PERFORMANCE WORK STATEMENT

The Regional Training Institute (RTI) and South Dakota Army National Guard (SDARNG) has a requirement to support scheduled training with meals. The requirement is for contractor delivered and served meals at the following location:

Delivery/Serving Point:

Saturday, March 11, 2017 – September 22, 2017

Sioux Falls Armory

803 West National Guard Drive

Sioux Falls, SD 57104

The specifications are as follows:

Vendor will deliver/prepare and serve meals to soldiers, this way food should not run short. It will also be the vendor's responsibility to coordinate with the SDARNG point of contact (POC), to make sure every soldier has been served before leaving the premise.

The government will provide the facility for serving meals. The Government can provide a facility for the initial preparation and storage of food, if requested in advance, at an estimated rate of $35.00/day or an hourly rate of $9.00 per SDNG Pam 405-70. A $50.00 surcharge per room per event will be added to each request for rental by a commercial entity or commercial event if event is approved by CFMO. If using the hourly rate, make sure to allow for enough overall time for the period of performance. The charge is a separate action from this solicitation and will only apply if the vendor uses the kitchen for food preparation and shall be paid in advance to SDARNG POC. The contractor shall coordinate with the SDFMO to pay fees. Indicate the fee on the attached excel spreadsheet (if using facility) which will be a reimbursable expense and included on the contract. Any other equipment deemed necessary will be provided by the Contractor. The resulting contract will be firm fixed price.

The vendor shall provide a sample menu with their quote. The vendor shall provide all subsistence, supplies, disposable plates, napkins, cups, disposable utensils and labor for commercial meals. The vendor is responsible for ensuring facilities are restored to the condition in which received, fair wear and tear accepted to be determined at termination or completion of the contract. The vendor is responsible for the collection and disposal of any trash resulting from the meals served.

The number of troops to be served is stated in this quote request. The meals will be served at the Sioux Falls Armory, 803 West National Guard Dr, Sioux Falls, SD 57104. The vendor shall provide a cash box and necessary cash change and be able to accept electronic payment (debit/credit cards). This is for anyone who may visit that is not part of the 196th and/or must pay for their meals directly to the vendor which are not to be included on the price quote.

Approximately one week in advance, the SDARNG POC will coordinate serving times and provide the vendor with the number of troops expected for the meals. SDARNG will be responsible for the number of meals ordered. This will be a Not-To-Exceed Award meaning the final award amount will be equal to or less than the amount of estimated meals.

Vendor to submit an electronic invoice via Wide Area Work Flow (WAWF) for the services provided. Instructions will be included in the award for invoicing. Vendor will complete the Contractor’s Manpower Report found at https://contractormanpower.army.pentagon.mil or https://cmra.army.mil. Vendor can charge the government a fee for completing the Contractor’s Manpower Report but shall include it as a separate line on their price quote.

eCMRA - Contracting Manpower Reporting Application:

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Army collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil.
