JUSTIFICATION AND APPROVAL

(Sole Source)

SUBJECT: F9T3029086AW03

Justification and Approval to Purchase: Ground Flight Simulator (GFS) Pilot Training Device ABSTRACT: IAW: 10 U.S.C. 2304(c) (1) and 41 U.S.C. 3304(b) (1) -. The Government refers to alleging in accordance with FAR 6.302-1 that there is “Only one brand name specific and no other supplies or services will satisfy agency requirements in order to meet the agency’s standardization program.” The required written justification and approvals are as follows:

1. CONTRACTING AGENCY - The contracting agency responsible for this action is the 137th ARW, Oklahoma Air National Guard Base Contracting Office, Oklahoma City, Oklahoma.

2. DESCRIPTION OF REQUIREMENT - The 185th MC-12W Flight Training Unit requires a lower level MC-12W training device that will present an interactive graphical cockpit simulation of the KA-350 with Rockwell Collins Proline 21 and MC-12W Baseline 3.3 cockpit configuration.

3. DESCRIPTION OF SUPPLIES/SERVICES BRAND NAME SPECIFICATION REQUIREMENT - As a part of Initial Qualification training all 137 SOW pilots attend Initial flight simulator training currently contracted with Flight Safety International (FSI) on a FS1000 level D KA-350 simulator. During this 14 day course they receive detailed systems academics via FSI’s interactive systems diagrams and practice normal and emergency procedures as well as unusual attitude recovery in the simulator. After Initial sim training per the AFSOC MC-12W SOI they attend MC-12W Initial flight training at OKC. During this 6 week course they receive several academics and utilize the same FSI Ground Flight Simulator to refresh and reinforce what they learned during Initial simulator training. This device uses the same hardware, software, interactive system diagrams, and emergency procedures training capability as seen at the FSI training. This consistency between training device is critical for training continuity and gaining further proficiency of normal and emergency procedures. In looking to update the current outdated GFS with a FSI Mission training device it is critical that the training devices remain the same between initial training at FSI facilities and Initial flight training at OKC.

4. Impact if action is not completed using BRAND NAME restriction: Each 137 SOW pilot is required to attend recurrence sim training every 17 months per AFSOC RTM currently contracted with FSI. To prepare for this simulator training pilots practice on the current GFS. This same device is used at the FSI facility and provides consistency of training between the two locations. It is therefore recommended that for both initial and recurrency training that the 137 SOW sole source with FSI in order to maintain training across the same training devices and software.

5. AUTHORITY CITED – FAR 6.302-1 “Only one brand name specific and no other supplies or services will satisfy agency requirements in order to meet the agency’s standardization program.”

6. REASON FOR AUTHORITY CITED: Each 137 SOW pilot is required to attend recurrence sim training every 17 months per AFSOC RTM currently contracted with FSI. To prepare for this simulator training pilots practice on the current GFS. This same device is used at the FSI facility and provides consistency of training between the two locations.
