About this file

This is a Questions and Answers (Q&A) document addressing clarifications on a tow tractor procurement solicitation for the Army Air Field Support Facility (AASF) 1 in Rapid City, South Dakota.

The Government clarified that the final paint color may be white (standard) or yellow, delivery is FOB Destination to AASF 1 with Government-provided offloading equipment (loading ramps and front-end loader with forks), and there is no extended period of performance beyond the standard delivery period, which may be adjusted based on manufacturer lead times. The Government will not require contractors to submit past performance references, narratives, or questionnaires, relying instead on internal database queries (PPIRS, FAPIIS, and SPRS). For contractors proposing "or equal" products, there is no mandatory compliance matrix format; sufficient technical information must be provided in a format of the contractor's discretion to enable Government evaluation against the 14 characteristics in Section C. Additionally, while upfront maintenance training would be beneficial, it is not required if it adds cost or deviates from standard contracting parameters, as the Government's GSE staff can independently manage maintenance operations. The delivery requirement is within 120 calendar days of award.

Text version

1. The specifications require 'Primer application and polyurethane' paint. Could the Government please clarify the required final paint color (e.g., safety yellow, olive drab, or standard manufacturer color)?

1a. The tugs we have are white, so if standard is white then that is fine, otherwise yellow will suffice.

2. Is the delivery term FOB Destination to AASF 1 in Rapid City, SD? Additionally, will the Government have equipment (e.g., a loading dock, ramp, or heavy-duty forklift) available to offload the tow tractor, or must the contractor arrange for a flatbed/trailer with self-unloading capabilities?

2a. We do have loading ramps and a front-end loader with forks to offload from truck.

3. The solicitation lists a 12-month Period of Performance, but delivery is required within 120 calendar days of award. Could the Government please clarify if the remaining portion of the 12-month POP is intended to cover the warranty period, or if there are ongoing maintenance/support deliverables required of the contractor post-delivery?

3a. There is no “period of performance” on this requirement. Delivery period is standard and may require adjustment based on manufacturer delivery timeframe.

4. The evaluation criteria states that Past Performance will be evaluated using PPIRS, FAPIIS, and SPRS. Are offerors required to submit past performance references, narrative write-ups, or Past Performance Questionnaires (PPQs) with their proposal, or will the Government solely rely on its internal database queries?

4a. No, contractor is not required to submit past performance requirements.

5. Is the contractor required to provide on-site operator or maintenance training to AASF 1 personnel upon delivery of the tow tractor? If so, please specify the required duration of the training and the estimated number of attendees.

5a. Up front training on maintenance would be beneficial, however, if this adds cost and deviates from the parameters of contracting, then our GSE staff can figure the maintenance out.

6. For offerors proposing an 'or equal' product, is a formal compliance matrix mapping the proposed product's specifications directly to the 14 characteristics in Section C required as part of the technical volume, or will standard manufacturer specification sheets suffice?

6a. There is not a required format for providing or equal product compliance. Sufficient information must be provided to verify technical acceptability by the Government during technical evaluation – format of submitted information is at contractor discretion.
