PERFORMANCE WORK STATEMENT

Performance Work Statement for the 2017 SD Military Youth Camp: Explore

July 24-28, 2017

South Dakota National Guard Child & Youth Program

1. BACKGROUND:

1.1 The South Dakota National Guard Child & Youth Program will be partnering with SDSU 4H Extension to conduct the 2017 SD Military Youth Camp: Explore in July. This event provides the opportunity for military youth to connect with each other in a camp-setting with a programming focus on leadership, team building, resilience, life skills, personal development, and military values. Campers will also have the opportunity to follow one of four different areas throughout the week and will engage in hands-on experiences in their selected areas in both the military community and the civilian community. Youth Camp is a core program element of the National Guard Child & Youth Program.

1.2 The event is a five-day event, which includes a morning and afternoon of travel, as well as training for adult volunteers prior to campers arriving at camp. Camp will take place at a camp/retreat center in the Sturgis area. The selected provider/facility will provide the required meeting space, food, lodging, and possible customized outdoor activities for the event listed in this solicitation.

1.3 The SD Military Youth Camp is a partner with SDSU 4H Extension in conducting Youth Camp. This contract covers lodging and meals for all volunteers, as well as campers affiliated with the Army National Guard. It also covers possible additional outdoor activity costs for the Army National Guard campers and volunteers. A possible grant through DoD, in partnership with SDSU 4H Extension, will be covering the lodging, meals, and outdoor costs for all campers affiliated with other branches of service. We are planning for 100 campers and 20 adult volunteers at this time, with registration for camp closing in early July. We are planning that 65% of the campers (65 campers) will be from the ARNG and 35% of campers (35 campers) will be from other branches of service. Specific numbers will be provided to the vendor within two weeks following the close of registration, in order for necessary billing arrangements through this contract and through SDSU 4H Extension.

2. SCOPE:

2.1 The objective of this Performance Work Statement is to conduct and complete the requirements for the 2017 SD Military Youth Camp: Explore. It is the responsibility of the contractor to ensure all requested requirements are met or exceeded. Meeting space, food, lodging, and possible customized outdoor activities shall be performed by the contractor with oversight by the SDNG Child & Youth Program POC.

2.2 It will be the responsibility of the assigned and trained Government Point of Contact (POC) to provide to the contractor the event dates and location 60+ days prior to the event. The Child & Youth Program will provide the lodging list to the contractor 1 week prior to the event. The Child & Youth Program staff will provide the numbers for food and outdoor activities to the contractor 1 week prior to the event. The Child & Youth Program staff will also confirm the cabins/lodging rooms and meeting spaces that will be used 1 week prior to the event. The Child & Youth Program Staff will provide a point-of-contact for the contractor to work with throughout the scheduling and execution process of the event.

The Child & Youth Program and SDSU 4H Extension will be charged for actual numbers of participants and meals during the week of camp. Government will monitor the Contractor’s performance using the Quality Assurance Surveillance Plan (QASP). Government personnel will record all surveillance observations. When an observation indicates substandard performance (i.e. yellow or red ratings), the Government POC must annotate their findings on the QASP form and must immediately acquire the Contractor’s initials, or their representative at the site, on the completed QASP. The initialing does not necessarily constitute concurrence with the observation, only acknowledgement that the Contractor or their representative has been made aware of the substandard performance. Any action taken by the Contracting Officer as a result of surveillance will be in accordance with the terms of the contract.
