About this file
This document contains a set of questions and answers related to a federal contract opportunity for a Pallet Wrap Machine for the Minnesota Army National Guard at Camp Ripley, Little Falls, MN. The key details include:
The solicitation number is W912LM-24-Q-0011 and the requirement is for the purchase of a Pallet Wrap Machine. The machine must be capable of producing film stretchability of 20% to 150% and handling pallet loads up to 110" in height. The required roll width can be either 20" or 30", and the machine must have a manual pressure lock brake. The products to be wrapped include hard-sided Pelican cases and large containers with delicate equipment. Loads can range from 36"x36" to 60"x60" and 150 lbs to 2,500 lbs, and will be handled using manual hand trucks and 4,000 lb electric forklifts. 10-15 loads are wrapped per hour, in 1 shift per day. The operating environment temperature range is 50°F to 80°F, with a 12+ ft ceiling clearance. No electric pallet jacks will be used, so a ramp is required. The agency is seeking quotes for this requirement.

Questions: W912LM-24-Q-0011
1. Roll Width -- Given that the roll holding carriage section on these machines are most commonly 20" only, but can be customized to 30" at extra cost, will a 20"-only work for CRTC?
a. 20” rolls will work for us.
2. Because the Statement of Work is calling for the machine to produce film stretchability minimum of only 20% to 150%, could you say what the pre-stretch specification capability of the actual film is currently used at CRTC? (most identify max percentage of stretch)
a. Max percentage of stretch.
3. While 20% to 150% stretch is too low for many pre-stretch carriages, and the units capable of producing this with mechanical brake can have a dial-in adjustment, will CRTC require that brake to be anything more specialized than a manual pressure lock?
a. Nothing more specialized than a manual pressure lock is needed.
4. Could you identify the actual stretch film make & model in use?
a. We currently do not have 20” rolls of stretch wrap and will have to procure whatever the manufacturer recommends. If the vendor wanted to throw in some rolls as part of the deal, we wouldn’t complain. (not really serious on the last comment)
5. Will the machine require cold temp protective insulation? (appropriate if a warehouse can stay in very low temperature conditions when the machine is needed to operate)
a. Does not need to have cold temp protective insulation
6. Does CRTC require on-site set-up? Or will no-charge tech service by phone be sufficient?
a. no-charge tech service by phone be sufficient?
7. Because the "max skid size" has been identified as up to 110" in height, will a machine tower height of 110" work for you, or will you need something even taller.
a. 110” of height will work for us. Does not need to be taller.
8. Ramp -- Can you confirm if the machine table will always be loaded by forklift? Or will it sometimes be loaded by a pallet jack, and therefore need an appropriate ramp? And if it is intended to be loaded sometimes by an electric pallet jack, which requires a specialized ramp, could you confirm if this is the case?
a. Machine table will be loaded with standard fork trucks and manual pallet jacks so a ramp would be required. No electric pallet jacks will be used.
9. What are the products being wrapped?
a. The majority of the products are hard side pelican cases or large containers with delicate equipment inside of them. Items could vary greatly though.
10. How are the loads wrapped now?
a. Shipments are currently wrapped manually
11. What is the minimum load size? (L)
a. 36”x36”
12. What is the maximum load size? (L)
a. 60”x60”
13. What is the weight of the lightest load?
a. 150 LBS Approx
14. What is the weight of the heaviest load?
a. 2500 lbs
15. What type of material handling equipment is used?
a. Manual hand truck and 4K lbs electric fork truck
16. How many loads are wrapped per hour?
a. 10-15
17. How many loads per shift? Number of shifts?
a. Varies
b. 1 shift
18. What color is the load?
a. Varies
19. Operating environment temperature range?
a. 50F to 80F
20. Is there a loading dock?
a. No
21. Ceiling height (Clearance)?
a. 12+ feet
22. Load profile. Circle the load profile that best represents stacked loads.
a. Multiple Products
23. Please send pictures of typical loads to be wrapped:
a.
b.
c.
24. Does the bottom layer overhang the pallet? If yes by how many inches?
a. Occasionally…. maybe 4-5” at max
25. Are pallets good quality (no missing lead deck boards or protruding stringers)?
a. Varies. Pallets can be beat up to brand new.
26. What type of pallets are used?
a. We use multiple types of pallets. It depends on what the products were originally shipped on. Typical pallet dimensions are 42”x48” image1.jpeg image2.jpeg image3.jpeg
