“Introduction to Intelligence for Law Enforcement” Course “Intermediate Intelligence: Connect the Dots” Course

Q1. Could you please provide the incumbent contract number?
A1.
The previous contract for identical services has expired, so there is no incumbent. The previous contract number for identical services is W912LP-13- P-0107.
Q2. If not, is this a new requirement?
A2. This is a new requirement.
Q3.
ATCH 3a and the PWS outline course deliveries at MCTC and CONUS locations (including U.S. Territories). Does this mean the government is expecting travel pricing at the highest rates per the JFTR for the most expensive locations due to the uncertainty of delivery location?
A3.
The actual course locations will vary based on requests for training received from law enforcement agencies. See answer 002 for recent historical data regarding training locations.
Q4. Does the government have any historical data to indicate a probability of training delivery locations to allow better costing estimates?
A4.
The course has been held no less than once per year at the MCTC on CDJMTC in Johnston, IA. The course has also occasionally been placed in the Pacific Northwest, throughout the Midwest and the Southwest.
Q5.
The PWS states the contractor shall provide all “design, develop and instruct” for courses but attachment 3a directs submission of course materials. Is the material in 3a an example of similar vendor courses or is the expectation the vendor will come with course material ready for implementation. If so, does that material become government funded information (GFI)?
A5.
The government’s expectation is that offerors will provide a commercial off-the-shelf course that is tailored (if necessary) to meet the requirements of the PWS. The course materials submitted with the proposal must meet the minimum requirements of the PWS.
Q6.
As a cost savings measure, would the government consider vendor-owned courses appropriate if in accordance with NCISP standards in lieu of having new course material built?
A6. See Answer 005.
Q7. Will the government accept past performance and PPQs from team members or subcontractors? If so, is there a ratio of prime/sub PPQs desired?
A7.
PPQ’s may be submitted for key team members or subcontractors. However, the offeror would be obligated to use those same team members and subcontractors to perform the services if awarded the contract.

Q8.
Section 1.2 states the contractor will design and develop course material.
Does this mean the government expects all phases of ADDIE to be carried out including learning analysis?
A8.
The contractor would not be responsible for all phases of the ADDIE model.
Analysis has been performed by the Government, and Design has been at least partially completed by the Government, with the results incorporated into the PWS specifies learning objectives and course content. The PWS also indicates what the contractor’s responsibilities are as far as Development, Implementation and Evaluation.
Q9.
Offeror qualifications state design and development of courses must be compliant with the NCISP. NCISP does not outline course structure only content. Does the government desire ISD compliance? If so, can the government stipulate which components of a master lesson file are required?
A9.
The PWS requires that “offeror (contractor) shall have prior experience in the design, development, and delivery of both introductory- and intermediate-level criminal intelligence courses which are compliant with the training requirements recommended by the National Criminal Intelligence Sharing Plan (NCISP).” That means that the offeror must have designed or developed or delivered one or more courses that include the content recommended by the NCISP. The government does not require ISD compliance.
Q10.
Target audience for the introductory course is listed as “up to 40 members”.
Has the government considered practical application and examination will definitely require increased instructor resources for this number of learners?
A10.
Each iteration of the course could include up to the number of students identified. As indicated in the PWS, “Offerors shall determine the appropriate number of instructors required to teach the course, based on their instruction methodology and class size.” Pricing should be based on a full class size.
Q11.
Target audience for the intermediate course is listed as “up to 30 members”.
Has the government considered practical application and examination will definitely require increased instructor resources for this number of learners?
A11. See Answer 10.
Q12. Are resumes of instructors required for submission?
A12. Yes.
Q13.
Instructor qualifications stipulate “a minimum of 10 years of experience working in law enforcement intelligence”. Would the government consider a 20-year intelligence professional with combine military and law enforcement sufficient for this requirement?
A13. Yes it would, so long as the proposed instructor’s combined time includes over 10 years of experience.
Q14. Besides the MCTC Training Center in Johnston, Iowa, any idea on additional training sites for planning purposes?
A14.
The courses are placed based on requests by agencies. Once the contract is awarded, prospective host agencies will be contacted to see if they are still interested in hosting.
Q15.
Does the government want to provide any training materials for the training or is the curriculum design the responsibility of the contract company?

A15.
The government will provide the classroom and customary audio/video equipment for the courses. The curriculum design, to include all training materials, is the responsibility of the contract company.
Q16.
Since a great deal of our training courses are scenario based are the practical exercises at the discretion of the contract company as well as the subject matter experts role-players we use?
A16.
Practical exercises are at the discretion of the contracting company as long as they fall within the proposed teaching points and meet the requirements of the solicitation and Performance Work Statement (PWS). Role players provided by the contractor should be vetted for the security of the students and the material presented.
