This document is Amendment 0003 to a Request for Proposal (RFP) for the Iowa National Guard, solicitation number W912LP25R0001, containing eight questions and answers related to an Interview and Interrogation course contract. Key details include the current contract (W912LP-20-P-0038) ending on May 31, 2025, and the new solicitation requiring course iterations across 54 US states and territories, with 1/3 of courses conducted in Johnston, Iowa. Pricing requirements specify a firm-fixed price per iteration that includes all travel and lodging expenses, with no subsequent requests for equitable adjustment allowed.
Additional notable requirements include a mandatory NIST SP 800-171 DoD Assessment for bidders, which can be completed through the Supplier Performance Risk System (SPRS), and a course vetting process requiring attorney review to confirm constitutionally permissible practices. The solicitation closes on June 24, 2025, at 11:00 am local time, with the last day to submit questions being June 16, 2025. Proposals will be evaluated on price and other factors, with price needing to be determined fair and reasonable through comparison with previous prices, other contractors' proposals, and the Independent Government Estimate.

Amendment 0003 - Questions and Answers
Iowa National Guard
RFP#: W912LP25R0001
The following question answers are incorporated into RFP# W912LP25R0001.
Question #1: Is there an opportunity to ask questions?
Answer #1: The last day to submit questions for this RFP is Monday, June 16, 2025. This allows the Government time to receive the question(s), research the answer, and published a revised Amendment 0001 – Questions and Answers for all potential contractors to read.
All questions shall be submitted in writing via email to the POCs listed in the CSS.
Question #2: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer #2: This is not a new requirement, the current contract W912LP-20-P-0038 (base plus four options) will end on May 31, 2025.
Question #3: Is there a maximum cost to be paid for the training? I thought I saw 45K-60K as the maximum fees.
Answer #3: There is no set maximum fee per iteration of the course; however, contractor’s proposal will be evaluated on price and other factors considered. See Attachment 2c for Evaluation Factors for Award. Price must be determined fair and reasonable before an award is made, i.e., compared to previous prices paid, other contractors proposed price, and the Independent Government Estimate to name a few.
Note to contractors: The recently released Attachment 3 – Wage Determinations has been uploaded to the RFQ.
Question #4: The RFP says the courses can be taught at the Iowa Base as well as any of the other 54 locations and states in the jurisdiction. Based on that should the proposal include travel to all of these potential locations across the USA and it covered territories?
Answer #4: Contractor’s proposed price per iteration shall take into consideration that 1/3 of the course iterations will be conducted in Johnston, Iowa and the remaining 2/3 of course iterations may be conducted at any location with the 54 US States and Territories. Proposed iteration price shall include all travel and lodging expenses, requests for equitable adjustment will not be accepted. The proposed iteration price shall be a firm-fixed price for all potential iterations in the contract base year. The same is true for each of the contract option years.
Question #5: I was reading that a NIST SP 800-171 DoD Assessment is required for the bid, is that correct? Is there a place to get an assessment from the Government for no fee? The average fee is between 5K and 15K.
Answer #5: NIST SP 800-171 DoD Assessment is required in accordance with DFARS clause 252.024-7012. Contractor shall have a current (within 3 years) NIST SP 800-171 DoD Assessment prior to receiving a contract award. Contractor shall acknowledge this requirement in their proposal cover letter.
Contractor may complete their assessment through the Supplier Performance Risk System (SPRS) module within the Procurement Integrated Enterprise Environment (PIEE) website.
Under the Web Based Training PIEE module there is a SPRS training link for contractors needing to submit their NIST assessment.

Another resource is your state’s APEX Accelerator which may be able to provide help with the NIST assessment.
Question #6: Ref submission and this paragraph: 3.3. Each volume shall be written or presented on a standalone basis. Information required for proposal evaluation that is not found in its designated volume or presentation will be assumed to have been omitted from the proposal and will not be considered. Does this mean each volume must be created and separate or can the proposal be one document with the volumes contained in the document?
Answer #6: Each volume shall contain the required information specified in Attachment 2b – Addendum to FAR 52.212-1 and each volume shall be clearly separated, i.e., tabbed for example. There is no requirement for separate hardcopy volume binders as an example, however, volume 4 (Price Proposal) shall have the ability to be separated from the other volumes. Digital copy on CD/DVD shall be separated by volume and clearly named. Each document within each volume shall also be clearly named.
Student manual submitted with proposal shall be an exact example of the student manual to be given to each student during the course. MCTC logo is not required on the proposal student manual.
Question #7: Regarding Attachment 2b, para. 5.10 Sub-factor 9: Course Vetting.
Answer #7: Course vetting shall remain a proposal submission requirement. The signed letter shall state the course content has been reviewed by an attorney and teaches constitutionally permissible practices.
Question #8: Please explain Volume 3, para. 6.4.3 CPARS.
Answer #8: Volume 3, para. 6.4.3 is only a notice the Government may rereview Contractor Performance Assessment Reporting System (CPARS) for contractor’s past performance. There is nothing required from the contractor, the Government will pull these reports after a proposal is submitted if there are any CPARS reports in the system.
Note to contractors: This is the last amendment providing answers to contractor questions due to the solicitation closing on June 24, 2025, at 11:00 am local time. The Government will not have sufficient time to research and provide an answer that all contractors can reasonably view prior to solicitation closing.
