- To what military specification does the Container need to be constructed to? The ATF reference is for commercial explosives only. The solicitation says “DoD Specifications”, please elaborate.
Answer: The ATF requirements are the stricter of the two as they are formulated from the DOD Specifications and most of the High Explosive Containers are built to ATF standards.
- Will each container need to be wired into an IDS or will they be in a room controlled by IDS?
AFI 31-101 and DoD 5100.76M require that 40MM would be protected by an IDS
Answer: The High Explosives container will be stored inside an ARMAG that is on site already.
- Are these for indoor or outdoor storage? If indoor storage, is the building sited for explosives storage? If not, would you consider a Zero-Arc Product? If outdoor, are casters necessary?
Answer: The containers are for indoor storage in an ARMAG, casters are needed as the forklift will not be able to go all the way in the ARMAG. We have an approved Facilities and Explosives License for what will be stored in the ARMAG.
- Type of Explosive Magazine needed - Please see the below:
Answer in Red:
Type 2 Outdoor - Portable outdoor storage of your high explosives. Many models include forklift pockets for easy relocating.
Type 2 Indoor - Store high explosives (up to 50 lbs.) inside your facility. Front-open (cabinet) and top-open styles available.
Type Boxes & IME/DOT Transportation Day Boxes - Store high explosives (up to 50 lbs.)
inside your facility. Front-open (cabinet) and top-open styles available.
Type 4 Indoor or Outdoor - Long-term storage of low explosives. All include forklift pockets and crane lifting eyes to easily move or relocate.
- Confirm if indoor or outdoor storage location will be needed - Explosive Magazines are based on the location to be used. Outdoor explosive magazines have hoist rings, but do not include casters, since the casters are not weather-rated; whereas; indoor explosive magazines have castors, but do not include hoist rings since they used for indoor locations only.
Answer: Indoor usage-casters needed and some way to forklift to end location.
- Confirm the size magazine needed - dimensions provided did not have unit of measure- (Must be able to hold a wood crate of 72 Rounds of High Explosives 40MM HE M406, measuring (L)20 (W)12 (H)16.)
Answer: Inches-below are the exact measurements of the wood crate that holds the 40MM.
- Confirm if an additional Day Box or Cap Box is needed for transport –Solicitation references storing high explosives in a crate, but it is not recommended for transport storage. An explosive Day Box or Cap Box is recommended for storing and transporting high explosives.
Answer: At this time a day box is not needed.
- Please clarify Shipping location needed including the zip – Please provide the shipping location so that freight can be included as requested. Is the delivery address 2605 E. 8th St Greeley, Colorado 80631 listed under the Place of Performance?
Answer: 2605 E. 8th St Greeley Colorado 80631 We will need to forklift the containers to the ARMAG in the Restricted Area.
- Bullet resistant design to meet or exceed ATFCFR 555.11 (pg. 75 ATF Ruling 76-18). Do we just meet or exceed requirement or does it also require certification? Also, it states DOD specifications. Are there any other specifications other than what stated on the SON?
Answer: The requirement must meet the minimum needs of the Government. Should the company’s proposal exceed the Government’s minimum needs is on the individual company.
Also, the requirement must be certified for use.
