QUESTIONS AND ANSWERS RELATED TO:
SOLICITATION
Make Sure You Have the Latest Version of this Web Page “Refresh” or “Reload”
Dated 10 April 2012
1. Q. How do I access the files/documents for the Project?
A. See, Sections 4.4, 4.5 & 4.7 of the FBO Vendor Guide available for download in PDF format via the Federal Business Opportunities / FBO Home Page. See also, Section 00100 of the Solicitation. Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, DLA Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49017-3084. The Joint Certification Office may be contacted by telephone at: 1-(800) 352-3572; or email: jcp-admin@.dla.mil.
2. Q. I am trying to access the [export controlled] packages and have a number as assigned on DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2015.
A. The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their CCR registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.
3. Exhibit J is updated to give the specific gate of entry for pre-proposal meeting. Information is correct as written in Solicitation section 00100, paragraph 2.1.1 and 2.1.4 as shown.

Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
4. Q. Has a firm date been determined for the Pre-Proposal conference referenced above?
A. See solicitation section 00100, paragraph 2.1.1 (also shown in Q. 3., above)
5. Q. I want to bid for this project, Give me the steps to qualify.
A. Complete requirements are posted on FBO. You must read all solicitation, supporting documents and follow instructions provided.
6. Q. In regard to the opportunity listed below, is this a new requirement? If not, can you provide the previous contractor, contract#, value, award, and expiration date?
A. This is a new requirement.
7. Q. Can you please tell me if the presolicitation for W912LR-12-R-0001 is design-build?
A. No, this is a design-bid-build project. Complete plans and specs are posted on FBO.
8. Q. Item # 8…Furniture. Is this office or will you be needing Barracks Furniture?
A. Complete furniture requirements are posted as an attachment on FBO.
9. Q. Page 21 of 78, Section 3.4.3.2: This section requires that Offerors send out requests for Past Performance Questionnaires. Many times, the Government staff who were present during the construction of past projects have been reassigned to other posts or have left the DOD - leaving no one with specific project experience to properly respond to the PPQ. That said, please consider removing the requirement to submit PPQs and, more specifically, for projects that have completed CCASS reports.
A. The Government will not “remove the requirement” As stated in Section 110, 3.4.3.10. Past Performance References – REQUIRED – A “Final” Performance Evaluation (Construction) (also referred to as CCASS Evaluation) issued for a project may be included in lieu of sending out reference package for the project.
10. Q. Would you mind confirming the date/time for Proposal submissions? I believe the date is 27 March but I am unable to locate the time.

11. Q. Can we please have a copy of the CAD drawings in order to properly layout the furniture?
A. It is our policy not to release CAD files prior to bid. We typically release CAD files only to the successful bidder/offeror and only upon request. The government has already selected the format for bid documents (being electronic copies in PDF format ). Preparation of CAD format files so as to be useable by the entire bidding pool (who may have different releases of ACAD or entirely different CAD programs) is not feasible and could be perceived as providing an advantage to some offerors over others.
12. Q. Please clarify the scope of work requirements for the furniture package Item #0009 Option 8 Furniture on the bid form. A price has been included for $1,695,211.96. Is this the price we are expected to carry for purching furniture? Do I have to add for shipping and installation? There is also a note on each floor plan that reads FOR INFORMATION ONLY. FURNITURE NOT IN CONTRCT (NIC).
A. Disregard the indicated dollar value for the Furniture Bid Package. Disregard the Note: FOR INFORMATION ONLY. FURNITURE NOT IN CONTRACT (NIC) in the plans. Provide a price for the Furniture Package which includes shipping and installation.
13. Q. Can you please address the use of the paragraph (see below) in the subject solicitation? Per conversation with the local SBA representative, the referenced FAR Clause is mainly used for SB Set Aside and not in an unrestricted procurement, please provide your guidance.
A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration (IAW FAR 19.302 (b) to determine eligibility. Note that there were significant changes in 2011 to the SBA requirements for a Joint venture agreement. Ensure that you have the most up to date regulations from the Small Business Administration. All questions regarding this must be directed the Small Business Administration and not the Contracting Officer.
A. Though sol unrestricted this would still be applicable to certain firms submitting as a JV. No change to solicitation are made.

-There are more cost effective designs for thermal solar systems that could consolidate the equipment and make for a more efficient system and generate more energy. Is the design open to alternate configurations?
-The present plumbing arrangement is a little confusing. We think that we understand the basic concepts, but some adjustments to the schematics may be necessary. Is that something that needs to be done before bidding or would that be done after award?
-Does the solar system include the hot water heater and all the plumbing indicated on drawing page P-105?
A. - Project shall be bid per contract drawings and specifications. - Substitution requests will be considered after contract is awarded per Product Requirements specification section 016000.

60. Q. Can you please provide clarification for the following question.
1. Let me first say that it is extremely unusual (if at all) to ask for insulated laminated units using all 3 of the component lites with Low-E coating. The usual and common way is using one lite with the Low-E component (usually the outboard lite) and the other two lites without any low-e coating. It appears to me that perhaps there may have been a mistake/misunderstanding by the architect/specifier when writing the specs you have submitted to my attention. Let me first try to explain making reference to the specifications submitted:
* On page 088000-1 section 1.2E they correctly and clearly identify the definitions for the various Surface #".
(In other words, by their own correct definition as stated on section 1.2E, the description below is wrong even ifthat is really what they want)
** On page 088800-8 section 2.7A they describe the components as follows:
Exterior lite 1/4" clr. HS, VE-85 #2 Inner layer .077 Vanceva Storm Interior lite 1/4" clr. HS, VE-85 #2 1/2" Air Spacer 1/4" clr. HS VE-85 #2
As per their own correctly identified surface # definitions on page 1, the "Exterior Lite" does have surface #1 and surface #2. so placing the Low-E coating on surface #2 is correct; on the "Interior Lite" this lite has surface #3 and surface #4 (there is no surface #2 on this lite) and therefore it is impossible for the Low-E coating on this "Interior Lite" to be on surface #2; on the last lite (which is not identified but is the lite facing the inside of the building), this lite has surface #5 and surface #6 (there is no surface #2 on this lite) and therefore it is also impossible for the Low-E coating on this "inside" lite to be on surface #2 as indicated.
IF they really want all 3 lites to have Low-E coating (which I seriously doubt as it is extremely unusual), then they should have described it as follows:
Exterior lite 1/4" clr. HS, VE-85 #2 Inner layer .077 Vanceva Storm Interior lite 1/4" clr. HS, VE-85 #3 1/2" Air Spacer 1/4" clr. HS VE-85 #5
Because I do believe this is a mistake/misunderstanding, and because it is extremely unusual to have all 3 lites with Low-E coating (specially in tropics and/or sub-tropical areas), I am of the opinion that what they probably want and how it should have been specified is as follows:
Exterior lite 1/4" clr. HS, VE-85 #2 Inner layer .077 Vanceva Storm
Interior lite 1/4" clr. HS, (no Low-E coating) 1/2" Air Spacer 1/4" clr. HS (no Low-E coating)
A. Section 1.2E shall govern.
