About this file
This document is a Questions and Answers (Q&A) response from the Contracting Officer for Solicitation W912LR26QA032, an Army procurement (U.S. Army Corps of Engineers, based on the "W912LR" contract number prefix) for All-Terrain Vehicles (ATVs).
The solicitation requires quoters to supply ATVs meeting specific mandatory minimum technical specifications, including a 3-cylinder, 8.5 cubic inch diesel engine with 23.3 gross horsepower, deluxe 60/40 split bench seats with single-row seating configuration, a hydraulic cargo dump bed, factory air conditioning, and black coloring. Quoters must submit proposals by the offer due date specified in Block 8 of the solicitation, with a period for acceptance of quotes outlined in FAR Provision 52.212-1. Technical specifications are detailed in NGPRPFL_MFR_DOR_ATV document (Pages 1-2, Section 5) and Solicitation Page 3. Required certifications include SF 1449, FAR 52.204-7 (representations and certifications), FAR 52.225-4 (Buy American-Free Trade Agreements-Israeli Trade Act Certificate), and DFARS 252.204-7017 (covered defense telecommunications representation). Delivery requirements, inspection and acceptance procedures, and contract clauses incorporating FAR and DFARS provisions are specified in the solicitation. Payment terms follow DFARS 252.232-7006 Wide Area Workflow procedures with routing data provided on Page 20. The Q&A clarifies that gasoline engines, two-row seating, and non-hydraulic dump beds are non-conforming; all minimum specifications must be met for award eligibility, though minor differences in non-salient areas are acceptable.

8 Is a gasoline engine acceptable for this vehicle? NO. The technical specifications in the Description of Requirements (DOR) and the Solicitation (Item 0001) require a "3
Cylinder, 8.5 cu in, 23.3 Gross Engine HP" engine, which specifies a diesel-powered configuration. A gasoline engine is not acceptable as it deviates from the mandatory minimum specifications. The requirement remains as written.
9 Can the vehicle have two rows of seating? No. The specifications require "deluxe 60/40 split bench seats with driver's side seat adjustment" (single-row seating). A vehicle with two rows of seating (crew cab) is not acceptable as it would alter the vehicle's physical footprint, weight distribution, and load capacities specified in the solicitation. The requirement remains as written.
10 Is the hydraulic dump bed a mandatory requirement Yes. The hydraulic cargo dump is a mandatory minimum requirement as specified in Section 5 of the Description of
Requirements (DOR) and the Solicitation (Item 0001). Quotes offering vehicles without a hydraulic cargo dump (e.g., manual tilt or fixed beds) will be considered non-conforming and ineligible for award.
11 Would you consider a vehicle with similar, although not identical, specifications, provided it meets the intended operational needs and performance requirements?
The Government will evaluate quotes based on the "Minimum Requirements" and "Salient Characteristics" identified in the Description of Requirements (DOR) and Solicitation (Item 0001). To be eligible for award, the proposed vehicle must meet or exceed all specified minimum technical requirements. While minor differences in non-salient or unspecified areas are acceptable, any failure to meet a listed minimum specification (such as engine horsepower, hydraulic cargo dump, or factory cab with A/C) will result in the quote being deemed technically non-conforming.
12 I did not see a color so Im assuming a standard black will be sufficient?
Black is an acceptable color.
