1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform shop rag rental, delivery, and laundering services, as defined in this PWS.
1.1.1 Objectives:
1.2 Background: Shop rags serve an integral role in maintenance operations throughout Camp Ripley. A reliable and sustainable solution is required to maintain the organization’s current usage of over 300 individual rags per day. In combination with the high quantity of use, the soiled rags are also considered hazardous materials (HAZMAT), which require special care, expertise, and facilities to be laundered in a process that is environmentally conscious and safe for continued use.
1.3 Period of Performance (PoP): The Period of Performance shall be 1 Base Year of 12 months and four 12-month option years.
1.4 General Information:
1.4.1 Place and Performance of Services: The contractor shall provide services on a prescheduled basis between the hours of 0800-1530 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be conducted at the contractor’s facility(ies) with the exception of deliveries and exchanges taking place at the USPFO Warehouse, Camp Ripley, MN. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.
1.4.1.1 Telework: The Government does not permit the contractor to telework in support of this requirement. Telework shall be at no additional cost to the Government.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Evaluation method: Best Value – Tradeoff
Evaluation criteria: Price, Technical approach, and past performance, all being equal in evaluation.
Price A. Overall price will be evaluated to determine it is complete and reasonable.
B. Proposal must be good for at least 60 days after submittal.
Technical Submission A. Proposal describes how each element of the Statement of Work will be met.
B. Offerors must submit technical information (descriptive literature/specifications) that adequately demonstrates their offer meets the minimum standards required as specified in the Statement of Work.
C. A general statement of compliance or restatement of the requirements is insufficient.
Past Performance
A. Past Performance will be evaluated utilizing FAPIIS and/or SPRS. Negative or adverse action in the last three years may render the proposal to be rated lower.
