Colorado Army National Guard Army Aviation Support Facility Complex Audio/Visual Refresh Project 12 June 2014
Scope of Work
The following outlines the AV system installation requirements for 5 areas of AASF buildings at Buckley Air Force Base, Aurora, CO. The 5 areas included are the Conference Room (Bldg. 1510), the Large Divisible Classroom (Bldg. 1510), the Flight Operations area (Bldg. 1510), the Quality Assurance/Quality Control area (Bldg. 1510), and the “Old” Classroom (Bldg. 1500). The overall technical scope for each room is to deliver AV system presentation capabilities, video conferencing capabilities, and real-time visual information for military and civilian users, Defense Support of Civil Authorities (DSCA) in the facilities. The following scope of work and narrative is a summary of the components necessary for a complete turn-key solution in each room that meets the customer’s requirements.
Contractor Qualifications: Vendor/team must be within a 2 hour drive of the job site for a mandatory site survey, to best understand the customer’s requirements and particular site physical configurations. Vendor/team must have InfoComm CTS, BICSI RCDD, and AMX Resource Management Suite ACE certifications. Vendor must have 3-5 years of work in a Federal government environment. Vendor must provide past performance of 3 previous projects with similar work requirements.
LED flat panel monitor models can be from one of the following manufacturers, and should be from the same manufacturer throughout the facility: LG, Samsung, Sharp, or Sony. All monitors must be LED, Energy Star certified, and will have a minimum of 4 HDMI input ports. Monitor HDMI input 1 shall be labelled “VDI”. Monitor input 2 shall be labelled “User HDMI cable”. Monitor HDMI input 3 shall be labelled “Wireless BYOD”. Monitor HDMI input 4 shall be labelled “Digital Signage”. No monitors will be 3D capable.
If a manufacturer and part number have been called out in one of the inventory tables, then that is the exact product the COARNG wants to go with for standardization purposes.
All HDMI cables will be rated as “High Speed”.
Project criteria for success will be based on current InfoComm standards to include:
| ANSI/INFOCOMM 10:2013, AV Systems Performance Verification |

| ANSI/INFOCOMM 4:2012, Audiovisual Systems Energy Management |
AV System Installation
Main Conference Room
Furnish and install two (2) 59-61” Energy Star rated LED flat panel monitors, mounted one above the other on the wall, that will act as the primary displays for presentations, with the ability to show data content and far end participants during VTC calls.
An AMX matrix video switcher provides the heart of the system, and works in conjunction with a touch panel, to route sources and displays them to one or both of the LED flat panels; including content send to far ends while in a VTC. The digital switch will accommodate the following input sources: One (1) wall or rack mounted (as appropriate) computer whip interface input with high speed HDMI and VGA capability, Liberty Cable DL-AR400 adapter set (or equivalent) for OFE computers, one (1) VDI input with an AES encrypted wireless keyboard and mouse, one (1) VTC input, and one (1) BYOD interface that allows up to 4 simultaneous users to display content. All devices being used in the collaboration will be required to be on the same network (COARNG KIPR-Guard commercial internet) to have “sharing” capabilities. On the output side, the matrix switcher will provide two (2) video outputs to local displays, one (1) touch panel control interface, one (1) audio DSP interface.
The DSP-based audio system will provide audio pick-up within the space. It utilizes one (1) microphone array which will be ceiling mounted for maximum coverage. The main component of the audio system is the digital signal processor (DSP), which will combine audio from all sources and balance the sound to cancel echo while eliminating ambient noise from the local and remote-end audio lift. Audio in this space will be generated out of the displays.
Ease of use is the key element when designing the control system; it shall have simple and intuitive interface buttons and control such that an untrained user will still be able to operate the system. The system will utilize a 7” touch panel with the following functional capabilities:
1. Power the flat panel monitors on/off
2. Control the volume level of the monitors, including muting
3. Select computer/video source
4. Control the volume level for the microphone system for the room, including muting
5. Video and audio conference control and dialing
The Audio Visual (AV) components will be placed in one (1) single-bay rack located in a GFE credenza.
All programming shall be included to ensure a fully functional system. Programming will ensure compatibility with a future deployment of AMX RMS management technology. The touch panel design shall be coordinated to provide a user friendly look and feel. The background graphics will be provided by the COARNG G6 office as necessary. The system shall be programmed so that after a preset time has passed, the majority of the AV equipment will be powered off, but the wired LCD touch panel and control system will remain powered in order to reenergize the necessary equipment. This is to conserve power, reduce equipment wear and to reduce heat buildup in the credenza.

Large Classroom (Divisible)
The COARNG intent is to use these rooms as a combinable space but have the capability for each to function autonomously. When combined, one classroom becomes the main room with full control of both AV systems.
The proposed system will include two (2) 4000 lumen laser projectors as the main presentation displays. Each display will offer a wide-format image with a 16:9 aspect ratio and will project onto two (2) 113” diagonal motorized projection screens. The screens will be controlled via the touch panel. Ten (10) exiting ceiling mounted stereo speakers will be re-used (5 in each room) to play sound from VDIs (GFE) laptops and BYOD devices.
Furnish and install two (2) 39-41” commercial/professional grade Energy Star rated LED displays that will be ceiling mounted, backed up to the side walls halfway between classrooms. These displays will assist the audience, sitting in the back rows, to view content when the rooms are in divided or combined mode.
All devices being used in the BYOD configuration will be required to be on the same network (COARNG KIPR-Guard commercial internet) to have “sharing” capabilities. The furnished and installed hardware shall have the capability of allowing up to 4 simultaneous users display content.
Each lectern will have installed a Liberty Cable DL-AR400 (or equivalent) adapter set whip to include high speed HDMI and VGA inputs to send content to the main displays in front of the room, as well as the video augmentation monitors. The adapter whip will not extend any further than the front of the lectern and will not be allowed to fall into the lectern when disconnected from devices. The lectern also needs an area where beverages can be stored away from the electronics to minimize damage to electrical components in the event of a spill. The divisible classroom shall have two wireless microphone systems, each with 1 (one) omnidirectional lavaliere and 1 (one) wireless handheld microphone.
The system will be engineered for the combined room access to a centralized audio/video digital matrix switcher for switching the signals of up to eight (8) input devices. These devices can include a laptop (VGA-15 with a 1/8” audio jack or HDMI), a VDI (HDMI or DVI), and a Blu-Ray player (HDMI). The Blu-Ray player shall be mounted in the lectern for ease of end user access. The inputs and the outputs of the switcher shall be capable of carrying and processing VGA and/or HDMI HDCP content.
Furnish and install two (2) lectern mounted AMX wired, color touch panels with a minimum of a 7” diagonal screen with a minimum resolution of 800 x 480. This panel will provide simplified control functions to the end user. This will include such functions as device switching/routing, room configuration, and audio control. At the bottom of the controller will be a message indicating to users whether the room is in divided or combined mode. The lectern also needs an area where beverages can be stored away from the electronics to minimize damage to electrical components in the event of a spill. One lectern will have a right side entry hole, the other will have a left side entry hole for cabling to minimize trip hazards. Each lectern will have a 5’-10’ “umbilical cord” from the wall to allow for the lecterns to be placed in a convenient location for the presenter.
Furnish and install one (1) control processor to be located in the rack. The control processor shall process the commands from the touch panel into commands that can be interpreted by all of the integrated equipment.
The Audio Visual (AV) components will be placed in one GFE (1) APC 3150 42U rack.
This is to conserve power, reduce equipment wear and to reduce heat buildup in the rack.
The vendor shall be responsible for expanding, patching, painting, performing grid or soffit modification, and other tasks necessary to make the projector screen install a turn-key solution.
