1. Ref. 4.4 Is the $1500 worth of paid advertising per year or total across all years?
a. $1500 monthly
2. Ref. 4.4 Would additional budget towards paid media be available under this contract if recommended by the contractor and approved by LAARNG?
a. No, all media buys should be built into contract.
3. Ref. 4.5 Are boosted Facebook posts and ads allowed under this contract to reach new individuals not currently following LAARNG social media?
a. Yes, see 4.5.1.1.
4. Ref. 1.4.7 Does the prime contractor have to have all the certifications listed as required or can the subcontractor certifications count towards this required, especially if they are managing related campaign elements?
a. Primary contractor should hold certifications.
5. Ref. 4.31. Are the 8 VLOG shoots over the base and option year of the contract? or is it 8 per year? Would that be two per quarter or one per quarter over two years?
a. 8 Shoots annually, per paragraph 4.3.1. In theory, that would be 2 per quarter over the course of each contractual year; however, the actual execution timeline will be agreed upon by the contractor and the LAARNG Marketing Department.
6. Ref 4.2.1 Are the 6 photo shoots, conducted quarterly, per year, or over the life the contract? If per year, which quarters have additional shoots? Tentative shoot schedule will be established NLT 20 November 2019 between the contractor and the LAARNG Marketing Department.
a. 6 Shoots annually per contractual year, as per paragraph 4.2.1. Tentative shoots schedule will be established NLT 20 November 2019 between the contractor and the LAARNG Marketing Department.
7. Ref. 4.5.2 Live Streaming Events. Would the government provide a link to a previous live streaming event for review? What types of events are generally livestreamed and are they done using professional camera equipment, sound and lighting, or using handheld devices likes phones?
a. I do not have a link to provide at this time. Events based off of campaign requirements as established between the contractor and the Marketing Department. Typically 2-5:00 minutes in length discussing benefits, interviewing parents of recent enlistees, etc. In the past we have used both professional grade equipment and lighting as well as handheld, mobile devices.
1) With the exception of the photoshoots - can the contractor's employees work remotely? There is a mention of a paragraph articulating remote conditions (paragraph 1.4.1.2), but such a paragraph doesn't exist in the document.
a. PWS references paragraph 1.4.12 (not 1.4.1.2), but should actually state 1.4.5, which authorizes telework.
1a) Generally speaking, social media services can be provided 100% remotely. What are the parameters that require on-site presence for said services?
a. Photography, videography, VLOGS, and Live Events.
2) If on-site employees are required: a) where will they be located? (Physical address) b) Will the location have sufficient access to the Internet? c) will it be provided with basic office equipment like desks/chairs? d) will they be at any point required to handle sensitive material? e) will they need to have/update/maintain a security clearance? If yes, at what level?

3) On 4.4.3, how will ROI be measured?
a. See paragraph 4.4.3. Vendor will be expected to provide reports that illustrate the “like to enlist” conversion, to include views, impressions, likes, engagements, leads, lead conversion, SEO, Top-rated organic/paid keywords, Best-performing paid search ads, and business impact metrics, etc. This is not all-inclusive and should be a working document.
4) Please list all official LAARNG accounts and web properties the contractor will be responsible for.
a. Facebook, Instagram, and YouTube.
5) Will the community managers have access to LAARNG personnel that can help in replying to specialized audience questions in a timely manner?
a. Yes.
6) 4.6 What type of CMS (state.nationalguard.com/Louisiana and lang-recruiting.com) is used? If custom made, what programming language do they use? (PHP,ASP,RoR)?
a. This information was customized by previous vendor. Programming language unavailable.
7) 4.7 Will LAARNG provide a file with suitable recipients? What is the source of those leads? Need to ensure that they were obtained in accordance with state and federal regulations.
a. Yes. Information is internal to the organization.
8) 4.1.1 a 30% increase in lead generation is listed as one of the deliverables. However, there is no mention of what is the number that 30% will baseline out of. Specifically, there is no paragraph 5.1.2 in the document.
a. Baseline analytics will be provided to vendor upon contract award.
9) Regarding the photoshoots, vlogs and live streams will LAARNG provide access to LAARNG equipment, personnel, and access to LAARNG training /muster areas for concepts approved by LAARNG?
a. Yes.
10) 4.4.1 Frequency? Monthly? Quarterly?
a. Monthly
11) 1.3 Period of Performance mentions a base year and (4) option years, but only a base year and (1) option year is listed.
a. PoP is for base year and (1) option year.
1.2 - References FY19 Marketing Plan - Can we obtain a copy of this to ensure we are being strategic to hit objectives?
a. Marketing plan will be provided upon contract award to vendor.
4.1.1 References 5.1.2 and our document only goes to 4. Can you specify the terms of 5.1.2
a. Analytics will be provided upon contract award to vendor.
4.1.2 References lead does not list “age”. Is “age” a required piece of data for a lead as specified/referenced in 2.1.8.
a. Yes.
4.4.1 References $1,500 spend across platforms. Would we have flexibility as to where we apply these funds as part of an outlined strategy? If the ads perform at an acceptable level (Cost per acquisition), but more money is needed to reach the target goal, would we be able to spend more money?
a. $1,500 quarterly. This cost is absorbed in bid. No additional funds will be allocated.
4.5. Currently not seeing any Google Reviews. Would reputation management include places like Google, Glassdoor, other review sites for locations, employment and organizations?
a. See paragraphs 4.5 – 4.5.4.3.
4.5.1.2 References 2 posts per platform. Other sections mention Instagram and Facebook. Please s1010pecify exactly which platforms require 2 posts per day, 7 days a week? Can the same post be posted to Instagram and Facebook?
a. Instagram and Facebook. Some cross-posting will be acceptable between Instagram and Facebook; however, posts should be custom to each platform.
4.5.1.4 References prescheduled “drop-ins.” Please clarify. Assuming these are events that we would want to capture content from.
a. Drop-ins are used by the social media teams to go out and capture content for social postings. In the event that they need photos, video, or information for posts, highlights and stories, they can visit different locations / events to gather those materials.
1.4.4 Place and Performance of Services: The contractor shall provide services between the hours of 0800 - 1700 Monday through Friday,
4.5.4.2 Community Managers should respond to all social media engagements, both positive and negative, within 4 hours from the time of engagement. Facebook Chat Bots should be used during times when the Contractor is unavailable to respond within the four-hour timeline.
Would the contractor need to provide a response within 4 hours between the hours of 8000 – 1700 on Monday through Friday or is there flexibility in the time for the services provided?
a. A four hour response time is the standard.
3.2 Services: The LAARNG Marketing department will provide logos and calls to action for ads and other digital requirements to support completion of this PWS.
Including different opportunities for generating leads, such as a swipe up action for Instagram? Will there be versatility and opportunities in defining the different calls to action for leads?
a. Yes to both questions.
4.3.1 Provide at least eight pre-scheduled video shoots for social media and Vlogging specific content annually (conducted quarterly as needed). A tentative schedule should be established no later than 20 November 2019.
Will the Marketing team provide the type of content they would like to vlog or will the contractor be responsible for generating content ideas?
a. This will be a collaborative effort between the Marketing Department and the contractor. The contractor will provide a plan based off of Marketing benchmarks (as provided by the Marketing Department) and goals. The Marketing Department will review and make adjustments and suggestions as needed.
4.4.1 Contractor will provide $1,500.00 worth of digital advertisement through Google Display / Search, Facebook, YouTube, and Instagram.
Will this be $1500.00 spent monthly on digital advertising throughout all social media platforms or only for Google Awards?
a. $1,500 monthly over all platforms
4.6.1 References web development for 2 sites - Lang-Recruiting.com appears to be a Squarespace site, which we know we can support. State.NationalGuard.com seems like a shared site across other states. What level of access can we obtain?
a. Admin access only.
4.7 References text to mobile for members. Is this used for marketing lists or only for announcements to internal members? Who is a “member?” Is there a current quantity of “member?”
a. Announcements to internal members.
b. Members are Soldiers currently serving in the Louisiana Army National Guard.

4.8.3 References a way to submit photos and text content. Is there a system already being used for this or would we recommend a phone number solution/personnel to obtain and manage?
a. Contractor would have to provide the means and personnel to obtain and manage.
Tech Exhibit 1 - This references performance standards. Should questions arise between the COR and Account Manager, what’s an acceptable amount of time for response (SLA)? Response within 24 business hours is industry standard.
a. 24 business hours is acceptable.
Overall -If new ideas are uncovered during the strategy - I.e. refer a friend for current members, contests, social campaigns, additional website content/design, what is the likelihood we will be able to execute with additional budget / SOWs?
a. Additional budget will not be available.
What are the specific consequences of not meeting an AQL? I.e. if we cannot get 30% more leads through the site, what would happen? We are fluent in the FAR and have never received a show cause letter or a cure notice; just looking for specifics we typically see with these requirements.
a. That is the Louisiana Army National Guard bench mark goal and shall be used as historical data. If the goal isn’t being met the contracting officer will issue the appropriate FAR mandate (show cause or cure notice) and we will go from there.
1. Are there formal instructions for the preparation and submissions of the proposal, including the proposal response format and content, i.e. Proposal Submittal?
a. Preferred format should include the Deliverables – cost per, and approach to fulfilling request.
2. Is there a page limitation to the Proposal Submittal?
a. No page limitation.
3. What do you want to be included in the Proposal Format (such as Cover letter, company background, experience, resumes, etc.). past performance as indicated and costs per clin, along with all elements of the solicitation

4. Does the cost proposal include meetings in LA and how often are in person meetings required?
a. Travel will be required for photoshoots and video. The cost proposal should include all expenses the contractor expects to incur. Additional funds will not be provided.
5. The current Q& A indicates an answer that face to face is not necessary, but the written documents outline 1.4.4 that the contractor should maintain at all times an adequate work force. Please verify where the work force needs to be located.
a. Teleworking is authorized as indicated in 1.4.4 and 1.4.5.
