JFTB HANGAR 1 REPAIRS PHASE 3

ADDENDUM 1 – 9 MARCH 2010

PRESPONSE TO PRE-BID RFI’S

1.01 Q: Will all hangar doors be operational at the start of this contract?

A: Hangar doors will be in the same operational conditions as they are currently. They will all operate at less than optimal performance levels.

2.01 Q: Construction note #2 on the top of page A-5 of the Phase 3 drawings refers to a “Fall Arrest System” and “1 inch high permanently adhere sequential numbers on the side of the roof hatch cover facing main roof”. The note refers us to details 1 and 2 on page A-6. I could not find any specifics on either item requested by note 2. Furthermore, I could not find any reference in the specification. Can you please provide clarification? Are we to provide both, and if so, can you please provide specifics for each requested item?

A: The fall arrest system is indicated as a swivel anchor bolted to the ladder guards on detail 2/ S-3. The one inch high permanently adhered sequential numbers shall be black, laser cut acrylic numbers as manufactured by Gemini, Inc. Phone: 507-263-3957, email: www.signletters.com or equal. Adhere with clear structural silicone adhesive.

3.01 Q: Section 02085 – General Asbestos Abatement. What Notifications and Permits will be required?

A: The contractor is required to notify state and local agencies prior to the commencement of abatement activities. These notifications are required to be maintained throughout the project.

Other notifications may be required to California Department of Health Services. The contractor is required to provide all notifications required based on the method of abatement chosen.

Permits are required for certain machinery used in abatement. The contractor is required to provide permits for machinery, devices, and methods as required by federal, state, and local agencies.

3.02 Q: Section 02085 – General Asbestos Abatement. At the pre-proposal conference (site visit), the Government indicated that the Phase I contractor had priority over all other Phase contractors.

Please advise how the Abatement of Lead and Asbestos can occur while the Phase I contract is on site?

A: Sections of the hanger area can be phased and cordoned off pending coordination with the other phase contractors. The sections may be as large as one quarter of the ceiling area with 4 separate containment zones.

3.03 Q: Section 02090 –Lead and Asbestos Abatement: Site Specific Notations. Sandblasting will be the primary removal process for the hanger doors. Will silica sand generously amended with water to control dust be an acceptable blasting medium?

A: Silica sand will be an acceptable medium for the sandblast operation. All mediums will require containment as specified.

3.04 Q: Section 14601 – Hanger Door Hoist Machinery. In order to hold the 2nd and 3rd doorpanels in position after we release the cables to the counterweight tower, we would like to weld clips to the exterior face of the door and anchor clips to the concrete tarmac. This will allow us to hold the structural steel supports in place until the counterweight tower has been repaired and the new cables are installed. Will this anchoring be allowed?

A: Temporary anchoring will be allowed if detailed shop drawings and calculations are provided and approved in a submittal review. The shop drawings and calculations must be stamped and signed by a California licensed structural engineer and show that the anchor points will be restored to their original condition. At least one East and one West door shall remain operational at any time.

3.05 Q: Section 14601 – Hanger Door Hoist Machinery. Can the steel face plate at the base of the counterweight towers be removed?

A: The face plate can be removed for access if it is replaced and reattached in its original form.

3.06 Q: Section 14601 – Hanger Door Hoist Machinery. We would like to close off 1 side of the hanger at a time will this propose a problem with the other contracts? Will there be a time when both east and west hanger doors must be open or closed at the same time?

A: At least one East and one West door shall remain operational and allowed to be open or closed at any time.

3.07 Q: At least one East and one West door shall remain operational and allowed to be open or closed at any time.

A: A 4 day – 10 hour/ day work schedule is acceptable. Monday through Thursday.

Holiday schedule remains the same.

3.08 Q: Please confirm the completion date for Phase I contractor.

A: Current completion date is 1 July 2010. This date is subject to change due to circumstances outside of the Government’s control.
