Questions and Reponses W912LQ20Q0007
Q1. Could you confirm how many toilets are required, hand wash stations and 250 gallon tanks. I see the numbers in the schedule juts want to make certain.
A1. The numbers in the schedule represent the total for the full period of performance, not at one time or all year. For example, 10 each, 250 gallon tanks could be ordered as 1 tank in Nov, Dec, Jan, Feb, Mar, May, Jun, Jul, Aug and Sep, the total of which is 10 during the period of performance.
Q2. Is waste allowed to be disposed of onsite through a drain/sewer hole…DHEA allows for that, it’s a matter of what environmental protocols are being followed by your client.
A2. The solicitation states the contractors shall not dispose of waste at any location on A.P. Hill
Q3. Is there a water source on base that we can use to refill our service trucks with?
A3. Yes there is a water source at AP Hill, Virginia
Q4. Please explain what the 250 gallon waste tanks will be used for?
A4. The water tanks are used by our kitchen personnel (KP) to collect water which has been used.
Q5.The service schedule for hand wash stations may not be adequate, the water capacity is only 18-22 gallons for fresh and 18-22 gallons for grey…, hand towels etc., this could all be used within 24-48 hours. I would suggest having a daily or every 2 days replenishment for hand wash stations. Please advise.
A5. The units will only need to use the equipment for drill weekend during each month. Most drill weekends are only two days in duration; therefore, more frequent servicing is not needed.
Q6. Can you clearly explain the delivery/set up period, do we have 3-4 days, hopefully more, where we can bring in all equipment and place it?
A6. Coordination for delivery will be initiated by the government point of contact no later than two weeks prior to the required delivery date. During coordination of delivery, the contractor and government representatives will agree upon a date upon which delivery of equipment is required.
Q7. Who is incumbent service provider?
A7. Wheel Drive Specialty Conversion Division
Q8. What is current annual value of contract?
A8. Total contract value is $20,185
Q9. I am in the process of reviewing this Portable Latrine Solicitation. I would like to ask if the 152 toilets are in place on a year round basis? OR, are they just in place as needed when Units are training on AP Hill. We do Portable Latrines on several military installations and typically most of the toilets are in and out as needed, while a few are in place on a "permanent" basis and serviced on a regular schedule.
A9. The government point of contact will initiate coordination with the vendor regarding the type and quantity of equipment required for each event no later than two weeks prior to the expected delivery date. The equipment is not rented/serviced on a year round basis.
Q10. Ref: SF1449 Continuation Sheet Comment: The quantity show 152 ea, with each unit being the rental of one (1) portable latrine for one week.
Question: Are we correct in understanding that there are 152 weeks of latrine rentals available for purchase by the government? And how many latrines will be required per training event.
A10. As the unit, number of personnel and length of training varies, a set number of latrines per event cannot be specified at this time. The type, quantity and placement location of equipment is ordered by specified government representatives who will initiate coordination with the vendor no later than two weeks prior to the expected delivery date.
Q11. Ref: Solicitation pg 53/67 "POC Dates" Question: Can the government confirm that these are the only training dates for when services will be required?
A11. These are the training dates as presently known. However, training events can be added, changed or cancelled. The government points of contact will coordinate with the vendor no later than two weeks prior to the expected delivery date to finalize counts, locations and type of equipment.
Q12. How many calendar weeks are offerors to plan on providing service?
A12. The solicitation is being issued with a period of performance of November 2019 through September 2020.
