About this file
This document is a set of Questions and Answers related to a federal contract opportunity for Latrine Services at the Camp Roberts, CA Garrison Training Center. The key details are:
The contractor shall provide sanitary servicing (cleaning) of 96 portable (trailer mounted and stationary) latrines located throughout the training center. This includes pumping, cleaning, and restocking the latrines. The contractor must provide their own equipment, water, power sources, and other resources required to perform the services. While there is no specific requirement for the type or quality of toilet paper, the contractor must ensure the toilet paper dispensers are refilled. The contractor will be responsible for cleaning up any trash or debris within a 10-foot radius of the latrines. There are no specific disposal requirements outlined. The contractor is expected to respond within 4 hours for any emergency cleaning services that may be required, although regular cleaning is scheduled. The contract does not specify trailer sizes or provide a template for reporting damaged latrines.

Text version
1. Are there guidelines on the minimum size or quality of the toilet tissue rolls to be used when restocking the portable latrines?
a. No specific requirement, just if there is a toilet paper dispenser/holder, it be refilled.
2. What are the trailer sizes? Do they vary in size or all the same models?
a. The singles have a smaller waste tank compared to the doubles. Technically speaking we have single mounted with small waste tank, double mounted larger waste tank, and single stationaries. (See pictures in attachment)
3. Is there a template or specific format required for reporting broken or damaged latrines to the COR, including the picture submission process?
a. All latrines will be fully mission capable that require the service. All non-mission capable latrines will be identified prior. If latrines are damaged during cleaning process, we can create the process if the need arise.
4. Are there any specific requirements for the disposal of the trash and debris collected within the 10-foot radius, such as the type of disposal facility or methods to be used?
a. Trash and debris are a Soldier responsibility. We are only requesting pumping and cleaning of the port-a-johns and cleaning up after yourselves
5. There is no mention on pumping the latrines, is that a service also?
a. The service is pumping, cleaning, and restocking
6. There is no mention of pumping or water refills. Is there a need for that service also, or will it strictly be cleaning and restocking?
a. Pumping and water refills will be required as well
7. Wil the contractor has access to water and/or electricity at the cleaning sites, or will they need to provide their own resources (e.g., water tanks, generators)?
a. No, contractors are required to provide their own equipment water, power source, or any other
8. Is there a requirement for emergency cleaning or servicing of the latrines outside of the regular schedule? If so, what is the expected response time?
a. We have not had an instance for an “emergency cleaning service” due to our projected cleaning schedule, however, if the need were to arise, the expected response would be within 4 hours.
