Description: HFACS, Inc. will provide a two-day intensive workshop for Iowa Army National Guard employees on the Human Factors Analysis and Classification System (HFACS) and the Human Factors Intervention Matrix (HFIX). The training will be provided by a certified HFACS, Inc. instructor. By the end of training, attendees will be capable of employing HFACS and HFIX to analyze and prevent safety incidents at Iowa Army National Guard. Attendees will also be awarded the Associate HFACS Professional Certificate (AHP) at no additional cost and become HFACS certified with a waiver of the first year’s certification fee.

5:
Reason Authority Cited: Drs. Doug Wiegmann and Scott Shappell are co-developers of Human Factors Analysis and Classification System (HFACS) and are founding partners of HFACS, Inc. Hence; no one else offers equitable expertise in applying HFACS in industry. HFACS, Inc. has experience in applying HFACS to multiple industries, including aviation and field maintenance, which can be applied to IAARNG activities. HFACS is the only course recognized by NGB's certified accident investigation program.
6:
Market Research: Through research of DoD programs, FAA, and the National Safety Council, instruction on human factor analysis is limited to civilian aviation and is concentrated on case studies or basic (1-4 hour) education. HFACS is the only in depth training that covers a wide range of situations/duty positions that can be applied to every Command in the IAARNG. This is also the only course recognized by NGB's certified accident investigation program. Reference NG Supplement 1 to AR 385-10, attached.

8:
Actions to Increase Competition: Due to reasons indicated in paragraph 5 and 6 above, no additional attempts were made to increase competition on this requirement.
