Amend No./ Clarification (C)
1 My company is a small, woman-owned business offering sustainability consulting and LEED certification services. We have experience on over 80 LEED/WELL projects. I would be interested to join an A-E team for this project. Do you have a list of interested primes whom I could contact?
A "one-time" snapshot of the interested vendor parties list will be posted to SAM.gov along with this response. The government will provide this one time and will not update this posting of the interested parties list. This information is provided on page 2 - 5 of this document.

2 My firm is interested in providing our qualifications for the National Guard Bureau, Architect and Engineering Indefinite Delivery Indefinite Quantity Contract for Vertical and Horizontal Projects for Puerto Rico and Virgin Islands solicitation. Are there any documents concerning the opportunity other than the solicitation notice/posting on sam.gov?
No, there are currently not any other documents concerning this opportunity other than the solicitation posting (W912LR-22-R-6000) on SAM.gov.

3 Question – Criteria F. paragraph 4, Geographic Proximity: We do a lot of work in PRVI but do not have an office in PRVI, are we excluded from consideration?
No, a firm will not be excluded from consideration solely due to not having an office located in PRVI. Criteria F is secondary criteria and will only be used as tiebreakers, if necessary.
C
4 Question: In all the previous National Guard Bureau solicitations for both Vertical and Horizontal Regions, a question was asked regarding the need to include Design-Build RFP experience as a Section F project, and in response the government indicated as part of the combined Q&A responses that under Criteria B – Specialized Experience and Technical Competence “The Government is requesting a minimum of (1) design-build experience under Criteria B – Specialized Experience and Technical Competence Subsection (9) to be evaluated in conjunction with all Criteria B – Specialized Experience and Technical Competence requirements”.
This specific question/response was not included in the combined Q&A synopsis provided in this solicitation. Is the Government no longer requesting a minimum of (1) design-build experience under Criteria B – Specialized Experience and Technical Competence?
Refer to item no. 9 under Criteria B which states, "Demonstrate experience with preparing the technical portions of a Design-Build Request for Proposal package (Profile Code D04 in Part II) for performance-based design-build; Discuss techniques used to address coordination of in-progress work with design and how safety is incorporated into your documents." This can be demonstrated in any of the five projects submitted.
C
5 While developing a small business utilization plan, if there is a business entity that meets more than one of the certifications (MBE, WBE, SDVOSB, HUB, etc.), can they be used at a greater participation level?
Refer to Contract Information Section of the Synopsis: "If selected as the most highly qualified firm, the large business offeror will be required to submit a Small Business Subcontracting Plan following FAR 52.219-9 and DFARS 219.704/705 as a part of the Request for Proposal Package (RFPP). The subcontracting plan will be based on subcontracting dollars. The subcontracting plan is NOT required with the SF330 submittal."

6 If a registration is not applicable in Puerto Rico, would we still need to satisfy that requirement?
If a registration is not applicable in Puerto Rico, would we still need to satisfy that requirement?
(Follow-up clarification) For instance if one of our employees in our San Juan office for the disciple of Geologist does not have the certification Professional Geologist (CPG) from the American Institute of Professional Geologist (AIPG) due to location, do we still need to satisfy this requirement. I am reading the solicitation to mean if this individual does not have this requirement, a registered Professional Geologist with at least 8 years of experience will be counted the same?
Additionally, does the CPG certification weigh more than a registered Professional Geologist with 8+ years of experience?
Would the National Guard Bureau consider extending the due date of this submission by 1 week?
Certified Professional Geologist (CPG) from the American Institute of Professional Geologist (AIPG) or a registered Professional Geologist license does not apply to the Region of Puerto Rico/Virgin Islands. An amendment is forthcoming to change the synopsis.
Synopsis Amendment 01
7 Can we submit our proposal early, prior to the due date. Will there be any Amendments prior to the due date.
Yes, you can submit your proposal early, however, if any RFI responses and/or an Amendment is issued, you may resubmit your proposal. Continue to monitor the SAM.gov posting for any RFI responses and/or Amendments. If you need to resubmit your proposal, you may request another DoD SAFE Code from the Contract Specialist listed in the synopsis.
