Combined Synopsis Solicitation W912LN-19-Q-0016

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912LN-19-Q-0016 is being issued as a Request for Quote (RFQ) for Winter Athletic Garments Brand Name or Equal identified in this solicitation. All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 339920 and the Small Business Size Standard is 750.

The Government does not accept responsibility for non-receipt of quotes. It is the vendor’s responsibility to request and receive confirmation of quote receipt. All questions regarding this RFQ must be submitted via email NLT 30 May 2019 to Michael.l.follett.civ@mail.mil. Questions with Answers will be consolidated and posted back to FBO as an amendment NLT 6 June 2019. Please submit quotes by 12 June 2019, 12:00 p.m (Noon). Eastern Standard Time.

In response to this solicitation vendors/contractors will submit standard commercial quotes or spreadsheets identifying item, cost per unit, total cost per unit and total cost of quote; include all shipping and handling in total cost per item, not as separate line item. Please include estimated delivery dates per quote

52.211-6 – Brand Name or Equal (AUG 1999) – When submitting quotes as “Equal”

(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.

(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

(2) Clearly identify the item by—

(i) Brand name, if any; and

(ii) Make or model number;

(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and

(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.

(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.

52.212-2 -- Evaluation -- Commercial Items. Basis of Award:

Basis of Award will be lowest priced technically acceptable quote from a responsible contractor who’s quote conforms to this solicitation in terms of meeting minimum salient characteristics.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

Effective 1 June 1998, contractors must be registered in the System for Award Management (SAM), prior to receiving any contract award. You can register in SAM via the internet at https://www.sam.gov.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (DEC 2016) ALTERNATE I (OCT 2014)

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (t) of this provision. Refer to attached full text clause in FBO.

(b) (1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.

(2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs __. · Must be a technical ski boot that works with the Dynafit-st-rotation- 10-1 technical ski binding.

· Must be made from light weight carbon

· Flex Index - 125 AT

· Forward Lean - 11.5 degrees and free for walking

· Cuff Rotation - 60 degrees

· System - ISO Touring (UNI) Dynafit® certified tech inserts

· Technology - Walking Mechanism
