QUESTIONS AND ANSWERS FOR
SOLICITATION W912LC-18-B-0001
COARNG-Space Battalion Readiness Center Project No. 080115 17 September 2018
Date: 2 October 2018
Question 1: The Company has applied for clearance using DD2345 to the Joint Certification Office but has not receive the final approval. Would the Government consider accepting the emailed confirmation of receipt & processing, and providing access to the documents for this project via AMRDEC or some other safe site?
Answer 1: The government is not offering the drawings and specs via AMRDEC/email. The pre-solicitation notice for this project was published on 05/15/2018, which identified the requirement to obtain export controlled authorization AND MPIN.
Question 2: Are you able to grant us access to download the plans and specifications? I entered a valid MPIN, but am not able to view the controlled documents. The DD2345 is approved. Please assist.
Answer 2. No. You are required to have an approved DD 2345 and MPIN. If you have both, the U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their SAM registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220 and ask for troubleshooting assistance.
Question 3: Is there a fax line that we may submit our DD Form 2345, Military Critical Data Agreement IOT submit our form for faster access to the Locked Documents on this solicitation.
Answer 3: Instructions to fill out and submit the DD2345 can be located from:
http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplicatio ns/JCP/SpecificDD2345Instructions.aspx
Question 4: Suggested change to section 26 32 13, Diesel Generator Sets, paragraph 2.01: Request to add GENERAC as an acceptable generator http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP/SpecificDD2345Instructions.aspx http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP/SpecificDD2345Instructions.aspx supplier?
Answer 4: GENERAC is added as an acceptable supplier.
Amendment is forthcoming to reflect revision.
Question 5: Please provide list of alternate/approved lighting control systems that meet the intent of the controls system specified, i.e. Wattstopper, Encillium, etc.
Answer 5: Revise 26 09 43 - NETWORK LIGHTING CONTROLS, PART 2, paragraph 2.10 to include other manufacturers as acceptable:

Question 8: On Drawing C302, there is identified a Temporary/Permanent Stockpile area shown. Our question is, can all excess dirt be left in this area permanently.
Answer 8: All excess dirt can be left permanently in the Temporary/Permanent Stockpile area that is shown on drawings C301 and C302.
Question 9: All Exterior Elevation Sheets, and details within the A set that show graphically the siding, show panels in the vertical alignment, specs state horizontal. Please advise.
Answer 9: The metal wall panels on the Readiness Center and OLI 1 run horizontal and the wall panels run vertical on OLI 2, the Unheated Storage Building.
Question 10: We typically manufacture the manifold with HDPE pipe with all valves and circuit setters up to the separation shown on sheet M506 detail
6. However, on the same sheet Detail 4 and 5 show the lines changing over to black iron pipe above the valve and circuit setters and then teeing into the main lines. This section should also be HDPE pipe up to the main line including the horizontal lines running to the purge valves and isolation valves on the main lines. The best transition for us and the plumber would be the second isolation valve on the main line. They can bolt on their flange and go with iron pipe from that point on.
We do not have welding certificates for metal pipe for this section of manifold as shown. We have all fusion certificates for working with HDPE to manufacture this manifold in house. That is typical for all the installations on base now. Please advise.
Answer 10: Using HDPE pipe manifold is acceptable up to the separation shown on sheet M506 detail 6. HDPE pipe is also acceptable for use in details 4 and 5.
HDPE material must meet material and fabrication specifications.
Amendment forthcoming to reflect change
Question 11: PLAN SHEET C501: Asphalt pavement detail shows a prime coat to be installed prior to paving, this is not commonly used in the industry anymore, can this be deleted?
Answer 11: Yes, the prime coat is not required and can be deleted. Tack coat is required between asphalt lifts and where asphalt meets concrete pavement.
Change Detail 3 on drawing C501 as follows: Delete “PRIME COAT” and its associated arrow.
Question 12: SPEC SECTION 32 12 17- 3.07 DENSITY: The density spec of 95% for the base and 97% on the surface might be ok with a Marshall mix design but is not achievable with CDOT Superpave mixes. Again if they approve CDOT specs or Superpave mix designs, they will need to adjust the density spec accordingly.
Answer 12: The contractor may choose the asphalt mix design that would be most beneficial to the overall project. It is the intent to use an approved CDOT mix design, but not required. Exact density specifications commensurate with the mix design will be submitted during the submittal process for review and approval action. The following will be added to specification section 32 12 17, paragraph 3.07: If CDOT mix design is used, refer to Paragraph section 401.17 Compaction of the CDOT Standard Specification for Road & Bridge Construction stating:
Density of completed pavement shall be compacted to a density of 92 - 96% of the daily theoretical maximum specific gravity per CP 51. Longitudinal joints shall be compacted to a density of 92% (+/- 4%) of the theoretical maximum specific gravity. Density will be determined in accordance with CP 44.
Question 13: will the Q & A answers to the previous bid of this project, that are still pertinent to the current bid be presumed to be correct and still acceptable to be use for this current bid? Or, should they all be asked again?
