Questions and Answers Solicitation #W912LP-21-R-0001
Q1: For SF330 section E, “Resumes of Key Personnel Proposed for this Contract” – Can we include work performed by key personnel while they were employed with a previous firm (not the firm listed in block 15) assuming it’s within 5 years?
A1: Your firm should include work performed by key personnel with other firms if it is within the last five years. Please clearly indicate the firm and the key personnel who was working for at the time.
Q2: For SF330 section F, “Example Projects Which Best Illustrate Proposed Team’s Qualifications for this Contract” – Can we showcase projects from both the prime AE Firm and the various individual partner firms assuming they are within the 5 year timeline noted in the pre-solicitation?
A2: Firms may submit whatever projects (theirs or their teaming partners) they would like to use to demonstrate their team’s qualifications, but the projects should clearly indicate what teaming partners worked on the project. The Government will give more favorable credit for project in which the majority of the team worked together on the project.
Q3: For Selection Criteria D “Past Performance” – will the selection panel consider past performance information for both the prime AE firm and partner firms?
A3: The Lead firm shall provide their past performance information as outlined within the synopsis. However, the Government reserves the rights to review other past performance information readily available for any of the firms proposed consultants (teaming partners).
Q4: Is there a website for this project, listing the interested A/E firms?
A4: The Iowa National Guard is not maintaining an interested Offerors list for this acquisition.
Q5: Our cost estimator has achieved his Lifetime Certified Professional Estimator from the American Society of Professional Estimators. Is this certification considered equivalent to the AACE, ICED and PCEA for the purpose of the award of this contract?
A5: After reviewing the requirements for the lifetime certification, the Government will accept the Lifetime Certified Professional Estimator from the American Society of Professional Estimators.
Q6: Would the contracting team consider projects relevant if they are 10 years old assuming the firm can demonstrate in section G of the SF330 that the design team that performed the work are still employed with the firm?
A6: Per the Pre-Solicitation Synopsis all experience demonstrated shall be within five years of this solicitation to be considered relevant.
Q7: Recognizing the SF330 Part 1 page limit is 75 pages, is the cover letter (if one is provided) and past performance evaluations excluded from this page count, assuming these items are not packaged under Part 1?
A7: A cover letter to the SF330 will be counted as one of the 75 pages. Additionally, the SF330 requires a signature and the cover letter may be that signature. Past performance is a listing of relevant projects which is counted in the 75 page limit. Our office will use the listing of relevant past performance to download past performance reports, i.e. CPARS reports which are not included in the 75 page limit.
When a CPARS report is not available for a relevant project, the firm may provide additional details to support past performance which is included in the 75 page limit.
