About this file
This is a Statement of Objectives (SOO) / furniture modernization requirements document for the U.S. Army Property and Fiscal Officer (USPFO) Puerto Rico at Fort Buchanan. The primary requirement is the procurement, delivery, and incidental installation of modern commercial off-the-shelf (COTS) office furniture to replace obsolete cubicles and workstations across two buildings (540 and 541), including disassembly and removal of existing furniture.
The scope encompasses three main sections: Comptroller Section (Building 540) requiring 13 occupied desk positions with 2 executive L-desks, 7 other L-desks, 4 straight desks, seating for 3 chairs plus 1 loveseat, and 5 storage assemblies; Purchasing and Contracting Section (Building 540) requiring 8 workstations with modular electrified panels, desks, returns, pedestals, and chairs; and Supply and Services Section (Building 541) requiring furniture for supervisor office, breakroom, customer service counter, record room, and trailer space. The furniture must be new, commercial-grade, durable items meeting government minimum requirements for dimensions, ergonomics, and safety standards. Installation must include disassembly and on-site staging of approximately 100+ pieces of legacy furniture in Building 540 (debris disposal managed by contractor; warehouse transfer by military personnel), unboxing and assembly of all components, power connection to existing building feeds, site cleanup, and operational testing. Delivery and installation must occur within 90 days of order receipt during standard business hours (0800–1600 Monday–Friday), phased by section to minimize disruption and coordinated at least 10 business days in advance with the Government Point of Contact. The contractor must comply with base access requirements including 10-day advance coordination for visitor passes, REAL ID-compliant identification, and constant escort by government personnel. Standard commercial warranty terms include minimum 10 years for structural components and 3 years for electrical components, with contractor responsibility for repairs or replacements at no additional cost during the warranty period. Product Service Code is 7110 (Office Furniture), with suggested NAICS Code 337214.
