ADDITIONAL INFORMATION

**READ ALL INFORMATION CAREFULLY AND THOROUGHLY PRIOR TO SUBMITTING QUOTES **

The South Dakota Army National Guard along with the Recruitment and Retention Battalion has a requirement for an Indefinite Quantity of Printed T-shirts. The award will be for a Firm Fixed Price with a “Not to Exceed” dollar amount. The period of performance will be one base year and three (3) additional option years. The government is not obligated to exercise any option year. The decision to exercise will be based off of the government needs and what is in the best interest of the government.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This solicitation is being issued as a Request for Quote (RFQ). Submit only written quotations for RFQ W912MM-17-T-0001.

This solicitation in no way obligates the Government to award a contract, nor does it commit the Government to pay any cost incurred in the preparation and submission of the proposal. Furthermore, the Government reserves the right to reject any and all offers not meeting the minimum requirements if such action is considered to be in the best interest of the Government.

Descriptions, and reference information provided for the requested t-shirt is provided to identify a desired standard of performance and quality. A standard level of quality would be comparable to the T-shirt specifications listed below. This reference shall not be construed as limiting competition. Vendor must specify what brand of t-shirt is being quoted and provide a sample.

T-SHIRT SPECIFICATIONS

Item: White and color preshrunk 100% cotton soft spun T-shirts with one color print logo on back (back logo will always be the same) and up to a 4 color print logo on front, based on school logos. The school logos will not be available until after the award. Our graphic designer will provide artwork/logo on front of shirt in quantities of 25 to 250 based on needs of school. Artwork will be emailed in a suitable format such as an .eps or pdf file. For quotation purposes only, the vendor should estimate 100 different schools. However, the Government reserves the right to increase or decrease the number of schools based on its needs.

There is not a weight or a brand preference.

Sample Colors: Provide a website or hard copy pamphlet showing the available t-shirt colors and ink colors.

Sample T-shirts: A white OR colored sample t-shirt is required with your quotation. The sample t-shirt must contain a minimum of 4 colors on the logo. The logo does NOT have to be the South Dakota National Guard logo.

It can be any 4 color logo of your choice, this is to determine the quality of the product you are quoting. If the sample needs to be returned the vendor must provide a returning box/envelope/pak plus the included pre-paid postage label.

Price Quotes: Estimated quantities for base year and each option year is 8,000 total t-shirts. Orders will be placed throughout the year in various quantities and sizes.

Sizes: For quoting purposes, the Government had ordered the following sizes in the FY 2016. The Government reserves the right to order any size/color and may not line up to these exact percentages. Please use this information as reference only.

White shirts S-XL: 45% Color shirts S-XL: 46% White shirts XXL: 4% Color shirts XXL: 5%

Pricing is to be FOB destination. Include shipping in the price of the item or items you are quoting. If you fail to include shipping cost in the item cost your quote may be determined nonresponsive. Shipping location for all shirts will vary throughout South Dakota. Below are the locations that a majority of the shipments will be delivered too.

However, the Government reserves the right to place orders to any location within South Dakota, as needed.

801 National Guard Dr.

Sioux Falls, SD 57104

3740 Range Road Rapid City, SD 57702

300 5th Street South Brookings, SD 57006

APPROXIMATE ORDER AND DELIVERY DATES:

The order and delivery dates will vary according to the governments need. The period of performance is for one base year and three (3) potential option years. The award and option years are contingent upon the availability of funds. T-shirt delivery will be within 10 days after placement of an order.

INVOICES AND PAYMENTS:

Depending on the needs of the Government, there may be several orders of t-shirts each month. However, the vendor will be allowed to invoice one (1) consolidated invoice per month through Wide Area Work Flow (WAWF).

Once invoice is accepted, payment is normally paid out within 30 days.

EVALUATION:

The quotes will be evaluated based on price inclusive of option year. The lowest price technically acceptable will be selected for award. Sample T-shirt and print work must meet the minimum standard of quality identified in the t-shirt Specifications section. Award will be made based off of lowest price, acceptable quality of t-shirt and logo, and responsible vendor.

The contracting officer may determine an offer noncompliant with the terms and conditions of the solicitation if the contractor does not provide the information requested, specifically:

1. Signed SF1449 (page 1)

2. Pricing that includes shipping for all contract line items.

3. T-shirt country of manufacture

4. Sample t-shirt with four (4) color logo meeting T-shirt specifications.

**** THIS WILL BE AN ALL OR NONE AWARD ****
