SUBJECT: PWS for monitoring and maintenance of LANG IDS systems

1. The Louisiana National Guard JFHQ-J6 is seeking a contract to monitor and maintain its secure area intrusion detection systems. These systems are IP based and will be monitored by internet connection. Contract will be for 1 year (13 DEC 2018 – 12 DEC 2019) with 4 option years, ending 12 NOV 2023. No installation is required with this acquisition.

2. Monitoring: Monitoring is preferred to be accomplished in state if possible and by US citizens with a valid background check. Sites will be monitored 24/7 365 days a year.

All 4 locations below designated as a SCIF must be meet UL 2050 certification requirements.

3. Maintenance: Maintenance will cover all installed systems and components / sensors to include parts and labor. Maintenance will be performed M-F 0800-1700.

4. Site Locations A. Camp Beauregard, Pineville, LA SCIF must meet UL 2050 cert monitoring requirement. (1 - Vista-20P W/6160 Alpha Keypad, 1 - rollup garage overhead door contact, 2- motion 35’ PIR 80 lbs., Pet immune hardwired, 1 – two-tone indoor siren, 1 - internet communicator) B. Camp Beauregard, Pineville, LA DPI/ J6 NOC (1 vista-20p w/6160 alpha keypad, 1-alpha keypad, 1- two-tone indoor siren, 2 – 5/8 surface mounted hi-sec DPDT, 1 internet communicator) C. 5. Vendor Requirements – Please discuss how you will accomplish each requirement listed below. Include this in a section called “Government Requirements”. If your proposal discusses these requirements in a separate section of your formatted proposal, include it again in this section.

The vendor selected will monitor and maintain all contracted IDS systems and will provide notification of all alarm events within 5 min of the alarm condition. The vendor will have an audible and visual alert of the alarm condition at the monitoring station. All of the vendor employees preforming maintenance and monitoring of the contracted systems will be US citizens with a validated background check and those monitoring the SCIF sites will conform to UL 2050 certification requirements.

Contractor shall maintain and monitor an Intrusion Detection System (IDS) in the Louisiana National Guard secure facilities, using new or existing equipment/infrastructure, if compatible. Some of the following IDS equipment/infrastructure may already be installed; to include but not limited to Passive Infrared Sensors (PIRS), Remote Area Data Collector (RADC) Alarm Panel, Balanced Magnetic Switches (BMS) for the doors, electronic access control portals (to include new lock requirements and key pads) and any other required equipment to provide a complete and usable IDS for the Facility. All IDS equipment and monitoring supporting sensitive compartmentalized information facilities (SCIFs) shall meet UL 2050. All SCIF ICIDS equipment must meet Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, version 1.3, IC Tech Spec- for ICD/ICS 705.

(1) Intrusion Detection Requirements:

(a) Maintain and monitor ceiling mounted Passive Infrared Sensors (PIRS) within the facilities.

(b) Maintain and monitor Balanced Magnetic Switches (BMS) on entry/exit doors.

(c) Maintain and monitor a Remote Area Data Collector (RADC) alarm panel as required and where identified by user or where feasible.

6. Additional Requirements: During the execution of this contract there cannot be any interruption of services or monitoring to the already monitored sites as this would increase the risk to LANG’s critical secure locations. Vendors must show that they currently have UL2050 certification, or have a sub-contractor who has it. Proof (PDF Format) of certification is required to be submitted with proposal.

7. Quote Format: Using the attached Quote format, only fill out the blocks highlighted in YELLOW, and the rest will auto populate from the formulas. Be aware of the future sites and the different beginning dates for those sites. This contract will not cover installation of equipment. Only the monitoring. Use of your own quote format is acceptable, as long as it includes the same data (monthly rates by location, by year, and total quoted price).
