Questions and Answers v1
Q1. If the offeror can provide practical exercises without using narcotics or producing narcotics is the DEA Controlled Substance Registration Certificate that is required in section 5.7.4 of the PWS to be in the student manual required?
A1. The DEA Controlled Substance Registration Certificate is only required if the practical exercises use or create controlled substances and those substances need to be transported. Please clearly state in your proposal whether controlled substances will be created or transported for practical exercises.
Q2. Is there an alternative to emailing an electronic copy? An electronic copy of the proposal is too large to email.
A2. If the electronic copy of your proposal is too large to email in one document/email, offerors may divide the proposal document into smaller files and submit multiple emails.
Please identify the proposal file name(s) with the solicitation number and “File 1, File 2, etc.” and use the same file name in the subject line of each email (e.g. a proposal document with a file name of “W912LP-22-R-0003 File 1” would have an email subject line of “W912LP-22-R-0003 File 1.”) All proposal documents shall be emailed on the same date.
Alternatively, offerors may submit the electronic copy of their proposal using the Solicitation module of Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil.
Offerors must request the role of “Proposal Manager” in PIEE.
