23 November 2015 Greeley Firearms Training Facilities
STATEMENT OF NEED
Greeley Security Forces Range Requirement
22 December 2015
1. PROJECT DESCRIPTION:
1.1. PROJECT TITLE: 233d Space Group Range requirement
1.2. OBJECTIVE:
The objective of this need is to gain access to a firearms range or training facility. The intended use will be for firearms instruction and qualification which will require the discharging of weapons by the 233d Space Group. The 233d Space Group does not own its own firing range and must establish agreements for the locally owned ranges. The contractual agreement will allow the 233d Space Group personnel the ability to train to the Air Force qualification course (AFQC) standards and to be able to meet mission requirements.
1.3. FUNCTION:
The 233d Security Forces Squadron Combat Arms will schedule range dates/times at least 30 days in advance of scheduled use with the range facility. Scheduled use of the range and facilities will be during the weekdays and drill weekends where personnel will be instructed and qualified. The range facility can reserve the right to limit range dates/times during occasional range events.
1.4. GENERAL REQUIREMENTS:
The contractor shall provide an environment that allows the 233d Space Group, Security Forces, to qualify personnel on AFQC using M16’s, M4’s and M9’s to attain mission readiness on a range that meets Air Force standards and safety requirements.
Range construction/design must ensure rounds do not leave the range and must ensure rounds do not produce hazardous ricochets within the range. The range must have an earthen backstop; the backstop must be designed to stop a direct fired round by embedding it into the backstop, or by deflecting a ricochet into a bullet “catch”. If range floor is concrete, it needs to be smooth concrete and slope toward the target line to eliminate ricochet hazards to personnel firing on the firing line. Side containment walls are constructed with a surface that prevents ricochets back towards the firing line. Firing lines will be constructed free of tripping hazards.
The ranges will be inspected on an annual basis using an ORM Checklist to assist the Combat Arms NCOIC and 140th WG/SE to make small arms training safe. The checklist follows the technical requirements established for “new range” construction by Engineering Technical Letter 01-13 (ETL 01-
13) and procedural/operational issues addressed in AFI 31-2226. The checklist is run on each range by the Combat Arms NCOIC and 140th WG/SE and representative from each range to reach a cross-functional consensus on the health of the ranges and identify any risk mitigation actions. The results of each range are briefed to the Installation Commander to provide sufficient information for the commander to assess risks and forms the foundation for risk assessment code assignment and renewal of range BPA’s
2. SCOPE:
Safely instruct and qualify 233d Space Group personnel with certified 233d Security Forces Combat Arms Training and Maintenance (CATM) personnel in controlled firing lanes. Additionally, ranges should provide a minimum of fourteen single firing points or combined ranges with firing points being 4 or 5 feet from center to center. The firing range points need to have sufficient containment of direct fired
23 November 2015 Greeley Firearms Training Facilities rounds from leaving the range area using earthen backstops and side containment walls. Barriers/fences need to be in place to prevent unauthorized access into the firing range complex during the firing process.
The use of building facilities at the ranges can be used with proper notification and coordination.
Scheduled days of firing at the ranges will commence with a firearms instruction class being taught prior to the firing of weapons.
During instruction CATM personnel will setup target stands, clear firing lanes of debris, mark firing distances, and divide ammunition for shooters. Once, instruction has been completed shooters will align themselves on the controlled firing lanes with the help of CATM as over watch. At the completion of the day’s qualifications, Government personnel will be responsible for brass collection and general clean-up, in order to return the site to its original condition.
3. SERVICE PERFORMANCE PERIOD.
3.1 BPAs
This Range requirement consists of establishing BPAs for a period of one (1) year, with up to four
(4) additional follow-on years, from the date of award, to facilities in the local area via issuance of monthly or quarterly BPA Call Orders that will be competed among the selected BPA vendors.
Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements and re-negotiation of terms and conditions. There is no minimum or maximum guaranteed quantity. All BPA Call Orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list.
3.2 EXTENT OF OBLIGATION: The government is obligated only to the extent of authorized calls actually placed against the Blanket Purchase Agreement.
3.3 PRICING: Prices to the Government shall be as low as or lower than those charges to the supplier’s most favored customer for comparable quantities under similar terms and conditions.
