About this file

This is a Justification Review Document and Memorandum for Record submitted by the National Guard Bureau to justify a sole-source contract award for MMA Media Services without full and open competition.

The Minnesota Army National Guard Recruiting and Retention Battalion requires print and electronic media advertising services to target medical officer recruits through the Minnesota Medical Association's (MMA) professional platforms. The contracting activity (W912LM/USPFO-MN) determined that MMA is the only qualified source capable of delivering targeted advertising to the specific demographic of medical professionals, including practicing nurses, doctors, physician assistants, and behavioral health specialists in Minnesota. The determination was based on market research including historical contract analysis, internet searches, and a Sources Sought notice posted on SAM.gov from November 25, 2025, to December 5, 2025. Although nine vendors responded to the Sources Sought, none could directly fulfill the requirement; respondents either lacked specialized capability to target medical professionals or were resellers who would subcontract the work back to MMA, creating unnecessary pass-through costs. The contract is a new, firm fixed-price procurement funded from O&M Army accounts. The local control number is W912LM-26-R-A005. The Contracting Officer, Eric Ahlgren, approved the justification on December 17, 2025, certifying that the anticipated cost is fair and reasonable, citing authority under 41 USC 1901 as implemented in FAR 13.106-1(b)(1).

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements The Minnesota Army National Guard (MN ARNG) Recruiting and Retention Battalion (RRB) is in need of a source to perform print and electronic media advertising through their existing medical professional media print and electronic platforms to garner medical officer recruits.

Market research concludes that the Minnesota Medical Association (MMA) is the only source capable of providing the required targeted advertising to the specified medical professional demographic. This determination is based on a multi-faceted review that included historical contract analysis, internet searches, and a Sources Sought notice posted on the GPE.

The Sources Sought notice for medical professional print and electronic media advertising was active from November 25, 2025, to December 5, 2025.

While nine vendors responded, a thorough review determined that none could directly fulfill the government's specific requirement. The other vendors fell into two categories:

1. Providers of general advertising, lacking the specialized ability to target the required demographic of medical professionals.

2. Resellers or subcontractors who would ultimately delegate the work to MMA, resulting in unnecessary and avoidable pass-through costs for the government.

MMA, a large business, is uniquely positioned as the only entity in Minnesota with the established reach and capability to directly engage this large and specific target demographic. Therefore, MMA is the only identified source that can satisfy the requirement effectively and economically.
