About this file

This document contains questions and answers from industry regarding a federal solicitation for industrial hygiene surveys from the Department of the Army National Guard. The solicitation requires vendors to conduct air monitoring, evaluate local exhaust ventilation systems and other processes, and perform noise monitoring at ten Army National Guard facilities. The facilities range in size from 5,000 to 60,000 square feet. Vendors will review previous reports and facility chemicals and processes to determine which pollutants to test for. The Army will pay for all sample analysis, which is to be sent to the laboratory identified in the performance work statement. Surveys must assess all areas at each facility where industrial processes occur, both inside and outside buildings.

QUESTIONS FROM INDUSTRY:

1. Question: Please share the SQ measure of working areas contemplated for this project assignment per facility listed before.

Answer: Square footage range from 5k to 60k, vendor should confirm facility size. And fill out exhibit # 6

2. Question: Please provide a list of pollutants for air monitoring by each facility

Answer: We don’t give a list of pollutants. because we don't want the vendor limited to what we tell them to test. We want the vendor to review the past reports and review chemicals being used it that facility in processes and determine pollutants to sample. We pay for all samples analysis taken that’s why we stipulate which lab to send analysis. Vendor will have access to previous report upon winning the contract.

3. Question: Please provide a list of ventilation systems that you want to be evaluated by each facility.

Answer: LEV (local exhaust ventilation) Systems, 5.1.4 spells out and systems and or processes that need to be evaluated.

4. Question: Please provide a list of areas or tasks for noise monitoring by each facility.

Answer: 5.1.7 is has spelled it out.

5. Question: PWS page,13, “5.1.6- The IOM cassettes (reusable or disposable) should be ordered from the laboratory identified in the PWS along with a calibrator adapter.” We were unable to locate the name of the laboratory, can you please provide.

Answer: The laboratory is Identified in section 3.2 Laboratory analysis. Vendor can request sampling media from the laboratory. Vendor only has to pay for shipping the samples back to the lab. All other cost we cover with the lab.

6. Question: Please indicate if the 10 facilities listed in PWS, section 5.0 will be monitored/assessed in their totally internal/external surfaces or only specific area(s) of each facility, for example warehouses or shops

Answer: All ten facilities will be assessed where any industrial processes at that facility takes place (flightline, vehicle wash racks, exterior painting operations on vehicles etc.) Inside the building outside the bldg. if a vendor does not understand industrial processes in maintenance facilities, then that vendor will not be able to meet the technical requirements due to lack of experience. I should be able to access that in the technical evaluation.

NOTE: A reviewed Performance Work Statement was also uploaded.
