Including 2022 option year projections for 18-22 July or 25-29 July 2022 - TBD
South Dakota National Guard Child & Youth Program
1. BACKGROUND:
1.1 The South Dakota National Guard Child & Youth Program will be conducting the 2021 SD Military Youth Camp Explore in July. This event provides the opportunity for military youth, ages 12-14, to connect with each other in a camp-setting with a programming focus on leadership, team building, resilience, life skills, personal development, and military values. Youth Camp is a core program element of the National Guard Child & Youth Program.
1.2 The event is a five-day event, which includes a morning and afternoon of travel, as well as training for adult volunteers prior to campers arriving at camp. Camp will take place at a camp/retreat center in the Rapid City or Sturgis area. The selected provider/facility will provide the required meeting space, food, lodging, and possible customized outdoor activities for the event listed in this solicitation.
1.3 The SD Military Youth Camp will be funded through the Child & Youth Program, as well as a community partner. This contract covers lodging and meals for all volunteers, as well as campers affiliated with the Army National Guard. It also covers possible additional outdoor activity /challenge course costs for the Army National Guard campers. Funding through a community partner will cover the lodging, meals, and outdoor activity/challenge course costs for campers affiliated with the Air National Guard and other branches of service.
For 2021, we are planning for 50+ campers and 17+ adult volunteers at this time, with registration for camp closing at the end of June, with an approximate total of 70 people at camp.
For 2022, we are planning for possible post-pandemic numbers of 100 campers and 20 adult volunteers, with an approximate total of 120 people at camp.
Specific numbers will be provided to the vendor within two weeks following the close of registration, in order for necessary billing arrangements through this contract and through our community partner.
2. SCOPE:
2.1 The objective of this Statement of Work is to conduct and complete the requirements for the 2021 SD Military Youth Camp: Explore / option year projections for the 2022 SD Military Youth Camp: Explore. It is the responsibility of the contractor to ensure all requested requirements are met or exceeded. Meeting space, food, lodging, and possible customized outdoor activities shall be performed by the contractor with oversight by the SDNG Child & Youth Program POC.
2.2 It will be the responsibility of the assigned and trained Contracting Officer Representative (COR) to provide to the contractor the event dates and location 60+ days prior to the event. The Child & Youth Program will provide the lodging list to the contractor 1 week prior to the event. The Child & Youth Program staff will provide the numbers for food and outdoor activities to the contractor 1 week prior to the event. The Child & Youth Program staff will also confirm the cabins/lodging rooms and meeting spaces that will be used 1 week prior to the event. The Child & Youth Program Staff will provide a point-of-contact for the contractor to work with throughout the scheduling and execution process of the event. The Child & Youth Program staff will plan and coordinate specific outdoor/challenge activities with the vendor prior to the event as well.
The Child & Youth Program and community partner will be charged for actual numbers of participants and meals during the week of camp. (a) Definitions. As used in this clause--
Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). (3) Telecommunications or video surveillance services provided by such entities or using such equipment; or
(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.
