PERFORMANCE-BASED SALIENT CHARACTERISTICS
Tactical Unmanned Aircraft System (UAS) with Tactical MANET Node Capability
1. Scope of Requirement
The California Army National Guard (CAARNG) J3 requires a tactical, Group 1 or Group 2 Unmanned
Aircraft System (UAS) to serve as an airborne network relay node within an active Mobile Ad Hoc
Network (MANET). The primary objective of this requirement is to establish, maintain, and extend robust tactical network connectivity using Silvus Streamcaster MIMO technology, while simultaneously executing high-resolution electro-optical (EO) and infrared (IR) aerial surveillance. All hardware must support open-architecture standards to ensure interoperability and prevent single-vendor lock-in.
2. Airframe & Operational Standards
Ready-to-Fly (RTF) Configuration: The Contractor shall deliver the UAS in an RTF configuration, fully assembled, integrated, and flight-tested by the manufacturer. No user-level structural or electrical assembly of the primary flight platform shall be required upon delivery.
NDAA Section 848 Compliance: The UAS and all integrated components (excluding
Government-Furnished Equipment radios) must be fully compliant with Section 848 of the National
Defense Authorization Act (NDAA) and be cleared for Department of Defense (DoD) procurement and operations (e.g., must be listed on the DIU Blue UAS Cleared List or meet equivalent statutory compliance criteria).
Operational Security (OPSEC) / Remote ID: To ensure compliance with military tactical OPSEC guidelines during field training and operations, the UAS shall not feature an active commercial FAA
Remote ID broadcast transmitter, or must support the complete, permanent hardware/software disablement of such systems.
3. Tactical Network Node & Radio Integration
To satisfy the J3 network architecture requirements, the UAS must function as an active, high-bandwidth airborne relay node within a Silvus Streamcaster MANET (fully compatible with
SC4200
and SC4400 transceiver protocols). The proposed system must meet this threshold requirement through either of the following standard configurations:
Configuration A: Carried Payload Node (Modular Integration)
Physical Mounting Interface: The UAS shall feature a secure, dedicated, and balanced payload mount specifically designed to carry a Government-Furnished Equipment (GFE) or Contractor- Provided
Silvus SC4200 or SC4400 radio. The mount must not degrade aircraft aerodynamics, flight safety, or mission endurance.
Power Delivery: The UAS must feature an onboard power distribution system capable of providing continuous, regulated DC power (compatible with SC4200 and SC4400 nominal voltage requirements, typically 12V to 24V DC) directly from the platform's primary power source to the radio payload.
RF and Antenna Routing: The UAS must include pre-routed, low-loss RF cabling and secure external mounts for MIMO antennas (supporting standard tactical Silvus-compatible frequency bands) optimized to maintain uninterrupted line-of-sight signal propagation in all flight attitudes.
Configuration B: Embedded Native Node (Internal Integration)
Integrated Transceiver Module: The UAS shall feature a factory-integrated, native Silvus
Streamcaster-compatible transceiver module embedded directly within the airframe's internal electronics.
Functional Interoperability: The embedded transceiver must achieve 100% functional parity, data throughput, encryption compatibility, and operational range equivalent to a standalone Silvus
SC4200 or SC4400 radio unit.
Electromagnetic Compatibility (EMC)
EMI Shielding: Under either configuration, the UAS flight control computer, GPS receiver, and internal telemetry links must be robustly shielded against electromagnetic interference (EMI) generated by the continuous, high-power RF output of the Silvus MANET node.
4. Integrated Sensor Payload
Dual-Sensor Stabilized Gimbal: The UAS must include an active, gyro-stabilized (minimum 2-axis) gimbal payload integrating both electro-optical (EO) and infrared (IR) cameras, allowing simultaneous or switchable video feeds.
Daytime Electro-Optical (EO) Camera: Must feature high-resolution imagery supporting a minimum of
12 Megapixels (MP) or 4K digital video to ensure long-range tactical target identification.
Infrared (IR) Thermal Core: Must integrate a Long-Wave Infrared (LWIR) thermal sensor with a minimum resolution of 640 x 512 pixels to support night operations, search-and-rescue, and heat signature detection.
5. Ground Control System (GCS)
Tactical C2 Interface: The Contractor shall provide a ruggedized, portable, or handheld GCS pre-configured for deployment in harsh tactical environments.
Software Interoperability: The GCS software architecture must support standard open-source or widely fielded DoD C2 software platforms (e.g., Android Tactical Assault Kit [ATAK], QGroundControl, or equivalent) to manage flight telemetry, airframe commands, and real-time sensor video streams.
