Justification and Approval for Other Than Full and Open Competition
1. Contracting Activity: National Guard Bureau Operational Contracting Division (NGB- AQ), 43200 Maple, Building 105, Selfridge ANGB, MI 48045.
2. Description of Action: This justification is prepared for a new firm fixed price construction contract to construct a new Space Battalion Readiness Center located at Fort Carson, Colorado. The project includes a brand name only component, CoreMax. The project is solicited under Invitation for Bid (IFB) Number W912LC-17-B-0001. MILCON ARNG funds are appropriated for this action.
3. Description of Supplies/Services: Purchase of CoreMax hardware lock cores for the new Space BN Readiness Center in support of the Colorado Army National Guard (COARNG) at Fort Carson, Colorado. It is door hardware lock cores required to be utilized on all COARNG facilities in order to comply and integrate with the current system utilized by the CFMO.
4. Authority Cited: The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.203-1, only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: CoreMax hardware lock cores is required to be utilized on all COARNG facilities in order to comply and integrate with the current system utilized by the COARNG. The use of a single lock core enables the systematic management of the lock system on the host base facilities including those belonging to the COARNG. Providing a single lock core for all installation buildings allows for single keying a tracking mechanism, an emergency response master key to work properly in emergency situations for both security forces and fire department and reduced maintenance costs for the COARNG over the lifecycle of the building.
6. Efforts to Obtain Competition: The solicitation being issued will be a total small business set aside competitive Invitation for Bid (IFB). The brand name component represents a small portion (0.025%) of the overall construction project that is being competed.
7. Actions to Increase Competition: This J&A will be posted to FedBizOpps with the solicitation and potential suppliers will have the opportunity to propose compatible products for consideration.
8. Market Research: Market Research was conducted for previous acquisitions; but was not conducted for this acquisition. There are no know alternative systems that are fully compatible with the current utilized system.
9. Interested Sources: N/A
10. Other Facts: The selection of this system has been used on all previous construction contracts accomplished for the COARNG. Keying systems installed on new buildings on base/post must match the existing keying system to maintain oversight and control. Failure to purchase compatible cores would require the Colorado Army National Guard to purchase a second key cutting system, which would increase overall security risk.
11. Technical Certification: I certify that the supporting data under my cognizance, which are included in the justification are accurate and complete to the best of my knowledge and belief.
