials Process Engineering Division’s Non-Destructive Testing (NDT) Program Management Office. Existing DRIS is not incompliance with today’s industry controlling American Society for Testing and Materials (ASTM) E2698 and E2737 Standards on digital radiography systems that use Digital Detector Array (DDA) panels for capturing and processing radiographic images. Corpus Christi Army Depot (CCAD) has a need for a qualified DRIS for the NDT Program Management Office to support the CCAD welding certification program and Army aviation analytical investigations. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn, is responsible to the Government.

1.1 Scope: The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, installation, supervision, quality control, and other items necessary to provide the upgrade to the CCAD NDT Program Management Office’s Marietta DRIS. The Contractor shall provide an upgrade that meets the requirement of this contract.

1.2 Background: The Corpus Christi Army Depot (CCAD) is in the process of updating and revising the welder certification program to the latest Department of Defense (DOD) and American Welding Society (AWS) requirements. CCAD Materials Process Engineering Division purchased existing DRIS many years ago before the American Society for Testing and Materials (ASTM) published industry qualification and quality control standards for DRIS with Digital Detector Array (DDA) panels. The existing DRIS is outdated and the radiographic images that it produces do not comply with quality requirements for Image Geometric Unsharpness, Signal to Noise and Contrast to Noise ratio stated in controlling ASTM Standards. Existing DRIS does not have distance and square area measuring capabilities in which the acceptance criteria is determined when evaluating welder’s certification test pieces.

1.3 Description of Requirement: The Contractor shall provide an upgrade, to include assemble, deliver, removal of components, installation of components, train personnel, transfer of existing radiographic image and documentation database files, and acceptance test for the CCAD DRIS. The Contractor shall ensure that the upgrade meets the requirements and specifications defined in this SOW. The Contractor shall notify the KO in writing if they are unable to perform any of the upgrade due to unforeseen issues/circumstances that are not identified prior to commencement of the upgrade.

1.4 Completion Date: TBD

1.5 Place of Performance: Performance for work under this contract shall be at the Government facility/installation or at the Government facility as required.

1.6 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the KO in accordance with the Federal Acquisition Regulations Subpart 42.5. Contractor attendance at these meetings shall be at no additional cost to the Government.

1.7 Contracting Officer Representative (COR): The COR will be identified by a separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
