STATEMENT OF WORK
Install Surge Protective Devices (SPD)
Buildings 497, 498, 499, 500, 521, 522, 523

1. SCOPE OF WORK:
The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to complete the work as described in this Statement of Work. Work location is Duluth, MN.
2. AREA OF WORK:
Contractor shall work only in the areas designated by Contracting Officer Representative (COR).
3. DESCRIPTION OF WORK:
The work specified by this section consists of furnishing all labor, equipment, tools, appliances, transportation, materials, and quality control reports required to install surge protective devices in Buildings 497, 498, 499, and 500.
3.1. All work performed under this SOW shall be conducted in accordance with applicable state and federal laws and regulations, ANG policies and regulations, and this SOW as outlined below.
3.1.1. UFC 3-520-01 Interior Electrical Systems
3.1.2. UFC 3-575-01 Lightning and Static Electricity Protection Systems
3.1.3. NFPA 70 National Electrical Code
3.1.4. NFPA 780 (2017) Standard for the Installation of Lightning Protection Systems
3.1.5. AFI 32-1065 Grounding Systems
3.1.6. ANG ETL 01-1-1 Air National Guard Design Policy
3.2. Aircraft may be in the hangar bay while this work is performed. Prior coordination must be accomplished through the COR.
3.3. Install SPDs
3.3.1. In Building 500, provide surge protection for the main 480V service entrance. On the load side of the main disconnect, install one (1) Eaton Class 1 SPM250480Y1T.
3.3.2. In Building 500, provide surge protection for the HP2 Distribution Panel. On the load side, install one (1) Eaton Class 2 SPM160480Y3T surge protective device. Install one (1) GE TED1340WL circuit breaker.
3.3.3. In Building 499, provide surge protection for the main 600A, 480V, 3-phase service entrance switchgear. Install one (1) Eaton Class 1 SPM250480Y1T on the load side of the switchgear. Provide listed lugs per NEC 110-14 for connection to SPD.
3.3.4. In Buildings 497, 498, 499, install one (1) Eaton Class 2 SPM160480Y3T in each hangar bay on the load side of each 480V transformer disconnect. Provide listed lugs per NEC 110-14 for connection to SPD.
3.3.5. In Building 521, replace existing SPD on service entrance. Replace with one (1) Eaton Class 1 SPM250480Y1T on the load side of the main disconnect.
3.3.6. On exterior of Buildings 522 and 523, replace two (2) disconnects and fuses with Eaton DH362NWK6G NEMA 4X disconnects. Repair broken conduit to Building 522 disconnect switch and install new conductors. Replace two (2) SPDs with Eaton SPM160480Y3X Class 2 SPDs.
3.3.7. Locate all SPDs as close as practical to the protected device with a maximum lead length of three feet. Do not install SPD inside the switchgear enclosure. SPDs shall be installed in individual enclosure as close as possible to the load side of the overcurrent protection device. Install as per NFPA 70, Article 285.24 of the NEC.
3.3.8. SPDs shall have both a UL 1449 and UL 1283 listing and shall be located in an adjacent hinged terminal box. Provide and install SPDs in accordance with UFC 3-520-01 Section 3-4, NFPA 780-28 Section 4.20., and NFPA 70 National Electric Code.
3.4. Acceptance testing
3.4.1. Perform installation checks in accordance with UFC 3-520-01, paragraph 3-4.3.
4. PERIOD OF PERFORMANCE:
Work must be completed in 30 days.
5. MATERIALS:
Construction materials must meet all required NFPA and UL requirements.
6. MATERIAL SUBMITTALS:
The contractor shall submit to the KO for approval all items listed below within 10 calendar days of the Notice to Proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval. Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 5 calendar days for the Government’s processing of material submittals. The Contractor shall not order, deliver or install any materials without KO’s material approval or remove any materials on site, which have not been properly approved.

7. GENERAL CONDITIONS:
Contractor and all personnel shall comply with the Standard codes as required by the State of Minnesota.
7.1. Contractor shall field verify all site conditions, quantities, measurements, and project requirements.
7.2. Contractor shall protect and barricade all work areas at all times to protect workers and the public from injury.
7.3. Contractor shall protect all structures, utilities, vegetation, sidewalks and vehicles from damage at all times. Replace all damaged materials with new materials to the satisfaction of the Government, at no additional cost to the Government.
8. DIFFERING SITE CONDITIONS:
Bring any unforeseen project conditions to the attention of the KO immediately. Differing site conditions, which may alter the scope of work, shall be approved by the KO prior to such work being performed.
9. GOVERNMENT WORKING HOURS:
Work hours shall be Monday thru Friday 0700-1630 hours, with the exception of Federal holidays and Government flex schedule. Contractor must have prior approval in writing to work outside these guidelines.
10. UTILITIES:
The Government shall provide at no cost to the Contractor reasonable amounts of water and electricity to support the contract. Hook up will be to existing outlets and will be the Contractor’s responsibility.
11. DISPOSAL OF MATERIALS AND CLEANUP:
The Contractor shall not use any government disposal bins, dumpsters or trash receptacles for any reason at any time. The Contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacles location(s) shall be coordinated through government project manager. The Contractor shall not allow debris to leave the work area due to potential damage to aircraft engines. Contractor shall coordinate with the base Environmental Management Office (EMO) prior to disposing any materials off base. All debris or trash shall be disposed of off base. All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris. Contractor shall clean up after each work period and dispose of all debris at the close of each day.
12. MATERIAL & EQUIPMENT ACCOUNTABILITY:
Notify the COR prior to delivery of any material or equipment to the site. The Contractor shall ensure someone is available to receive delivered materials and able to store them safely in an area to be coordinated with the government project manager. Any materials delivered without prior coordination and without having someone to take receipt, shall not be accepted and turned away.
13. SECURITY:
Security Forces shall monitor the incoming and outgoing of work personnel during the duration of the project. All deliveries shall be coordinated with the COR to arrange for their entrance onto Base property.
1. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1b. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub‐contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (AFI 31‐101 and AFI 10‐245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
2. AT Level I Training. This standard language is for contractor employees with an area of performance within an Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. 3. Requirement for OPSEC Training. In accordance with AFI 10‐701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 90 days of employees’ initial assignment to the contract and annually thereafter. General organizational orientations may need to be supplemented by duty‐related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. Initial training (OPSE 1301 – OPSEC Fundamentals) and refresher training (Security Administration) are both available on the ADLS website.
14. ESCORTS:
A security briefing will be conducted prior to the start of the contract. All Contractor personnel shall have a minimum of one (1) Form of Photo Identification with them at all times.
