AMENDMENT 1 QUESTIONS & ANSWER
1. Pg. 3 – 1.0 General / 1.1 Scope / 1.1.1 SDARNG Office… Q. What is the FTE Count, per Occupation Code (from the Wage Determination), for the incumbent (current) contract?
A. There is no full time manning staffing structure in the organization to accomplish this case management workload. The Government does not have a proposed organization manning chart/structure for the contractor to follow. The Contractor is to determination the staffing #'s and expertise composition needed (and the appropriate Occupation Codes if needed) for the proposed staffing team that will be able to accomplish services for specified workload in required time frame. Wage determination may or may not be applicable based on contractor determination of classification of position/duties to be performed. Incumbents to be given first right of refusal of any change in contractor.
2. Pg. 12 - 1.4.7 Special Qualifications Q. What is the Occupation Code (from the Wage Determination) for the incumbent (current) Case Manager?
A. See Q1 answer.
3. Pg. 45 – 52.222-46 EVALUATION OF COMPENSATION FOR PROFESSIONAL EMPLOYEES Q. Please provide a detailed explanation as to why this clause applies to this solicitation and the requirement to provide Service Contract Act (SCA) employees.
A. See A1 answer. The Government values a contract team members that stays in place, knowledge, efficiency and capability are results of a stable contract workforce. The Government does not a desire situation where there is a lot of contractor turnover because of low pay.
###of contract personnel and realize the intent of the So that offerors submit for evaluation a total compensation plan setting forth proposed salaries and fringe benefits for professional employees working on the contract. This will also allow for more meaningful numbers of professional employees and that they will be compensated fairly and properly. The goal of the Government is for contractor's team to be stable to Negotiated Service Contracts?
The Government does not want a revolving door.
4. Pg. 27 – ITEM NO. 0010 Q. Please explain the inclusion of the text “**REQUEST INCUMBENT**”.
Q. Is it the government’s desire to retain the incumbent personnel?
A. Incumbents are to be given first right of refusal.
5. Pgs. 33 & 35 - CLAUSES INCORPORATED BY REFERENCE / FULL TEXT Non-Displacement of Qualified Workers Under Service Contracts Q. E.O. 13495 requires successfully bidding contractors to make incumbent personnel bona fide offers of employment. Why is FAR 52.222-17 not included in the solicitation, either by reference or full text?
A. See Q4 answer. Clause will be incorporated in the solicitation amendment.
6. Pg. 27 – WAGE DETERMINATION Pg. 42 – CLAUSES INCORPORATED BY REFERENCE Q. As this solicitation is indicated to fall under the Service Contract Act, why is FAR 52.222-41, Service Contract Labor Standards not included, either by reference or full text?
A. Clause will be incorporated in the solicitation amendment.

A. 35-40 providers annually Q. What system/tool/service will be used for the credentialing and privileging process?
A. JCCQAS
8. Q. Is there an incumbent to this contract?
A. Yes there is.
9. Q. If so, what was the previous contract award number, amount and incumbent name?
A. Award # W912MM-17-P-0073, Amount $221,227.20, Incumbent Name ADVANCED TECHNOLOGY
LOGISTICS, INC.
10. Q. Are there current employees filling this position that might intend on remaining with a new contractor?
A. Incumbents to be given first right of refusal
11. Q. If so, can you please provide what the WDOL classifications and the current labor mix for each classification? Ex: RN II – 2 FTE, Medical Record Clerks – 3 FTE, etc.
A. 2 Non-Clinical Case Manager, 3 Non-Clinical Care Coordinators. I am not sure of the WDOL classification since it was left up to the incumbent.
12. Q. What is the customer's typical benchmark per Case Managers as far as case loads? Meaning no more than 330 or 350 case per year per case manager?
A. The contractor will use its knowledge to decide what work load Case Managers can handle and then propose the team needed to perform services. See A1.
13. Q. Who is in charge of dental case management? Is that the case managers or is there a care coordinator that case manages dental? Is that person doing only dental case management?
A. It up to the contractor to decide who is qualified to accomplish specific services within the SOW.
14. Q. Are any of the care coordinators tasked to do Medical Board Review or Medical Records? If so, how many personnel are assigned to the tasks?
A. Medical Review Board will be completed by Government Personnel. Care coordinators can complete medical record maintenance. Contractor will task personnel as they see fit to accomplish SOW tasks.
15. Q. Is there an incumbent?
A. Yes there is.
16. Q. If so, can you provide the current contract number?
A. Award # W912MM-17-P-0073
17. Q. If so, can you tell us the number of FTEs currently on contract? Can you provide the number of Case Managers and the number of Administrative Care Coordinators? See answer A1.
A. The current staffing on the existing contract and number of personnel are 2 Non-Clinical Case Managers (RN &SW), 3 Non-Clinical Care Coordinators.
18. Q. What is the estimated number of workable hour per year per FTE?
A. Estimated hours would come out to approximately 1,920 for the year.
19. Q. Paragraph 1.4.4. states that there is a maximum of 10 hours per day. Does that mean the work week is expected to be longer than 40 hours? Or will “comp time” be allowed?
A. The Government facility is typically only open M-F 10 hours per day and Government Employees are typically only present at those times. 40 hours is the standard work week for Government Employees. The Contractor is to provide a proposal on a 1 year job and to bill on a monthly basis. Contractor work is only available to be completed during those times.
20. Q. In the previous solicitation it stated that the 40 hour work week was due to a schedule of 4 10-hour days worked Tuesday – Friday. Is that still the schedule?
A. The work schedule really depends on the work load and when and how the individual task need to be accomplished. The 4 10-hour days are what the typical hours are for the Government employees who work here.
The contracted employees will only be allowed to work when there are Government employees present due to security requirements with the systems that are being worked on. If hours need to be changed throughout the period of performance they will need to be coordinated with the Government point of contact.
21. Q. It is my understanding that the Case Manager was previously located at a separate location. The solicitation only indicates the Rapid City location. Are all 4 positions located at one location?
A. All positions are located in Rapid City, SD. Also, as far as number of positions are concerned it is not limited to any certain number. You can use your experience and expertise to decide on how many positions you decide are needed to fulfill the requirement. So, just because there are currently only 4 positions total doesn’t mean you are limited to that number.
22. A. The current staffing on the existing contract and number of personnel are 2 Non-Clinical Case Manager, 3 Non-Clinical Care Coordinators. We want the contractor to use their experience and expertise to decide how many employees will be required. So, I would not base your decision on how many they currently have.
23. A. The labor category will be left up to the contractor to decide which best fits the needs of the requirement.
24. Q. Who is the current contractor and contract #?
A. Incumbent Name ADVANCED TECHNOLOGY LOGISTICS, INC and Award # W912MM-17-P-0073
25. Q. What is the current number of staff and the positions of the staff members? Are you happy with current staffing levels in regards to meeting all the contract deliverables and performance requirements?
A. 2 Non-Clinical Case Manager, 3 Non-Clinical Care Coordinators. See 1A
26. Q. On page 3, 1.1.1. The last sentence states “The SDARNG OSS also requires a Registered Nurse to clinically supervise and oversee the case manager’s assigned duties and cases.”
I was able to find the previous solicitation online which included Q&A. According to the Q&A the Lead Case Manager was a licensed Social Worker (SW) and after talking to our Lead Case Manager SW is still in that position.
I just want to clarify that according to this we will not be allowed to hire a Licensed SW as the Lead Case Manager and will be required to hire a Registered Nurse?
A. With the addition of the Medical Operations Manager, that person should be providing general management of the contracted team. The RN will be the lead case manager.
27. Q. How many FTEs will be required to fulfill the duties of this contract?
A. See 1A
28. Q. Are there any key personnel required to fulfill the duties of this contract?
A. See SOW for any needed personnel qualifications.

A. References shall be from/for the prime contractor.

A. Yes it is a SCA contract.

A. Incumbent Name ADVANCED TECHNOLOGY LOGISTICS, INC and Award # W912MM-17-P-0073

So, I would not base your decision on how many they currently have.

A. The WDOL classification will also be left up to the contractor for them to determine what best suites the needs of the requirement.

A. This solicitation will result in a Federal Contract, Federal Regulations and law apply.
42. Q. Is there any travel expected and if so what is the budget or are we to determine?
A. There will be some travel on average 3 days for 2-3 personnel. The contractor does not need to calculate a travel estimate. Travel will be built into the contract as a separate reimbursable line item on the contract. So, you do not need to account for this in your price quote.
43. Q. Do you need the contractor to provide the Licensed RN?
A. Yes, the contractor will need to provide the Licensed RN.
