A. WORK TO BE DONE:
1. The work to be performed under this project consists in furnishing all labor, equipment, appliances, materials and performing all operations in strict accordance with ethical accepted practices of engineering.
2. The following is a list of the principal features of the project as described in the specifications, shown, noted or implied upon in the accompanying drawings, showing the general characteristics and extent of the work. Parts not specifically detailed shall be constructed in a manner and spirit conforming to the class of work required for the whole project.
3. The Contractor must perform a site visit in coordination with the Contracting Officer to verify the existing site and facility conditions. Any differing conditions shall be notified in writing to request clarification. It is the contractor’s responsibility to verify all dimensions and quantities of materials.
B. SPECIFICATIONS:
1. All work shall comply with the more stringent specification from the UFC or attached specification sections.

C. SCOPE OF WORK:
Muniz ANG Station, Puerto Rico, has experienced roof damage due to Hurricanes Irma and Maria.
The completion of the following roof repairs are required to preserve buildings.
Asbestos Abatement: Asbestos containing materials (ACM)/debris have not been inspected on the roofs for the buildings on Muniz ANG Station. Any ACM that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the required qualification documentation and has been approved to perform abatement work by the COR. An asbestos work plan must be submitted to the COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the COR office at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the ACM in accordance with 29 CFR 1926.1101, as outlined in DAQ R307-801, Puerto Rico standards, as well as base guidelines. Upon http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs completion of the asbestos removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection and encapsulation. Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean, first by a visual inspection and then by aggressive air clearance sampling. An independent, third party consulting firm hired by the contractor will run the aggressive air clearance samples. A three stage decon unit will be attached to each enclosure/phase prior to starting any asbestos removal. The decon unit will be equipped with hot and cold running water. Shower and or residual water will be filtered down to 5 microns before being discharged into a sanitary sewer drain. Regulated areas will be demarcated with asbestos warning signs and barrier tape. Contractor will remove and properly package the ACM while adequately wet. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR at the completion of the project. All asbestos waste shall be disposed of at an approved landfill and all waste manifests shall be signed by the contractor with a signed copy being returned to the case COR within 30 days of the waste being disposed of.
Bldg. 9 Roof – The intent is to remove old Spray Polyurethane Foam (SPF) Over Sloped Metal Roof on south side of building and apply SPF over entire roof.
1. Provide lump sum price
2. Conduct ACM inspection prior to work start – provide 156th CES with documentation.
3. Provide and apply active protective measures to prevent damage on the existing nearby buildings, government property, and vehicles.
4. Scarify existing SPF on metal roof and existing canopy where present. (Approximately
5,200 SQFT - Contractor shall field verify and provide material required for this scope of work).
5. Apply new SPF system to entire roof and canopy (Approximately 10,000 SQFT - Contractor shall field verify and provide material required for this scope of work).
Replace all flashing. Seal joints. Contractor to adhere to the following UFGS:

6. The installed roof system shall be watertight; free of defects including foam and coating delamination, blistering, or voids; suitable for the climatic and service conditions of the installation; and shall provide for positive drainage of the roof area.
7. Clean all affected areas and dispose of debris.
Bldg. 19 Roof – The intent of this scope is to repair the Spray Polyurethane Foam roof system by:

4. Remove the building perimeter flashing and install new galvanized metal cap flashing.
5. Remove existing gutter and downspouts and install new galvanized metal gutters and downspouts.
6. Scarify the existing roof Sprayed Polyurethane Foam (SPF) exposing at least one (1) inch of bare surface to provide better bonding for the new coating.
7. Cut and remove all identified blisters to expose the bare steel roof panel. Fill out the blister depression with new SPF until it is even with the surrounding surface in accordance with manufacturer instructions and guidance.
8. Provide and apply 2” recoating of SPF to the entire roof surface in accordance with manufacture instructions and guidance.
9. Provide and apply two (2) coats of Silicone roof sealer on the entire surface to protect the SPF layer in accordance with manufacturer instructions and guidance. (Approximately 19,500 SQFT – Contractor shall field verify and provide material required for this scope of work). Contractor to adhere to the following UFGS:

10. Repair metal flashing above roll-up doors.
11. The installed roof system repairs shall be watertight; free of defects including foam and coating delamination, blistering, or voids; suitable for the climatic and service conditions of the installation; and shall provide for positive drainage of the roof area.
12. Clean all affected areas and dispose of debris.
Bldg. 22 Roof – Scope intends to repair existing Spray Polyurethane Foam (SPF) roofing system.
1. Provide lump sum price.
3. Provide and apply active protective measures to prevent damage on the existing nearby buildings, government property, and vehicles.
4. Repaired roof sections shall be designed for 160 mph wind speed.
5. Clean and prepare areas to be patched.
6. Patch east side of building patched using the provided UFGS Specifications in the Scope of
Work. Apply 2 finish coats of top sealant on patches of roof adhering to the provided UFGS Specifications in the Scope of Work. Attention to be paid on east side of roof and flashing.
(Approximately 3000 SQFT - Contractor shall field verify and provide material required for this scope of work).

7. Remove damaged and missing flashing and replace all metal flashing with like kind on east end of building. Seal joints. (Approximately 100 LF - Contractor shall field verify and provide material required for this scope of work).
8. The installed roof system repairs shall be watertight; free of defects including foam and coating delamination, blistering, or voids; suitable for the climatic and service conditions of the installation; and shall provide for positive drainage of the roof area.
9. Clean all affected areas and dispose of debris.
Bldg. 25 Roof – Scope intends to repair existing SPF roof system by patching areas of the roof.
3. Provide and apply active protective measures to prevent damage on the existing nearby buildings, government property, and vehicles.
4. Repaired roof sections shall be designed for 160 mph wind speed.
5. Clean and prepare areas to be patched.
6. Allow for patch surface to dry completely.
7. Apply 2 finish coats of top sealant coating over east side of building patched using the provided UFGS Specifications in the Scope of Work. Seal joints at flashing as required.
Attention to be paid on east side of roof and flashing. (Approximately 500 SQFT - Contractor shall field verify and provide material required for this scope of work).

10. Clean all affected areas and dispose of debris.
Bldg. 71 Roof and Wall - The scope intends to make repairs following the repair of the roof and walls.
2. Provide and apply active protective measures to prevent damage on the existing nearby buildings, government property, and vehicles.
3. Conduct ACM inspection prior to work start – provide 156th CES with documentation.
4. Remove and replace exterior wall panels with like kind on east side of building.
(Approximately 200 SQFT - Contractor shall field verify and provide material required for this scope of work).
5. Remove and replace exterior roof corrugated metal at east end of building with like kind.
(Approximately 500 SQFT material - Contractor shall field verify and provide material required for this scope of work).
6. Patch Spray Polyurethane Foam roof on repaired section of roof. Seal joints. (Contractor shall field verify and provide material required for this scope of work).

7. Remove damaged flashing around building (Approximately 50 LF material - Contractor shall field verify and provide material required for this scope of work).

9. The installed roof system repairs shall be watertight; free of defects including foam and coating delamination, blistering, or voids; suitable for the climatic and service conditions of the installation; and shall provide for positive drainage of the roof area.
10. Clean all affected areas and dispose of debris.
Building 73 Roof – This scope intends to maintain the recycling building by repairing the hurricane damaged roof.

4. Remove damaged wood roof deck sheets – replace with like product. Material should be treated for outdoor use.
5. Remove damaged metal roof system. Install new standing seam metal roof that is rated for 160 mph winds. Seal edges. (Approximately 500 SQFT - Contractor shall field verify and provide material required for this scope of work).
6. Clean all affected areas and dispose of debris
Bldg. 75 Gutters and Downspouts – This scope intends to maintain the facility by replacing wind-blown gutters and downspouts.

6. Remove all flashing
7. Install gutter with like kind (Approximately 140 LF - Contractor shall field verify and provide material required for this scope of work).

9. Install flashing with like kind (Approximately 260 LF - Contractor shall field verify and provide material required for this scope of work).
10. Install splash boards at base of gutters. (Contractor shall field verify and provide material required for this scope of work).

Bldg. 80 Roof – Scope intends to patch the existing Modified Bitumen roof system such that the current leaks are eliminated by:

Exterior flashing and fascia –
7. Replace damaged and missing flashing at wall to roof and decorative fascia area around entire building. Seal all flashing and fascia boards. (Approximately 200 LF - Contractor shall field verify and provide material required for this scope of work). See SECTION 07 52 00
MODIFIED BITUMINOUS MEMBRANE ROOFING.
8. Paint flashing and fascia with like product approved by 156th CES/BCE. See SECTION 09
90 00 – PAINTS & COATINGS.
9. Replace all roof boots for all roof penetrations that cause leaks. Seal joints.
10. Repair all sealant and edge trim that cause leaks. Seal joints.
11. Scarify and patch sections of roof that cause leaks on upper and lower roofs to include overhang roof on south side. (Approximately 500 SQFT/10 locations of patch - Contractor shall field verify and provide material required for this scope of work). Remove and replace flashing as required. Seal joints.

6. Allow for patch surface to dry completely.

5. Remove and replace all gutter and downspout sections with like kind. (Approximately 340 LF of gutter and 200 LF of downspouts - Contractor shall field verify and provide material required for this scope of work).
6. Replace all flashing with like kind. (Approximately 240 LF - Contractor shall field verify and provide material required for this scope of work).
7. Replace all roof boots for all roof penetrations that cause leaks. Seal joints.
8. Repair all metal roof sections that cause leaks into building in full sheet sections. Seal edge all edge joints. Apply Spray Polyurethane Foam system to entire roof. Seal joints.
(Approximately 300 SQFT of new roof panels with 6,000 SQFT of SPF - Contractor shall field verify and provide material required for this scope of work). Contractor to adhere to the USGS guidelines in this Scope to include:

Bldg. 103 Roof – Scope intends to repair existing Modified Bitumen roof system by patching areas of the roof.

(Approximately 300 SQFT patch and 11,300 SQFT SPF - Contractor shall field verify and provide material required for this scope of work). Contractor to adhere to the USGS guidelines in this Scope to include:

Building 106 HAZMAT shed – The scope of this intends to repair two of the three sides of the HAZMAT shed near building 106.

D. SPECIAL CONSIDERATIONS:
1. Solid Waste Management:
• All waste materials and debris generated by work under this contract shall be processed, handled, transported, stored, and disposed of by the contractor in accordance with all federal, state, local, regulations, and laws. All waste streams will be quantify and reported to the Base Environmental Manager.
2. Fire Safety:
• The Contractor shall comply with all local fire regulations and NFPA 241 during all demolition and construction work. All fire extinguishers required shall be provided and maintained by the contractor, but must be approved for use by the contracting officer prior to use. “Hot-work” operations, those involving welding, soldering, brazing, or torch heating shall not commence before an AF Form 592 is completed and signed by the Fire Inspector. The contractor shall contact the Fire Department’s inspection section at least one work day prior to hot-work operations for assistance and completing the Form 592. There shall be no open burning of waste materials or debris during this contract.
E. LOCATION OF THE WORKS:
1. The site of the work covered by these specifications is Muniz ANG Station, Puerto Rico.
F. SPECIAL INSTRUCTIONS:

• Must request Digging Permit before work start.
2. For additional contracting issues will be directed to the Contracting Officer in Building 29, Muñíz ANG Base at telephone (787) 253-5238 or 7438.
• Must fill out Base Access Letter before project start.

11. Contractor Manpower Reporting Application (CMRA): The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
12. Every day all garbage and remaining materials related to the work will be taken to a garbage container provided by contractor.
13. Only company cars with distinctive logos posted at passenger and driver doors will be authorized inside BASE premises.

14. All personnel are required to show a valid not expired ID in the main entrance gate before entering the Base premises.
15. At the end of each working day all areas will be clear from equipment, tools and materials.
16. Special precautions will be taken at no cost to government to protect base property during the project execution.
17. The use of Personal Protective Equipment is mandatory at all time while working in the project.

1.3 MANUFACTURER'S CERTIFICATE
Submit certificate from the insulation manufacturer attesting that the installer has the proper qualifications for installing tapered roof insulation systems.
Certificate attesting that the expanded perlite or polyisocyanurate insulation contains recovered material and showing estimated percent of recovered material. Certificates of compliance for felt materials.
1.4 QUALITY ASSURANCE
1.4.1 Insulation on Steel or Concrete Decks
Roof insulation shall have a flame spread rating not greater than 75 and a smoke developed rating not greater than 150, exclusive of covering, when tested in accordance with ASTM E84. Insulation bearing the UL label and listed in the UL Bld Mat Dir as meeting the flame spread and smoke developed ratings will be accepted in lieu of copies of test reports.
Compliance with flame spread and smoke developed ratings will not be required when insulation has been tested as part of a roof construction assembly of the type used for this project and the construction is listed as fire-classified in the UL Bld Mat Dir or listed as Class I roof deck construction in the FM APP GUIDE. Insulation tested as part of a roof construction assembly shall bear UL or FM labels attesting to the ratings specified herein.
1.4.3 Sustainable Design Certification
Product shall be third party certified by GEI Greenguard Indoor Air Quality
Certified, SCS Scientific Certification Systems Indoor Advantage or equal.
Certification shall be performed annually and shall be current.
1.4.5 Local/Regional Materials
See Section 01 33 29 LEED(tm) DOCUMENTATION for cumulative total local material requirements. Roof insulation and materials may be locally available.
1.5 DELIVERY, STORAGE, AND HANDLING
1.5.1 Delivery
Deliver materials to site in manufacturer's unopened and undamaged standard commercial containers bearing the following legible information:

a. Name of manufacturer;
b. Brand designation;
c. Specification number, type, and class, as applicable, where materials are covered by a referenced specification; and
Deliver materials in sufficient quantity to allow continuity of the work.
1.5.2 Storage and Handling
Store and handle materials in a manner to protect from damage, exposure to open flame or other ignition sources, and from wetting, condensation or moisture absorption. Store in an enclosed building or trailer that provides a dry, adequately ventilated environment. Replace damaged material with new material.
1.6 ENVIRONMENTAL CONDITIONS
Do not install roof insulation during inclement weather or when air temperature is below 40 degrees F and interior humidity is 45 percent or greater, or when there is visible ice, frost, or moisture on the roof deck.
1.7 PROTECTION OF PROPERTY
Provide protection as specified in Section 07 52 00 MODIFIED BITUMINOUS
MEMBRANE ROOFING.
PART 2 PRODUCTS
2.1 INSULATION
2.1.1 Insulation Types
Roof insulation shall be the following material and compatible with attachment methods for the specified insulation and roof membrane:
a. Polyisocyanurate Board: ASTM C1289 Type II, fibrous felt or glass mat membrane both sides, except minimum compressive strength shall be 20 pounds per square inch (psi).
2.1.3 Recovered Materials
Provide thermal insulation materials containing recycled materials to the extent practical. The required minimum recycled material content for the listed materials are:
Polyisocyanurate/polyurethane: 9 percent recovered Material
2.1.4 Insulation Thickness
As necessary to provide a thermal resistance (R value) of 20 or more.
Thickness shall be based on the "R" value for aged insulation.
2.1.5 Tapered Roof Insulation
One layer of the tapered roof insulation assembly shall be factory tapered to provide a slope of not less than 1/4 inch per foot in the valleys.

Provide starter and filler blocks as required to provide the total thickness of insulation necessary to meet the specified slope and thermal conductance. Mitered joints shall be factory fabricated and shall consist of two diagonally cut boards or one board shaped to provide the required slopes. Identify each piece of tapered insulation board by color or other identity coding system, allowing the identification of different sizes of tapered insulation board required to complete the roof insulation system.
2.1.6 Cants and Tapered Edge Strips
Provide preformed cants and tapered edge strips of the same material as the roof insulation; or, when roof insulation material is unavailable, provide pressure-preservative treated wood, wood fiberboard, or rigid perlite board cants and edge strips as recommended by the roofing manufacturer, unless otherwise indicated. Face of cant strips shall have incline of 45 degrees and vertical height of 4 inches. Taper edge strips at a rate of one to 1
1/2 inch per foot down to approximately 1/8 inch thick.
2.2 PROTECTION BOARD
For use as a protection board for torched-down, or adhesively-applied roofing membrane over roof insulation.
2.2.1 Glass Mat Gypsum Roof Board
ASTM C1177/C1177M, 0 Flame Spread and 0 Smoke Developed when tested in accordance with ASTM E84, 500 psi, Class A, non-combustible, 5/8 inch thick, 4 by 8 feet board size.
2.6 FASTENERS
An adequate fastening system should be provided by the roofing manufacturer. The following are minimums, but roofing manufacturer guidance must be complied with including any minimum values they provide.
Flush-driven through flat round or hexagonal steel plates. Steel plates shall be zinc-coated, flat round not less than 1 3/8 inch diameter or hexagonal not less than 28 gage. Plates shall be formed to prevent dishing. Do not use bell-or cup-shaped plates. Fasteners shall conform to insulation manufacturer's recommendations except that holding power, when driven, shall be not less than 120 pounds each in steel deck.
2.6.3 Fasteners for Steel Decks
Approved hardened penetrating fasteners or screws conforming to FM 4470 and listed in FM APP GUIDE for Class I roof deck construction. Quantity and placement to withstand uplift pressures to provide a complete roof system assembly complying with criteria specified in Section 07 52 00 MODIFIED
BITUMINOUS MEMBRANE ROOFING, criteria as indicated in the roof manufacturer’s shop drawings and specifications for a 160 mile per hour wind resistance rating and conforming to FM APP GUIDE.
2.6.4 Fasteners for Poured Concrete Decks
Approved hardened fasteners or screws to penetrate deck at least one inch but not more than 1 1/2 inches, conforming to FM 4470, and listed in
FM APP GUIDE for Class I roof deck construction. Quantity and placement to withstand an uplift pressure as indicated for Steel Decks.

2.7 WOOD NAILERS
Pressure-preservative-treated as specified in Section 06 10 00 ROUGH
CARPENTRY.
PART 3 EXECUTION
3.1 EXAMINATION AND PREPARATION
3.1.1 Surface Inspection
Surfaces shall be clean, smooth, and dry. Check roof deck surfaces, including surfaces sloped to roof drains and outlets, for defects before starting work.
The Contractor shall inspect and approve the surfaces immediately before starting installation. Prior to installing insulation, perform the following:
a. Examine steel decks to ensure that panels are properly secured to structural members and to each other and that surfaces of top flanges are flat or slightly convex.
b. Prior to installing any roof system on a concrete deck, conduct a test per ASTM D4263. The deck is acceptable for roof system application when there is no visible moisture on underside of plastic sheet after
24 hours.
3.1.2 Surface Preparation
Correct defects and inaccuracies in roof deck surface to eliminate poor drainage and hollow or low spots and perform the following:
a. Install wood nailers the same thickness as insulation at eaves, edges, curbs, walls, and roof openings for securing cant strips, gravel stops, gutters, and flashing flanges.
b. Cover steel decks with a layer of insulation board of sufficient thickness to span the width of a deck rib opening, and conforming to fire safety requirements. Secure with piercing or self-drilling, self-tapping fasteners of quantity and placement conforming to
FM APP GUIDE. Insulation joints parallel to ribs of deck shall occur on solid bearing surfaces only, not over open ribs.
3.4 INSULATION INSTALLATION
Apply insulation in two layers with staggered joints when total required thickness of insulation exceeds 1/2 inch. Lay insulation so that continuous longitudinal joints are perpendicular to direction of felts for the modified bituminous roofing, as specified in Section 07 52 00, "
MODIFIED BITUMINOUS MEMBRANE ROOFING", and end joints of each course are staggered with those of adjoining courses. When using multiple layers of insulation, joints of each succeeding layer shall be parallel and offset in both directions with respect to layer below.Keep insulation 1/2 inch clear of vertical surfaces penetrating and projecting from roof surface.
3.4.3 Installation Using Only Mechanical Fasteners
Secure total thickness of insulation with penetrating type fasteners.

3.4.4 Special Precautions for Installation of Foam Insulation
3.4.4.1 Polyisocyanurate Insulation
Where polyisocyanurate foam board insulation is provided, install 1/2 inch glass mat gypsum roof board over top surface of foam board insulation.
Stagger joints of insulation with respect to foam board insulation below.
3.4.5 Cant Strips
Where indicated, provide cant strips at intersections of roof with walls, parapets, and curbs extending above roof. Wood cant strips shall bear on and be anchored to wood blocking. Fit cant strips flush against vertical surfaces. Where possible, nail cant strips to adjoining surfaces. Where cant strips are installed against non-nailable materials, install in an approved adhesive.
3.4.6 Tapered Edge Strips
Where indicated, provide edge strips in the right angle formed by junction of roof and wood nailing strips that extend above level of roof. Install edge strips flush against vertical surfaces of wood nailing strips. Where possible, nail edge strips to adjoining surfaces. Where installed against non-nailable materials, install in an approved adhesive.
3.5 PROTECTION
3.5.1 Protection of Applied Insulation
Completely cover each day's installation of insulation with the finished roofing specified in Section 07 52 00 on same day. Do not permit phased construction. Protect open spaces between insulation and parapets or other walls and spaces at curbs, scuttles, and expansion joints, until permanent roofing and flashing are applied. Do not permit storing, walking, wheeling, or trucking directly on insulation or on roofed surfaces. Provide smooth, clean board or plank walkways, runways, and platforms near supports, as necessary, to distribute weight to conform to indicated live load limits of roof construction. Exposed edges of the insulation shall be protected by cutoffs at the end of each work day or whenever precipitation is imminent. Cutoffs shall be 2 layers of bituminous-saturated felt set in plastic bituminous cement. Fill all profile voids in cut-offs to prevent entrapping of moisture into the area below the membrane. Cutoffs shall be removed when work is resumed.
3.5.2 Damaged Work and Materials
Restore work and materials that become damaged during construction to original condition or replace with new materials.
3.6 INSPECTION
The Contractor shall establish and maintain an inspection procedure to assure compliance of the installed roof insulation with the contract requirements. Any work found not to be in compliance with the contract shall be promptly removed and replaced or corrected in an approved manner.
Quality control shall include, but not be limited to, the following:
a. Observation of environmental conditions; number and skill level of

b. Verification of certification, listing or label compliance with FM P9513.
c. Verification of proper storage and handling of insulation materials before, during, and after installation.
d. Inspection of mechanical fasteners; type, number, length, and spacing.
e. Coordination with other materials, cants, sleepers, and nailing strips.
f. Inspection of insulation joint orientation and laps between layers, joint width and bearing of edges of insulation on deck.
g. Installation of cutoffs and proper joining of work on subsequent days.
h. Continuation of complete roofing system installation to cover insulation installed same day.

1.2 DESCRIPTION OF ROOF MEMBRANE SYSTEM
DELETE ITALAIC IF NOT APPLICABLE:
Vapor Barrier: Minimum two-ply vapor barrier consisting of type II base sheet. Vapor barrier to be installed shingle fashion and adhered in hot bitumen.
Temporary roof: one ply of type II base sheet lapped per manufacturer recommendations with glaze coat.
Tear off to current roofing system to expose substrate.
Minimum two-ply SBS modified bitumen roof membrane consisting of modified bitumen base sheet and cap sheet. Field of modified bitumen base sheet is to be adhered in hot asphalt. Modified granular surfaced cap sheet must be set in hot asphalt. Wall Flashings: Modified base sheet set in place with hot bitumen. Cap sheet cap sheet set in hot asphalt. Shingle all rolled goods to effectively shed water. Ponding water will not be accepted.
