16 RFQ and

Amendments

Page 3 Amendment 0002 states: "If the quote is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation".

If Contractor chooses not to use form SF1449 for quote information, what are some other acceptable alternatives?

SF1449 is the preffered method of submission to ensure full understanding and acknowledgment of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

Amendments

However, page 8 under Volume III, Past Performance states: "Past performance information may be obtained from any sources available to the Government. As a result, this RFQ does not include a past performance information submittal from quoters." Yet, page 9 of Amendment 0002 under Basis of Award, in part, states "The following factors shall be used to evaluate quotes comparatively without priced tradeoffs:

(i) Technical -Risk

(ii) Past Performance

(iii) Price

Given the foregoing information which suggests some inconsistencies and the fact that Government is including Past

Performance as an evaluation factor in Basis of Award

Question a: Is the Government certain it does not require a Past Performance Volume III to be submitted?

Question b: And, if not, is it the Government's intention to only evaluate past peformance information from sources available to the Government?
