Request for Proposal (RFP) 195 OG – Trailer Utilities
195th Wing, Beale AFB, California
On behalf of the 195th Operations Group (195OG), located at the Sepulveda Air National Guard Station, the 195th Contracting Office (195WG/MSC) is seeking quotes from qualified small business sources to provide utilities to temporary facilities (trailers) located at the site.

Project Scope:
The general scope of this work is for the contractor to provide all equipment, personnel, tools, materials, supervision, Personal Protective Equipment (PPE) and any other items necessary to construct utility systems to include but not limited to: electrical, Communication, Water, Sewer, Asphalt and Seal Coating to a temporary portable office building located at the Sepulveda Air National Guard Station as required by the statement of work, technical specifications, and drawings. Please reference the attachments as designated below for additional information regarding the requirement.
Contractual History:
The proposed requirement is a new requirement, and there is no previous or current contractor.
NAICS and Small Business Size Standard:
The NAICS Code for this acquisition is 238210, Electrical Contractors and Other Wiring Installation Contractors.
The Small Business Size Standard is $15,000,000.00.

Project Magnitude:
The government anticipates the magnitude of construction for this requirement to be between $25,000.00 and $100,000.00 in accordance with (IAW) FAR 36.204.
Pre-Proposal Conference / Site Visit:
A site-visit will be conducted at 1000 / 10:00 a.m. PST on Thursday, 13 September 2018.
Attendees will meet MSgt Mike DeAngelo at 15900 Victory Blvd. Van Nuys, CA 91406. A pre-proposal conference will not be held.
Once you have arrived at the designated location, please contact MSgt Mike DeAngelo at (530) 955-1599 for installation access. No pre-coordinated Entry Authority List (EAL) is required.
Questions / Requests for Information (RFIs):
Any questions or concerns regarding the project must be submitted in writing or by email to TSgt Smith by close of business (COB) Monday, 17 September 2018. Questions received after this deadline may not be answered. All RFIs will be answered no later than (NLT) Tuesday, 18 September 2018.
Offerors MAY NOT contact any points of contact identified in this RFP or its attachments until the contract is awarded by the Contracting Officer (KO).

General:
Conflict of Interest:
Any Offeror (or member of its team (and /or subcontractor) having a conflict of interest as defined under FAR Part 9.5 must identify the conflict as soon as it is known and provide a recommended mitigation plan. Mitigation plans are required whenever a competing Contractor has had unequal access to non-public information regarding the task order requirement, or has assisted the Government in defining the task order requirements or evaluation criteria.
Evaluation Process:
The evaluation process is as follows:
(a) First, the government will list all proposals from lowest-price to highest-price.
(b) Second, the Government will evaluate Offeror technical capability as either Acceptable or Unacceptable; based on the proposal meeting the minimum requirements of the solicitation.
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
The evaluation of price will consider the overall price. The evaluation of price will be considered for award on the basis of award for some, none, or all portions of work proposed.
The Government will base its evaluation solely on information presented in the Offeror's proposal. Government review and determination of technical acceptability is objective, and the Contracting Officer's determination shall be final.
The Government intends to evaluate proposals and award a contract without discussions; the Offeror's initial proposal should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them necessary.
Unsuccessful Offerors will be notified concurrent with contract issuance to the successful Offeror.
Department of Labor Wage Determination – Davis-Bacon Act:
The applicable Wage Determination for this task order will be Department of Labor Davis- Bacon Act (DBA) Wage Determination General Decision Number CA180033 08/24/2018 CA33 (Attachment 5).

52.222-36 EQUAL OPPORTUNITY FOR WORKERS WITH DISABILITIES (JUL 2014)
(a) Equal opportunity clause. The Contractor shall abide by the requirements of the equal opportunity clause at 41 CFR 60.741.5(a), as of March 24, 2014. This clause prohibits discrimination against qualified individuals on the basis of disability, and requires affirmative action by the Contractor to employ and advance in employment qualified individuals with disabilities.
(b) Subcontracts. The Contractor shall include the terms of this clause in every subcontract or purchase order in excess of $15,000 unless exempted by rules, regulations, or orders of the Secretary, so that such provisions will be binding upon each subcontractor or vendor. The Contractor shall act as specified by the Director, Office of Federal Contract Compliance Programs of the U.S. Department of Labor, to enforce the terms, including action for noncompliance. 52.232-25 PROMPT PAYMENT (JAN 2017)
(a) Invoice payments—
(5) Computing penalty amount. The Government will compute the interest penalty in accordance with the Office of Management and Budget prompt payment regulations at 5 CFR part 1315.
(i) For the sole purpose of computing an interest penalty that might be due the Contractor, Government acceptance is deemed to occur constructively on the **** day (unless otherwise specified in this contract) after the Contractor delivers the supplies or performs the services in accordance with the terms and conditions of the contract, unless there is a disagreement over quantity, quality, or Contractor compliance with a contract provision. If actual acceptance occurs within the constructive acceptance period, the Government will base the determination of an interest penalty on the actual date of acceptance. The constructive acceptance requirement does not, however, compel Government officials to accept supplies or services, perform contract administration functions, or make payment prior to fulfilling their responsibilities.

252.203-7996 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE

(a) In accordance with section 101(a) of the Continuing Appropriations Act, 2016 (Pub. L. 114-
53) and any subsequent FY 2016 appropriations act that extends to FY 2016 funds the same restrictions as are contained in section 743 of division E, title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds appropriated (or otherwise made available) by this or any other Act may be used for a contract with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(c) Representation. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web- Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

Statement of Work Install Utilities to Temporary Facility
Sepulveda Air National Guard Station
1. DESCRIPTION OF SERVICES
1.1 Description: The general scope of this work is for the contractor to include all material, labor, plant, tools, equipment, supervision and transportation to improve pavements and install utilities to a temporary portable office building located at the Sepulveda Air National Guard Station as required by the statement of work, technical specifications, and drawings.
1.2 Location: All work will be performed at the:

1.3 Technical Point of Contact (POC): Wherever in this Performance Work Statement the abbreviation POC is referenced, it shall be the same as if the term Technical Point of Contact is referenced. The on-site POC for this service will be Gregory Alonzo who can be contacted at gregory.alonzo.2@us.af.mil or (818) 909-2347. No Government personnel, other than the Contracting Officer, have the authority to change or alter these requirements. The POC shall clarify technical points or supply relevant technical information, but no requirements in this scope of work may be altered as a sole result of such clarification.
2. BASIC SERVICES: The intent of this project is to provide, install and connect general utilities from Bldg. 22 to the Temporary Office Trailer. This project requires qualified construction service expertise to provide all the necessary connections for all the utilities (electric/water connection/plumbing/sewer etc.) and life safety requirements. This project must meet all applicable state and federal codes in order for occupation of CA ANG staff in this facility.
2.1 Electrical
2.1.1 Contractor shall assess the available power in the Electrical Room of Bldg 22.
Contractor shall install all necessary panels, sub-panels, transformer, equipment, conduit, conductors, mast heads, power poles, etc. to provide overhead power to the Temporary Office Trailer located west of Bldg 22. The Temporary Office Trailers include two 230/208 Volt, 125 amp, single phase power panels located on the west end of the Temporary Office Trailer.
2.1.2 Contractor shall verify proper operation, voltage and grounding in accordance with attached specifications.
2.2 Communication
2.2.1 Install 1” conduit to house communications fiber from Bldg. 22, Telecomm room
107, to the exterior of Temporary Office Trailer within 2 linear feet of the electrical power being installed. Contractor shall not penetrate the roof covering.
2.2.2 The Government will install the fiber from the Telecomm Room to a patch panel in the Temporary Office Trailer via the contractor installed conduit.

2.3 Water
2.3.1 Install a 1” water supply from the existing aboveground water line located at the west entrance to Bldg. 22 to the water system in the temporary office building as shown on attached drawings. Waterline shall be installed underground from Bldg.
22 under the roadway to the edge of the temporary office building site and then underneath the trailer to the connection point on the south side of the Temporary Office Trailer.
2.3.2 An accessible isolation valve ball valve and a pressure reducer shall be installed where waterline is tapped on Bldg. 22 going to Temporary Office Trailer.
2.3.3 Contractor shall properly mark all installed underground pipe with detectable underground marking tape, compact subgrade and repair asphalt to original state.
2.3.4 Contractor shall test and verify proper operation of water supply to the Temporary Office Trailer site for industry standard water pressure and GPM flow.
2.4 Sewer Connection
2.4.1 Contractor shall install a sewer connection from the existing sewer clean-out, to the
Temporary Office Building. The sewer clean-out is located under the roadway midway between Bldg. 22 and the Temporary Office Trailer location as referenced on attached drawings.
2.4.2 Contractor shall provide a clean-out at the Temporary Office Building connection points and at the connection point under the roadway.
2.4.3 Install a suitable access cover in the roadway for access to the clean-out.
2.4.4 Contractor shall properly mark underground pipe with detectable underground marking tape, compact subgrade and repair asphalt to original.
2.4.5 Contractor shall verify newly installed sewer system drains properly and does not leak.

1.1 Asphalt Work and Seal Coating
1.1.1 Remove existing asphalt curbing on the north and east side of the temporary office building as indicated on the attached diagram. Properly dispose of, or recycle asphalt curbing.
1.1.2 Remove sufficient soil and regrade the dirt strip, install and compact base course in preparation for asphalt to be placed between the temporary office building site and the roadway as indicated on the drawing.
1.1.3 Remove approximately 12 concrete bases to old chain-link fence posts that have been removed.
1.1.4 Remove sufficient soil, place and compact base course at an approximately 13’ X 20’ dirt patch on the north side of the temporary office building location.
1.1.5 Install asphalt at the dirt strip and dirt patch and join into the existing asphalt.
Insure new asphalt properly drains water away from the temporary office building to the north and east.
1.1.6 Seal coat the existing asphalt area in front of the temporary office building as indicated on the attached diagram. Prior to seal coating, fill cracks and sweep surface of all debris.
2. ADDITIONAL ITEMS:
2.1 Work shall meet or exceed all appropriate Local, State and Federal regulations.
2.2 Contractor shall provide submittals on AF Form 3000 to the Contracting Officer for all items to be installed for approval. The Government shall respond to all submittals within 14 business days.
2.3 2 sets of hard copy reproducible as-built drawings are required upon completion of the project.
2.4 All utilities indicated on maps are approximate and for reference only. Contractor shall locate all utilities in work area prior to any trenching.
2.5 Utility outages are unacceptable unless requested 14 days in advance and approved by the Contracting Officer. Coordination for planned utility outages are a responsibility of the contractor to forecast and manage once approved.
2.6 The Contractor shall dispose of all construction debris off-site in accordance with all applicable laws and regulations.
2.7 Period of Performance: Contractor shall complete performance of all contractual obligations within 60 days of Notice to Proceed (NTP) issuance.
3. GENERAL REQUIREMENTS:
3.1 MEASUREMENTS and QUANTITIES: Measurements and quantities are provided to enhance the contractor’s understanding of the magnitude of the work required in this Performance Work Statement. Government provided measurements and quantities shall not be used by contractors in establishing pricing. Contractors are responsible for making their own measurements in determining their bids for work under this project.
3.2 PREVAILING WAGE RATE: The contractor’s bid proposal will comply with the Davis-Bacon

3.3 GOVERNMENT FURNISHED PROPERTY AND SERVICES: The government will provide access to the facilities within the Sepulveda ANGS as needed to complete the contracted work.
Power and water are available only to the degree of being utilized for meeting contractual obligations.
3.4 HOURS OF OPERATION: Normal hours of operation are from 7:00 a.m. to 4:00 p.m., Monday through Friday excluding federal holidays. Access to Sepulveda ANGS facilities at other times will require prior coordination with the COR. Contract work is not normally scheduled on weekends.
3.5 SECURITY REQUIREMENTS: All contractor personnel entering the installation must be authorized by the COR. It is unlawful to enter the installation without permission of the Installation Commander per Sec. 21 Internal Security Act of 1950; 50 U.S.C. 797. While on the installation, all personnel and the property under their control is subject to search. All contractor personnel must identify themselves upon request while working on the installation. All personnel must be a United States Citizen with identification (i.e. State issued driver’s license) or a properly documented foreign worker with appropriate paperwork on hand.
3.6 A site visit, while not mandatory, is highly advised for all interested parties
